초록
2006년 법령이 개정된 후 공공기관에 전자기록관리시스템이 도입되어 대부분의 기관이 기록관에 디지털 저장소를 구축했다. 이 시스템은 도입과 유지에 많은 비용과 인력이 소요되고, 저장소의 확장성이 떨어지며, 상호운용성의 확보가 어려운 단점이 있다. 이에 본 연구에서는 클라우드 컴퓨팅 기술을 전자기록관리시스템에 도입하여 기존 시스템이 지닌 문제를 개선해 더 나은 시스템을 구축할 모델을 제시하였다. 특히 클라우드 컴퓨팅의 장점인 저비용·고효율, 빠른 확장성, 다양한 시스템을 하나로 포용할 수 있는 상호운용성이 공공기관의 전자기록관리시스템 운용에 적용될 때 얻게 될 기대효과를 제시해 향후 클라우드 기술의 도입의 당위성을 제기한다.
Abstract
After making amendments to archive-related legislations in 2006, the Electronic Records Management Systems (ERMS) were introduced into public institutions. With this, most institutions constructed digital repositories in their records center. In this system, there are several weaknesses that wasted costs and manpower for its introduction and maintenance. The extensibility of a repository is debased, and securing the interoperability is difficult. The study proposed a cloud computing-based model to solve such problems that the previous system had. In particular, this study expected effects through the proposed model. The expected effects are low-cost, highly efficient, extensible, and interoperable in embracing various systems. Thus, the appropriateness of introducing cloud computing into ERMS was analyzed in this study.

기록물 관리를 둘러싼 정보환경의 변화와 함께, 전자기록관리시스템은 다양한 형식의 기록물 관리를 위한 적절한 해결방안이다. 이러한 관점에서 본 연구에서는 전자기록물의 생산, 관리, 보존 및 이용업무를 수행하는데 있어서 요구되는 전자기록관리시스템의 주요기능과 요구사항을 기반으로 효과적인 전자기록관리시스템에 대한 분석 및 설계를 위한 제안을 하고 있다. 특히, 본 연구에서는 전자기록관리시스템 구축에 있어서 요구되는 기본적인 요구사항을 포함하여 유관시스템과의 호환성, 보안이슈 및 기록물의 안전한 보존을 위한 백업방안에 대하여 중점적으로 다루고 있다. 또한, 자료관리의 관점에서 유사한 성격을 지니고 있는 전자도서관과는 달리 전자기록관리시스템은 유관시스템과 밀접한 연관성을 가지고 있다. 이러한 특성들을 고려하면서 본 연구에서는 ISO 15489에서 제시하는 전자기록물의 네 가지 특징을 만족하면서 변화하는 환경에 적용하기 위한 전자기록관리시스템의 기능적 요구사항 및 시스템 구조를 제안하였다.
Abstract
With changes of information environment on records managements, ERMS can be a suitable solution for managing multi-typed records. In this point, this study performed analysis and design of ERMS based on key functions and requirements to perform creation, preservation, management and use of electronic records. Especially, this study focused on interoperability with the related systems, security issues and back-up methods for secured preservation and management including fundamental requirements. Also, ERMS has a close relation with related systems such as intranet system, electronic document settlement system, and so on. compared to digital library managing information resources. Considering those features mentioned above, this study proposes functional requirements and a system architecture of ERMS which is satisfied with four characteristics of electronic records mentioned on ISO 15489 and environmental requirements.

본 연구는 헌법기관으로 지정된 선거관리위원회의 특수한 가치에 주목하여 선거관리위원회에서 생산되는 기록물의 특성을 연구하였고, 기록관리 현황을 분석을 통해 문제점을 도출하였다. 나아가 이를 바탕으로 선거관리위원회의 기록관리 개선방안을 제안하고자 했다. 이를 위해 먼저 선거관리위원회의 단위업무를 분석하여 생산기록물을 조사하고 그 특성을 파악하였다. 선거 상황별 기록관리 현황 분석하여 문제점을 도출했으며 처리과 직원과 기록관리 담당자 면담을 통하여 실무와 법제간의 차이를 분석하였다. 개선방안은 제도와 시설, 인력과 활용 및 서비스 측면으로 나누어 제시하였고, 이를 통해 선거관리위원회에서 생산되는 기록물의 고유한 특성을 규명하고 효과적인 기록관리 방안에 대하여 제언하였다.
Abstract
This study examined the characteristics of the records produced by the National Election Commission, which is designated as a constitutional institution in Korea, and derived problems by analyzing the status of its records management. This paper suggests improvement plans based on the findings. First, it investigated records and their features since the National Election Commission has been in service. The differences between works in the field and legislation were analyzed through literature surveys and staff interviews. The improvement plans were presented in terms of systems, facilities, human resources, and services. In particular, this study suggests focusing on the production of a large amount of the same records of the National Election Commission.
