기록을 관리하는 궁극적인 목적은 안전한 보존과 효율적 활용이다. 그러나 공공기록물 관리의 수장인 국가기록원의 검색서비스인 국가기록포털은 검색 시스템이 도입된 지 10년이 넘어 노후화되었고, 검색도구도 이원화되어 있다. 또한, 국가기록물을 열람하고자 하는 이용자의 검색 만족도를 충족시키지 못해 개선이 필요하다. 본 연구는 국가기록물 검색 고도화를 위한 사전 연구로, 현재의 국가기록원 검색시스템의 검색 품질 현황을 파악하는 것을 목적으로 한다. 이를 위해 국가기록원에서 사용 중인 검색도구인 CAMS와 국가기록포털의 현황을 분석하고 검색서비스 품질을 점검하기 위한 평가셋을 구축, 이용자 관점에서 국가기록포털의 검색 품질 평가를 실시하였다. 국가기록포털의 성능평가를 위한 척도로는 정확률과 재현율, F-score, MRR 등을 활용, 다양한 각도에서 분석하였다. 검색 품질 평가결과 전반적으로 검색 성능이 낮은 것으로 나타났으며, 특히 ‘주제별상세검색’의 경우 정확률, 재현율, MRR이 모두 낮게 나와 개선이 시급할 것으로 보인다. 본 연구를 통해 구축된 평가셋이 향후 국가기록원 검색시스템의 고도화 이후 시스템의 성능이 얼마나 개선되었는지를 객관적으로 측정할 수 있는 기틀로 활용되기를 기대한다.
Abstract
The ultimate record management’s purpose is preservation and utilization. However, the National Archives of Korea (NAK)s Portal has problems such as search system aging and search tools dualization. As a result, the users’ search satisfaction is not satisfied, and the improvement demand increases. This study aimed to evaluate the NAK’s search quality as a preliminary study for NAK search system advancement. To this end, we analyzed the current status of CAMS and NAK’s Portal. Then, we established the test sets and evaluated the NAK’s Portal quality from the user’s point of view. Evaluation results were analyzed using Precision, Recall, F-score, and MRR. The analysis results showed that the overall search performance was low, particularly in the “advanced subject search,” which showed low performance in Precision, Recall, and MRR. Thus, improvement is urgently needed. The test sets established for this study are expected to be used as a basis for objectively measuring the improvement of the search performance after the NAK search system advancement.

업무용 이메일이 증가함에 따라 이메일 기록관리의 필요성은 날로 증가하고 있다. 본 연구는 이메일 기록관리 방안 마련에 앞서, 대학의 이메일 기록관리 실태를 조사하고 이메일 기록관리에 대한 구성원들의 인식을 살펴보고자 하였다. 이를 위해 본 연구는 D대학 그룹웨어 계정을 사용하는 교수, 직원, 그리고 조교를 대상으로 웹기반 서베이와 인터뷰를 실시하였다. 서베이 및 인터뷰를 통해 대학 구성원들의 이메일 생산, 삭제 및 보관, 백업 등의 이메일 기록관리 실태와 이메일 기록관리에 대한 그들의 전반적인 인식을 조사하였다. 서베이에 총 185명이 응답하였고 그들 중 총 12명을 대상으로 인터뷰를 실시하였다. 분석한 결과, 이메일의 공적 사용과 활용은 매우 빈번하였고 삭제, 보관과 비교하여 백업 및 보존 등의 관리 행위 잘 이루어지지 않고 있었다. 또한 이메일은 사적 영역의 것으로 인식되고 있어, 이용자들은 이메일 기록관리의 필요성에는 공감하였으나 기록관리 책임은 여전히 개인에게 있다고 인식하고 있었다. 이 연구의 결과는 대학의 이메일 기록관리를 위한 정책 수립 시 구성원들의 의견으로써 참고할 만한 자료가 될 것이고 이메일 기록관리 인식 제고에 도움이 될 것이다.
Abstract
With the increasing number of business email, there is a growing need to manage email records. Before the development of email records management measures, this study aimed to investigate the status of email records management in universities and determine employees‘ perceptions of email records management. Surveys and interviews were conducted with professors, staff, and assistants who use groupware accounts at D University, and their overall perceptions of email records management and the status of email record management, such as email production, deletion, archival, and backup of university members were gathered. A total of 185 people responded to the survey, and 12 of them were interviewed. According to the analysis, the public utilization of email was frequent, and the management of emails, such as backup and retention, was not performed well compared to deletion and storage. In addition, email is still perceived as private, and users recognize the need for email records management, but they still perceive that they are responsible for records management. The results of this study will be useful in setting the policy for email records management of universities and will help provide email record management awareness.

학교 수업이 다양한 외부의 콘텐츠를 활용하는 환경으로 변화하면서 수업 자료로 사용할 수 있는 교육용 콘텐츠의 수요가 증가하고 있다. 기록관은 소장 기록을 활용하여 다양한 교육용 콘텐츠를 제공할 수 있는 주요 기관으로, 영국의 국립기록보존소(TNA)는 그간 수많은 교육용 콘텐츠를 제작하여 교사와 학생들에게 제공해왔다. 이 연구는 기록이 더 이상 보존에 그치는 것이 아니라 활용되기 위한 기록의 교육적 가치를 아키비스트들이 발견하고 다양한 형태의 콘텐츠로 이용자들에게 제공하는 데에 도움이 될 수 있기 바라며, 체계적인 교육용 콘텐츠를 제공하는 TNA의 다양한 콘텐츠의 내용과 형식, 생산 과정, 제공 방법 등을 집중적으로 분석하였다. 그리고 TNA의 교육용 콘텐츠 분석 결과와 우리나라 국가기록원과 비교하여 국가기록원 웹 사이트와 타 기록관에서 이를 반영하여 개선될 수 있는 내용을 제안하였다.
Abstract
As the teaching environment of schools has significantly shifted toward using various types of educational contents, the need for the use of educational contents as class resources has increased. Having an archive is an effective way of organizing information that can provide various educational contents. The National Archives (TNA) of the UK has been actively producing and providing educational contents for teachers and students for a long time. The purpose of this study is to analyze in depth the detailed examples and structure of the contents, the process of producing educational contents, and the methods of providing various contents of the TNA, which systematically provides diverse educational contents. It intended to help archivists discover the educational values of archives in providing users with various types of educational contents. Then, the study compared the analysis results with the National Archives of Korea and suggested for its improvement, as well as that of other archives in the country.
