초록
이제 중앙행정기관 뿐 아니라 기초자치단체에도 기록물관리 전문요원들이 다수 채용되어 체계적인 기록관리의 형태를 갖추어 가고 있다. 이 연구에서는 기초자치단체 기록관을 대상으로 한 기록관리현황을 알아보고자 하였다. 이를 위해 기록물관리 전문요원의 채용이 많이 이루어졌던 서울․경기․인천 등 수도권에 소재한 기초자치단체 기록관 중 11곳에서 2009년 9~10월 사이에 기록물관리 전문요원들과 심층면담을 시행하였다. 이를 통해 기초자치단체 기록관의 제도적 측면, 운영 관련 및 기록정보 서비스 관련 분야의 현황과 문제점을 분석해보고, 이들 각각의 분야에 대해 개선 방안을 찾아보고 제시하였다.
Abstract
Currently, not only central governmental agencies, but also local government started to hire records management professionals, and the records management became more systematic. This study tried to understand the current situation of local government's records management. Among the local governments' records management offices of in metropolitan area, i.e. Seoul, Gyonggi and Incheon where they hired records management professionals, 11 professionals were interviewed between September and October 2009. Based on the interview, the current situation and problems of the local government records management offices were identified in the areas of system related, administration related, and information service related. Suggestions for the improvement were proposed on those areas.
초록
본 연구는 현재 국제표준화기구(ISO)의 TC46/SC11에서 제정을 준비하고 있는 기록경영시스템(MSR) 표준의 개념과 주요 내용을 소개하고 그에 대한 우리나라 기록관리 분야에 대한 시사점과 개선 과제를 제안하였다. MSR은 ISO 9001과 같은 경영시스템 형식으로 제정되며, 실무지침의 내용은 ISO 15489를 크게 벗어나지 않으면서 기록관리가 조직의 경영과 정책, 시스템 구축 전략과 결합되도록 해 준다. 중앙 행정기관 중심으로 진행되는 현행 우리나라 기록관리 제도의 한계점과 최근 제기된 기록전문직의 전문성 논란에 대해 MSR은 적절한 대안을 제시해 줄 수 있다.
Abstract
In this study, the concepts and main ideas of the ‘Management System for Records(MSR)' standards which is being prepared by ISO(TC46/SC11) are explained. And the implications and prospects of MSR standards are suggested for the development of records management practice in Korea. The MSR has the same frame with the ISO 9001(QA system) and its main procedures are consistent with ISO 15489. Its methodology of record management can help organizations to integrate their records management with their own management and system development strategies. The MSR can provide good solutions to improve the national archiving policy and to solve the current argument about the professionalism of record managers.
