초록
본 연구는 국내 대통령 SNS 기록물의 관리현황을 살펴보고 관리방안을 제안하는데 그 목적이 있다. 이를 위해 국외 SNS 기록물 관리사례를 살펴보았으며, 국내 대통령기록관 담당자 면담, 대통령 SNS 기록물 관리현황 및 전․현직 대통령의 SNS 계정 운영 현황을 조사 및 분석하였다. 이를 바탕으로 국내 대통령 SNS 기록물 관리의 문제점을 도출하였으며, 해외사례와 SNS 기록물의 특징을 반영하여 문제점을 해결하기 위한 수집, 관리, 서비스 방안을 제안하였다. 본 연구는 대통령 SNS 기록물의 관리에 대한 논의를 시도하였다는 점과 대통령 SNS 기록물의 기초 연구가 될 수 있다는 점에서 그 의의가 있다.
Abstract
The purpose of this study is to examine the management status of domestic presidential SNS records and to propose a management plan. Thus, the researchers examined cases of SNS records management in foreign countries, interviewed records officers in Presidential Archives, as well as conducted a status analysis of the presidential SNS records management status and the SNS accounts of former and current presidents. Based on the analysis, the current state of the domestic and international situations was analyzed. The researchers subsequently interviewed the staff in charge and found out what the problems in the current presidential SNS records management were. To solve the problems reflecting the characteristics of SNS records, a collection, management, and service plan was thus proposed. This study is meaningful in that it tried to discuss the management of the presidential SNS records and could be used as basic research of presidential SNS records.

본 연구는 해외에서 발표된 전자기록물의 장기보존 정책을 조사하여 정책을 세우는 데 필수적인 정책 요소를 도출하고, 이에 따라 비교 분석하고자 하였다. 전자기록물 장기보존 정책을 공식적으로 발표한 미국, 캐나다, 영국, 호주, 스위스 아카이브를 선정하였다. 선정된 5개국의 장기보존 정책을 조사하여 분석한 결과 6개의 핵심적인 정책 요소를 도출하였다. 도출된 6개 정책 요소는 보존 범위, 장기보존 전략, 위험 관리, 무결성 검증 방식, 보존 인프라, 참조 모델이다. 본 연구는 정책 요소를 통하여 5개국의 장기보존 정책을 비교 분석하였고, 이에 대한 결과로 6개의 시사점을 발견하였다. 시사점은 다양한 전자기록물 유형에 대비하여 기관의 실정에 맞게 장기보존 전략을 세우고, 국외의 장기보존 정책들을 선진사례로서 활용하는데 중점을 두었다.
Abstract
This study was intended to investigate the long-term preservation policy of electronic records published abroad to derive and compare the policy elements necessary for policy establishment. The U.S., Canada, United Kingdom, Australia, and Switzerland archives were selected, which officially announced the e-Record Preservation Policy. Research and analysis of the long-term preservation policies of the five selected countries resulted in six main policy elements. These six policy elements are preservation scope, long-term preservation strategy, risk management, integrity assurance methods, preservation infrastructure, and reference models. We compared and analyzed five long-term preservation policies through policy elements and found six implications as a result. The implications were focused on establishing a long-term preservation strategy in line with the actual state of the institution and using long-term preservation policies outside of the country as advanced cases for various types of electronic records.
