Abstract

The purpose of this study is to make suggestions on the activities and operations of the National Archives of Korea’s (NAK) Nara Archives Netti supporters, whose ultimate objective is to promote NAK. Data were collected about supporters’ online and off-line activities through the NAK website and supporters’ official Naver Cafe entries from 2016 to 2020. Furthermore, the cases of the U.S. National Archives and Records Administration’s (NARA) Citizen Archivist Dashboard and the National Archives of Australia’s (NAA) Hive were also studied. Based on the results, suggestions on the necessary changes or additions to the online/off-line activities of operations by NAK were made as follows: 1) ensuring the differentiation of posts, 2) using appropriate tags and selecting various ones, 3) giving active feedback from managers and other supporters, 4) encouraging creative promotional materials, 5) operating educational programs, 6) giving incentives based on detailed and clear criteria, 7) promoting to raise awareness of supporters, and 8) promoting through the NAK website. By adopting the above suggestions made by this study, the promotional purpose of NAK’s supporters will be achieved.

Abstract

A rising expectation is seen in the description of archives contexts in a digital environment. The International Council on Archives Expert Group on Archival Description (ICA EGAD) released Records in Contexts-Ontology (RiC-O) v0.1 in December 2019. This study aims to analyze the characteristics of RiC-O and identify its benefits and considerations. As a result, RiC-O consists of 98 classes, 60 datatype properties, and 389 object properties, allowing all entities, attributes, and relations in the Records in Contexts-Conceptual Model (RiC-CM) v0.2 (preview) to define them in more detail. According to the case application result, RiC-O had the advantage of expressing predecessor relations between records and describing the agent in detail. In addition, it was possible to describe the “instantiation.” For the active use of RiC-O, several examples and detailed manuals must be provided in the next version to be developed, and prioritizing the accurate analysis of records, arrangement of relations between RiC-O components, and description of faithful metadata is indispensable.

Abstract

The preservation and management of oral historical records are for creating and utilizing knowledge of national heritage and promoting the value of local culture. Furthermore, one of the missions of the pubic libraries is to realize the general utilization of records by reexamining people’s lives and employing oral historical records to preserve their rights and benefits. This study attempted to find ways to improve the management of oral records in public libraries through literature reviews, surveys, and in-depth interviews with public library staff to gather detailed opinions on oral records in public libraries. Based on the discussions concluded in this study, establishing policies and manuals for oral records management, sufficient professional workforce, specialized education programs for staff development in collecting, preserving, recording and managing oral historical records, public relations strategies, and preparation of a long-term preservation environment for thorough digitalization were suggested for the improvement of the collection, utilization, preservation, and management of oral records in public libraries.

Abstract

The Asia Culture Center (ACC) is a complex culture and art institution established on the foundation of the special law regarding establishing a cultural hub city of Asia. The ACC plays the central role in studying, collecting, and archiving Asian cultures to provide relevant materials and data to researchers, creators, producers, and the general public. This study aims to analyze the limitations of the aforementioned survey, research, and archive works and establish paths to improvement through the integrated determination of the values and archives of the research materials that the ACC should pursue according to the level of importance and necessity of relevance between each task. Furthermore, the center aims to utilize the study’s findings as to the foundation for its advancement strategy. Tasks deduced for these purposes included “establishing an identity and directionality,” “establishing a topic and scope of the subjects of research and collection,” “needing the means to support the establishment of a cycle system,” and “expanding network establishment.” Based on these tasks to be pursued, ① establishing the identity and directionality of the subjects of the survey, research, and collection, ② setting the topics, and establishing a standards system, ③ establishing the means of enhancing and activating the utilization for the virtuous cycle-structure system, and ④ expanding the research and archives network that were presented are the means for future improvements.

Abstract

Beyond being mere administrative products for their functional running, records produced by nongovernmental organizations (NGOs) and arranged voluntarily by citizens are memories of civil society. Online information services are expanding in the archives sector, but it is not easy to provide services with a limited budget from activist NGOs. Besides, there has never been a case study of information services for NGOs, resulting in a lack of basic data. Therefore, this study surveyed the status of online information services of 5,725 NGOs that have a UN Economic and Social Council (ECOSOC) consultative status. Furthermore, it conducted an in-depth analysis of 10 selected NGOs to contribute to preserving civil society activities and promoting the use of their records. The results of this study are summarized as follows. First, 75 out of 5,725 NGOs had physical and digital archives. Second, domestic NGOs must supplement their policy of accessing and using physical records and operate 1:1 inquiries and Q&A services to provide active record information services. Overseas NGOs must consider expanding online full-text and outreach services using records. Third and last, NGOs that have difficulty providing records information services should consider the services from an integrated standpoint according to the field of activities and transfer.

