초록
본 연구는 국⋅공립대학교 기록관리 담당자의 직무를 명확히 밝히고 IPA 기법을 활용하여 직종별, 경력별로 업무에 대해 인지하는 차이와 특성을 밝혀 업무의 역량강화를 위한 기초자료를 제시하는 것이 목적이다. 이를 위해 국⋅공립대학교 기록관리 담당자의 업무를 분석하고 설문조사를 실시하였으며, 통계분석과 IPA Matrix 분석을 실시하였다. 분석의 결과를 토대로 도출한 문제점에 대한 개선방안으로 국⋅공립대학교 기록연구사의 배치 의무화, 업무 수행을 위한 예산 확보, 다양한 경로를 통한 대학역사기록물 수집, 기록관리 기관 평가 보완 및 수정, 경력별에 따른 직무 역량 조절 등을 제안하였다.
Abstract
This study aims to present basic data for enhancing the capability of the work by clarifying the duties of the national and public university record management personnel and using IPA (Importance-Performance Analysis) techniques to identify differences and characteristics of the work by job and experience. To this end, the records management personnel of national and public universities were analyzed and surveyed, and the statistical analysis and IPA Matrix were conducted. As measures to solve problems derived from the results of the analysis, mandatory placement of national and public university record researchers, securing budget for performing their work, collection of university history records through various channels, supplementation and revision of records management institutions, and adjustment of job competency based on experience were proposed.

지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

많은 연구에서 행정정보 데이터세트의 중요성을 언급해왔으나 지금까지 실질적인 관리는 전무했다. 이런 상황에서 2020년 국가기록원은 행정정보 데이터세트 관리를 중점 추진사업으로 선정하며 본격적인 관리 작업에 착수하였다. 국가기록원의 노력에도 불구하고 업무를 수행하여야 할 기록관은 새로운 사업에 대한 우려를 보였다. 이에 이 연구에서는 공공기관에서 이미 실시하고 있는 공공데이터 사업과의 비교를 통해 행정정보 데이터세트 관리의 문제점을 확인하고, 개선방안을 찾고자 하였다. 법률, 고시, 지침, 소관 부처에서 발행한 간행물의 내용을 중심으로 대상을 분석, 비교하였다. 분석 결과를 토대로 단위기능 책정시 정부기능분류 참조, 행정정보 데이터세트 관리기준표 재구성, 유관 시스템과의 데이터 연계를 행정정보 데이터세트 관리의 개선방안으로 제안하였다.
Abstract
Although numerous studies have noted the importance of data sets in government information systems, the practical management of data sets has yet to be developed. Under these circumstances, the National Archives of Korea designated data set management as a major project in 2020, initiating full-scale management work. Despite these efforts, the records center, which will conduct management, expressed great concern for the new project. As such, this study identifies problems in managing data sets and searches for possible improvements through a comparison with existing public data projects by public institutions. In particular, the following materials were analyzed: laws, notices, guidelines, and publications issued by the ministries. Based on the results, several measures were proposed as part of an improvement plan for data set management: (1) the utilization of government functional classification as a reference, (2) the reorganization of the table, and (3) data linkage with related systems.

기업의 기록관리를 통한 가치창출과 편익제고는 공공기관의 기록관리와 견주어도 부족함이 없는데 우리나라의 기업기록관리에 대해서는 아직까지 가이드라인도 제정되어 있지 않다. 글로벌 기업들은 업무과정의 산출물인 기록을 정보자산으로 축적하고 이용하여 업무의 시행착오를 줄이며 경쟁력을 강화해 나가고 있다. 우리나라 기업들도 기록관리에 대한 필요성은 공감하면서도 현용기록관리보다는 사사편찬이나 사료관리 등 비현용기록관리가 대부분인 실정이다. 따라서 이 연구에서는 우리나라에서 성공적으로 기록관리를 하고 있는 K사의 사례연구를 통하여 기업의 현용기록 축적과 이용을 통한 가치와 편익을 찾아보고, 기업기록관리를 활성화할 수 있는 방안을 제안하고자 했다. 이와 함께 4차 산업혁명시대의 중요한 자원인 데이터를 축적하고 이용하는 빅데이터 플랫폼으로서의 기업기록관리를 조명하며 기업기록관리의 활성화 방안을 제시하였다.
Abstract
The creation of value and the enhancement of benefits through records management by enterprises are comparable to those by public institutions. However, Korea has yet to establish guidelines on corporate records management. Global companies are strengthening their competitiveness by reducing trial and error in their work through the accumulation and use of records as information assets, which serve as the output of their work processes. While Korean companies agree on the necessity of corporate records management, most of them are concerned with archival (noncurrent records) management, such as historical compilation and historical data management, rather than records (current record) management. Therefore, through a case study of a K-company with effective records management, this study identifies methods to promote the accumulation, use, and management of corporate records in line with the search of value and benefits. Moreover, the company emphasizes the management of corporate records as a big data platform that accumulates and uses data, which is an important resource in the era of the Fourth Industrial Revolution, and proposes measures for their revitalization.

문서 유형의 전자기록물 장기보존을 위해 국가기록원에서는 PDF/A-1을 보존포맷으로 선정하였고 문서보존포맷으로 명명하여 공공표준으로 제정하였다. 문서 중심의 하나의 보존포맷인 PDF/A-1를 선택할 수 밖에 없기 때문에, IT 발전과 업무 변화에 따라 실제 업무에 적용할 수 있거나 적용해야만 하는 다양한 전자파일 포맷들을 활용하는데 제약을 주고 있으며, 문서 이외에 다른 유형의 전자기록물(행정정보데이터세트, 시청각기록물, 웹기록물 등)에는 적용되기 어렵다. 그러므로 전자기록물의 보존포맷을 다양화할 수 있는 방안이 필요하다. 본 논문에서는, 우선 전자기록물의 보존포맷을 다양화할 수 있는 보존포맷 선정체계를 제시한다. 또한, 보존포맷을 선정할 때, 모든 전자기록물에 공통으로 적용되는 기준인 공통기준 및 평가방식, 그리고 전자기록물 유형별로 적용되는 고유기준을 도출하기 위한 방법론을 제안하고자 한다.
Abstract
For the long-term preservation of document-type electronic records, the National Archives of Korea has chosen PDF/A-1 as the preservation format named as the document file format, and established it as a public standard. The only option of selecting PDF/A-1 restricts the use of various electronic file formats that can or must be applied to actual works as IT advances and tasks change. Moreover, it is difficult to apply PDF/A-1 to other types of electronic records (administrative information datasets, audiovisual records, web records, etc.). Therefore, it is necessary to diversify the preservation formats of electronic records. We suggest a framework for selecting various preservation formats. Furthermore, we propose common criteria and evaluation methods frequently applied to all electronic records when selecting a preservation format, and introduce a methodology for deriving intrinsic criteria applied to each type of electronic records.
