초록
본고에서는 민주화운동기념사업회 사료관 소장 사료를 토대로, 매뉴스크립트 평가체계 구축 사례를 제시하였다. 민주화운동 사료 평가체계는 가치 선별 논리를 지향하면서도, 가치의 경중에 따른 관리조치 차별화를 통해 사료관리에 소요되는 인적 물적 자원의 활용성을 최적화시킨다는 전략을 구현하였다. 그동안 중복본 위주의 폐기대상을 골라내는 소극적 선별 논리를 넘어 사료의 가치를 기반으로 차별화된 관리 프로세스를 설계하였다는 점에서, 원질서가 부재한 방대한 양의 기록물 처리에 당면하여 한정된 자원 활용상의 효용성을 추구하는 매뉴스크립트 기관들에 좋은 선례를 제공해준다.
Abstract
This article shows a case of constructing appraisal system of manuscripts based on records of korean democratization movements. This appraisal system of manuscripts not only intends to select records according to value but also realizes a strategy that maximizes efficacy of resources for record management through distinction of record management process based on value of records. After all, this strategy provides manuscript repositories a beneficial benchmarking case of appraisal system of manuscripts which are confronting with disposing problem of enormous mount of records without original order, and are intending maximization of efficacy of resources for record management through distinction of record management process based on value of records.

이 논문에서는 대학기록관에서 사용되는 용어들을 통제하여 검색 효율성을 제고할 수 있는 시소러스 구축을 위한 지침을 개발하고 적용하는 과정에서 도출된 다양한 상황과 그에 대응하는 방안들을 제시하였다. 개발 과정에서 고려된 중요한 이슈 및 적용 방안은 다음과 같다. 대학 기록관 기록물 정리과정에서 도출된 용어들은 고유명사가 많아 시소러스는 전거파일 기능을 동시에 하도록 개발되어야 했다. 대학의 공식문서에 자주 나타나는 용어를 우선어로 제시하였다. 또한 포함될 인명의 범위는 주요 보직자 및 주제가 된 개인들로 하되, 작성자 및 기증자들의 필드 통합 검색이 가능하면 지나친 범주의 포함은 불필요했다.
Abstract
Some issues and solutions considered for the various situations that we faced in the process of developing guidelines of thesaurus construction are described in this paper. There were many proper names and proper nouns among the terms considered in the process. The thesaurus needed to include a function of an authority file. Preferred terms were selected based on what the university's official records would use. The scope of the proper names for inclusion was the people who held official positions in the university and the people who were the subject of the materials. However, when the system allows synthesized retrieval of the field of creator and donor, inclusion of too many names were considered unnecessary.
초록
캐나다 거시평가제도의 궁극적인 목표는 당대의 사회상을 기록을 통해 형성시키는 것이라 할 수 있다. 즉, 기록물이 생산되는 그 시대의 사회구조 속에서 기록물이 갖게 되는 의미를 평가하는데 목적이 있다. 이렇게 사회에 가장 큰 영향을 주고받는 조직체는 ‘정부’라는 유기체로 파악하고, 이를 문서화하기 위해서는 정부의 기능분석을 강조한다. 따라서 거시평가 제도는 기능분석을 통해서 가장 중요한 기능을 수행하는 부서인 OPI를 식별하는 것이 핵심이다. 또한 국가와 시민과의 상호작용에 대한 거버넌스 연구를 진행한다. 이러한 연구를 바탕으로 비로소 거시평가 가설이 형성되고, 기록을 통해서 이를 검증하는 단계가 거시평가의 방법론이라고 할 수 있다. 본 논문은 현대 평가의 주류를 이루고 있는 거시평가 방법론에 주목하여, 캐나다에서 실제로 실행되고 있는 거시평가의 제도분석을 목적으로 한다. 이를 위해서 캐나다 국립기록청에서 발행한 정부기록처분프로그램 관련 문건과 논문을 분석함으로서, 실제로 평가가 이루어지는 구체적인 과정을 살펴보고자 한다. 또한 한국의 평가 제도를 분석하여 문제점을 밝히고, 캐나다의 평가제도에서 벤치마킹할 수 있는 부분을 도출하였다.
Abstract
The final goal of the macro appraisal model of Canada is that the figure of society of the day is made by the record. The goal is that we evaluate the meaning documentary have in the social structure of the day to produce records. The organization to be affected much the society is recognized as the organism, ‘Government’ and the function analysis of the government is emphasized in order to be the documentation. Therefore, it is essential in the macro appraisal model that OPI, the department to carry out the very important function is identified. Also the research of governance about interaction of country and citizen is studied. Based on these studies, the macro appraisal theory is made and it can be macro appraisal methodology that these theory is verified through records. the government of Canada have operated macro appraisal model reflected the figure of the society since 1990's, on adapting the change of the record production of modern. This model of Canada is systemized concretely and the government of Australia introduced the model benchmarking the Canada's. The England and the Holland is bringing up the result of the project introduced the macro appraisal method. Therefore the macro appraisal is the method and the theory noticed globally in the field of appraisal of modern. Throughout the analysis of the macro appraisal system of Canada, how to select the record reflected the figure of the society is proposed, and concrete practice is also present, and concrete practice is also present. Also the improvement method of the appraisal system in Korea is considered.
