The purpose of this study is to explore a budget-securing strategy to enable archival professionals in public institutions to continuously secure the budget for records management projects. This study is an analysis of the results of in-depth interviews with 14 archival professionals who have worked for public institutions and secured budgets for records management projects. As a result of the analysis, 4 upper categories and 10 categories are extracted as factors influencing budget securement. The top four categories are the job environment of archival professionals, umbrella organization and organizational culture, business and budget characteristics, and system and social environment. As the budget-securing strategy for archival professionals, a total of 3 categories and 13 strategic codes are derived. The three categories are utilizing individual-centered competencies, establishing organization-centered relationships, and finding external environment–centered triggers. This study emphasized the perspective of archival professionals and suggested implications such as the role of archival professionals and the direction of improvement in securing budgets.
최근 국가와 지방자치단체에서는 RFID 서비스 이용 비율이 높아지고 있으며, 이에 따라 기록관리기관에서도 RFID 시스템 도입을 검토하는 기관이 증가하고 있다. 하지만 현재 기록관리기관에서 사용 중인 RFID 시스템은 표준기록관리시스템의 서고관리를 위한 일부 기능만 구현되고 있어 RFID 시스템 기능 개선을 통한 보다 효율적인 비전자기록물 관리가 요구되고 있는 상황이다. 이에 본 연구에서는 기록관리기관의 비전자기록물 관리를 위해 도입 중인 RFID 시스템의 활용 현황 분석을 통한 기능 개선 방안을 제시하고자 하였다. 연구는 기록관리기관의 비전자기록물 관리 현황 분석을 위해 2007년 최초로 RFID가 도입된 국가기록원과 2016년 RFID가 도입된 지방자치단체 기록관리기관 사례를 조사하였고, 이를 통해 기록관리기관의 RFID 시스템 기능 개선 방안을 제시하였다.
Recently, a number of record centers have reviewed the introduction of an RFID system for repository management. However, the RFID system currently in use by records management institutions is implemented with only a few functions for repository management. As such, a more efficient nonelectronic records management is required by improving the functions of the current RFID system. In this paper, the researchers proposed a method to improve its functions through an analysis of the RFID system being introduced for the management of nonelectronic records. To analyze the status of nonelectronic records management of records management institutions, the researchers investigated cases of the National Archives of Korea where RFID was introduced in 2007 and the records management institutions of local governments where RFID was introduced in 2016.