Abstract

With the Korean University Resource United System (KORUS) opening in 2017, the national university’s record management system has been turning into a unit task-oriented records management reference table. Based on the administration system operated in a standardized manner, national universities can produce and manage university records based on business transaction cards. In the process, the standard business transactions for universities’ common tasks were developed and operated for collaboration and sharing information. This study aimed to analyze the national university classification system’s current operating status and problems, focusing on common unit tasks. To this end, the characteristics of university records, the development process of the national university classification system, and its operating status were analyzed. It also investigated whether the records management reference table is suitable for use as a record management tool. In conclusion, this study suggested improvements on the national university records management reference table, which can function as a record classification and appraisal tool.

Abstract

Interest in the “Corona White Paper” is increasing, as it has been prolonged to more than a year since the first confirmed COVID-19 case. The National Archives of Korea began collecting records for the production of government-level white papers, and some local governments and institutions are preparing to establish their corona white papers. However, the existing disaster white paper simply presents a summary of the situation and does not include the analysis or evaluation of the disaster response results, making the established measures unsuitable for similar disasters. In particular, most of the data are collected and analyzed manually by some experts, which is costly and time-consuming. This study presents a plan to build a white paper that can reflect a mutual understanding with the citizens by automatically collecting and analyzing online records, namely, records from institutional websites, online news platforms, and social media records. The types and characteristics of white papers and online media were analyzed; guidelines that match the four attributes of the white paper by referring to the existing white paper on infectious diseases were presented; and their effectiveness through actual construction examples were verified. Moreover, this study aims to establish effective preemptive countermeasures in the event of a novel disaster and maximize the record and promotion of corrective activities by collecting and recording reactions from citizens. Furthermore, the study helps eliminate unilaterally drafted top-down white papers.

Abstract

Digital archives are electronic storages used to preserve and utilize digital resources sustainably. Theoretical research on digital archives is being conducted actively, and digital archives for recording various resources in heterogeneous domains are being built and serviced. However, although the original purpose of digitizing the resources of digital archives is achievable, the discovery and reuse are still limited. This study examines the Findable, Accessible, Interoperable, and Reusable (FAIR) data principles in detail and proposes a maturity assessment framework for digital archives. The FAIR Data Principles is a set of guidelines that enable machines to read and understand digital resources that are applied to any online resource. The evaluation model of the FAIR data principle defines the planning and application stages separately. However, criteria for evaluating the application of individual principles are still ambiguous, and discussions on evaluation criteria for the field of digital archives are insufficient. This study proposes a framework for applying the FAIR data principle to digital archives and discusses issues for future application.

Abstract

The purpose of this study is to find out how job stress and job satisfaction differ depending on the demographic characteristics of records management specialists in public institutions and how their job stress affects job satisfaction. A survey that employs the use of questionnaires gathering data about participants’ jobs, job stress, and job satisfaction was given to 159 participants. Independent sample T test, Analysis of Variance (ANOVA) analysis, and correlation analysis were employed in analyzing the data through the survey. The following results were obtained. First, the average of the total job stress of professional personnel was 2.60. Second, there were differences between the job stress and job satisfaction of professional personnel depending on their age, employment type, education, salary, working institution, and service period. Third, the effect of job stress of professional personnel on job satisfaction is significant with all factors, excluding job demand and job satisfaction, boss conflict and job instability, peer conflict and job instability, job insecurity and inadequate compensation, and job instability and job satisfaction. Fourth and last, there is a higher job satisfaction when there is a higher job demand factor, which is the job stress of professional personnel. However, except for those with significant results, the higher the factors of peer conflict and inadequate compensation of job stress, the lower the job satisfaction except for showed significant results.

Abstract

Most overseas companies manage and protect their current records as information assets. However, Korean companies lack current records management except for some public companies. This study analyzes job descriptions from job search websites to determine the work scope that overseas companies require for records managers. In this study, 28 overseas companies that tried to hire records managers from job search sites were surveyed. Companies hiring records managers were classified according to the Korea Standard Industrial Classification (KSIC) and then reclassified into five industrial groups. Afterward, job description content was analyzed through MAXQDA 2020. The work scope required by companies in five industry groups was divided into common and special work areas. Records management education and cooperation with employees were most often mentioned, as well as the establishment of policies, guidelines, and processes. Moreover, data management, systems implementation and management, and responses to legal requests and compliance work were commonly required tasks. Thus, records professionals must develop these competencies.

Abstract

Cultural institutions such as museums and art galleries in Korea build and service archives. This article introduces the case of an archivist who has performed the archive construction work of the Seoul Museum of Korean Folk Music from 2020, focusing on relic organization (listing, metadata definition, digitization, application of preservation products, etc.). The article shares an account of the promotion process and can serve as a guide for those conducting archive work in other organizations.
