초록
본 연구의 목적은 데이터세트 형태의 디지털 정보에 대한 보존․관리 방법을 찾는 것에 있다. 이를 위해 원자력안전위원회의 MIDAS RASIS에서 생산된 RI/RG 업무기록 사례를 분석하였다. MIDAS RASIS 분석을 위해 기록관리 기능요건 체크리스트를 작성하였으며, 체크리스트 결과를 바탕으로 MIDAS RASIS 기록관리 기능을 검토하여 이관 프로세스를 제시하였다. 이와 더불어 MIDAS RASIS의 기록관리를 위한 기록관리 모듈 DB를 설계하였고 표준기록관리시스템으로 이관하는 방안을 제시하였다.
Abstract
The objective of this research is to seek a preservation method against the set of data. To achieve this purpose, this study analyzed the MIDAS RASIS RI/ RG of the Nuclear Safety and Security Commission, and then followed it with the under analysis of the MIDAS RASIS, thus presenting the transfer process. This was conducted for the records management of the MIDAS RASIS-designed records management modules DB. For the records management of MADIS RASIS, the records management module DB was thus planned, which presented the transfers through the standard records management system.
초록
본 연구는 해외 공공기록관에서의 민간기록물 수집 현황을 조사하기 위해 미국, 캐나다 및 호주의 주립기록관을 대상으로 웹사이트에 공개된 민간기록물 수집 관련 정책과 안내를 분석하였다. 미국의 5개 주립기록관, 캐나다의 7개 주립기록관, 호주의 2개 주립기록관 등 모두 14개 주립기록관을 대상으로 하였으며 수집되는 민간기록물의 유형과 영역, 기증 또는 위탁 등 민간기록물 수집방법, 저작권 이전과 접근제한 부여 및 처분 등 고려할 사항을 살펴보았다. 국내 공공기록관의 민간기록물 수집을 위한 시사점으로 첫째, 지역의 특성에 부합하는 민간기록물의 수집영역을 정하고 이를 수집정책에 명문화할 것과 둘째, 기증 또는 위탁과 같은 민간기록물의 수집방식을 정하고 저작권, 접근제한 및 처분 관련 절차를 수립할 것, 셋째, 지역 내 유관기관과의 협력을 도모할 것을 제안하였다.
Abstract
This study analyzed policies and guides related to the acquisition of private records at state/provincial archives in the U.S., Canada, and Australia. The purpose of this study is to examine the current status of collecting private records in the governmental archives. The analysis was made based on policies and guides from 14 state/provincial archives, including five in the US, seven in Canada, and two in Australia. From the analysis, the study examined collection areas, types of private records, and colleting methods, such as donation or deposit. It also studied the considerations on transferring copyright, placing access restrictions, and disposing of records. The study made the following suggestions for collecting private records at public archives in Korea: (1) define the collecting areas of private records relevant to the characteristics of a region; (2) determine the acquisition methods, including donation or deposit, and establish a procedure to make an agreement for the transfer of ownership, including copyright, access restriction, and disposal of records; (3) develop cooperation among the related institutions within a region.
