Using Online Records for Construction of White Papers on Disaster Management

Abstract

Interest in the “Corona White Paper” is increasing, as it has been prolonged to more than a year since the first confirmed COVID-19 case. The National Archives of Korea began collecting records for the production of government-level white papers, and some local governments and institutions are preparing to establish their corona white papers. However, the existing disaster white paper simply presents a summary of the situation and does not include the analysis or evaluation of the disaster response results, making the established measures unsuitable for similar disasters. In particular, most of the data are collected and analyzed manually by some experts, which is costly and time-consuming. This study presents a plan to build a white paper that can reflect a mutual understanding with the citizens by automatically collecting and analyzing online records, namely, records from institutional websites, online news platforms, and social media records. The types and characteristics of white papers and online media were analyzed; guidelines that match the four attributes of the white paper by referring to the existing white paper on infectious diseases were presented; and their effectiveness through actual construction examples were verified. Moreover, this study aims to establish effective preemptive countermeasures in the event of a novel disaster and maximize the record and promotion of corrective activities by collecting and recording reactions from citizens. Furthermore, the study helps eliminate unilaterally drafted top-down white papers.
