초록
기록평가는 모든 기록관리업무의 토대가 되는 핵심 업무다. 이 연구의 목적은 기록평가제도의 정비에 필요한 정책요소들과 개선과제를 제시하는 것이다. 국가 차원의 기록평가제도는 평가정책과 기준, 평가 도구, 평가 대상, 평가 실무절차, 평가처분 주체 등의 구성요소들이 유기적이고 안정적으로 연계되는 구조를 가지고 있어야 한다는 관점에서 우선 각 구성요소별로 국내 현황을 파악하였다. 디음에는 각 요소별로 미국, 영국, 호주, 캐나다의 정책들을 비교분석하였으며, 시사점을 도출하였다. 마지막으로 이를 토대로 평가제도 정비를 위한 과제들을 제안하였다.
Abstract
Unless the records appraisal system is properly overhauled, there is no future for public records management. This study aims to highlight challenging issues and present improvement tasks necessary for the readjustment of the public records appraisal system at the national level. First, public records appraisal policies are divided into five categories: i) statements on appraisal policy and selection criteria, ii) appraisal tools such as disposition authorities, iii) subject of appraising, iv) appraisal procedures, and v) responsibility and authority in appraisal and disposition process. Second, the domestic situation is identified for each category. Third, policies of the United States, United Kingdom, Australia, and Canada are compared, and implications are derived for each category. Fourth and last, the tasks for the readjustment of the public appraisal system are proposed based on these analyses.

지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

본 연구는 기록이 생산되어 보존기록관까지 도달하는 과정에서 평가라는 중요한 기록관리업무가 어떻게 유기적으로 수행되는 지를 탐구한다. 이러한 통시적인 관점에서 미국 뉴욕주기록관의 기록관리 및 평가시스템을 하나의 사례로 살펴보고자 한다. 미국의 기록 환경은 아키비스트와 레코드매니저의 역할과 전문성을 구분하는 점에서 한국의 사례와는 다르다. 이런 환경에서도 뉴욕주기록관은 생산기관의 기록관리 과정의 평가업무를 적극 지원한다. 본 연구는 미국 뉴욕주의 사례를 통하여 아키비스트의 기록물 평가가 보존기록물의 이관과 수집 시점에 시작한다는 소극적인 관점에서 벗어나, 기록물 생애주기의 시작점에서부터 아키비스트가 가지는 책임과 역할이 있다는 점을 강조한다.
Abstract
Appraisal occurs multiple times in the process of records and archival management. This includes the consideration of the value of records during creation, developing records retention schedule for records creating organizations, and archival appraisal for archival repositories to build their collections. This study attempts to understand the function of appraisal from a holistic perspective from records creation to archival preservation. In doing so, it investigates the case of New York State Archives and understands some of notable approaches how archivists cooperate with records creators and records managers to preserve New York’s historical records. Learning from the case of New York State Archives, this study intends to emphasize the roles and responsibilities that archivists can play in appraisal in various steps.

이 글은 전쟁과여성인권박물관의 아카이브 관리 사례를 소개하는 글이다. 전쟁과여성인권박물관은 NGO단체가 운영하는 일본군‘위안부’ 문제를 다루는 소규모 박물관이다. 외형상으로는 박물관으로 등록, 운영하고 있지만, 실제 모기관의 업무기록물과 수집자료를 이관받아 관리하므로 아카이브 관리 기능이 박물관 업무의 큰 비중을 차지하고 있다. 이 글의 본문에서는 박물관에서 아키비스트 역할과 소장 기록물의 특징을 소개한다. 일반적인 박물관과 기록물관리기관과의 차이점과 특수성을 소장 기록의 유형을 통해 살펴 보았다. 아울러 아카이브 관리를 위한 박물관으로서의 이점을 설명하며 기록물관리기관이 문화기관으로 나아가기 위한 시스템을 제안한다. 한편 최근 맞이한 조직의 위기상황과 위기대응을 위한 기록관리의 현실적인 문제점과 기록관리에 미친 영향 소개하며 앞으로의 기록관리의 비젼과 계획을 들어 본다.
Abstract
This article introduces the case of archival management of the War and Women’s Human Rights Museum. The War and Women’s Human Rights is a nongovernment organization (NGO) focusing on the welfare of the Korean women who survived the Japanese military sexual slavery and is operated by a small museum. On the surface, the institution is registered and operated as a museum; however, as the parent institution’s actual work and collection records were transferred and managed, archival management functions account for a large portion of the museum’s work. In this study, the museum archivist and the collection archives’ characteristics and roles were introduced. As the differences and specialization between general museums and records management institutions are seen through the collection types, the advantages of a museum for archive management were discussed, and a system for records management institutions to move toward cultural institutions was proposed. Furthermore, the record management problems and their impacts on record management in response to the organization’s recent crisis, and its future vision and plans were introduced.
