초록
본 연구는 표준 RMS를 대상으로 보존 기능 구현 여부와 그 방식을 확인해보고 이후 보존 기능 개선을 위한 고려해야 할 시사점을 도출하였다. 법률과 공공표준 분석을 통해 기록관에서 이루어지는 공공 전자기록 보존 활동을 추출하고, 이를 바탕으로 표준 RMS가 구현하였다 밝힌 보존 기능과의 예비 평가를 실시하였다. 그 결과 표준 RMS는 기록관에서 이루어지는 전자기록 보존 기능의 대부분을 포맷변환에 할당하고 있음이 드러나 이 연구에서도 포맷변환 기능으로 한정하여 평가하는 것으로 축소하였다. 조정된 범위에 맞게 평가에 이용할 체크리스트를 작성한 후, 이를 활용하여 표준 RMS의 보존 기능을 사용한 경험이 있는 기관의 기록물관리 전문요원을 대상으로 면담을 진행하였다. 그 결과, 표준 RMS는 기능 구현의 측면에서는 일정 정도 긍정적으로 평가될 수 있으나 기능의 이용편의성 등과 같은 구현 방식은 기록물 전문요원의 업무를 효율적으로 지원하기 힘든 것으로 드러났다. 이에 이후 표준 RMS의 보존 기능 개선상 고려해야 할 사항을 제안하였다.
Abstract
This study evaluated the implementation of preservation functions and the degree of implementation in standard records management systems (SRMS) for public agencies. For evaluation, it identified digital preservation activities by analyzing legislation and standards for public records management, especially functional requirements for records management system. Compared to these, it pre-evaluated the functions that SRMS claims to be implemented. It was found that preservation functions implemented in SRMS mainly focuses on migration to standard format. A checklist was made based on the adjusted scope by reflecting the result of pre-evaluation and was distributed to record managers who work for public agencies. This study found that the preservation functions were relatively compliant with the functional requirement for records management system for public agencies, but the way of implementation hardly support records managers of public agencies. The preservation functions of SRMS must be improved or be reconsidered based on the results and further studies.

본 연구는 기록관리 전문가를 교육 및 양성하는 주요 학문영역의 하나로서 문헌정보학의 교육과 연구의 현황을 분석하고 방향을 제시하고자 하였다. 이를 위하여 전국 35개 4년제 대학 문헌정보학과 교과과정과 기록관리학 분야 교과목의 변화를 검토하고 국내 문헌정보학과 기록관리학의 7개 학술지에 실린 문헌정보학 교수의 기록관리학 학술논문들을 대상으로 출판 동향을 조사․분석하였다. 문헌정보학의 한 영역으로서 기록관리학의 연구동향은 새로운 학문분야, 교과목 개설의 증가, 학회의 창설과 학회지의 창간, 관련 법률의 제정과 개정, 학문의 학제적 성격 등에 영향을 받는 것으로 파악되었다. 이를 기반으로 새로운 기록관리학 교과목의 개설과 융합적 연구, 그리고 타 학문 영역의 기록관리학 교육과 연구에 대한 조사 등이 필요함을 제언하였다.
Abstract
This study is aimed at the status analysis and formulation of directions for the library and information science as part of major study area for the education and training of archivist. For this purpose, this study analyzed curricular of library and information science department of 35 four year universities all over Korea and the changes in the curricular of records management area and reviewed and analyzed the library and information science professors’s articles of records management area which were published in 7 journals for the purpose of their publication trend. It was found out that the study trend of the record management area, as part of library and information science, was influenced by the new study fields, the increase in subject opening, founding of academic societies and publication of new journal, enactment and amendment of disciplinary character of studies, etc. Based on this, the necessity for opening of new records management courses, interdisciplinary research, investigation of records management education and researches of other study fields were proposed.

우리나라는 1999년에 공공기관의 기록물관리에 관한 법률을 제정하여 기록의 생산과 등록을 의무화 하였다. 이후 2006년 법령의 개정을 통하여 「공공기관의 기록물관리에 관한 법률」이 「공공기록물 관리에 관한 법률」로 전부 개정되어 기능 및 역할에 대한 내용 또한 많은 것이 바뀌었다. 이 법에 따르면 지방기록물관리기관 의무 설치대상 기관은 17개의 광역자치단체이지만 2018년 현재 서울특별시와 경상남도를 제외하고는 지방기록물관리기관의 설립을 추진하고 있는 곳은 없다. 이에 대구광역시를 대상으로 이관 의무기관 14곳의 보존기간 30년 이상 기록물과 기록관의 기록관리 현황을 분석함으로써 대구광역시 지방기록물관리기관의 설립 방안을 제안하고자 한다.
Abstract
In the 1990s, the Korean government enacted the Act on the Management of Records in Public Institutions to produce and register records. Since then, through the revision of the act in 2006, it was wholly amended into the “Public Records Management Act,” which presented significant changes with regard to the functions and roles from the former act. According to the new act, there are 17 metropolitan governments subject to the legal obligation of a local archive installation, but most of them are not planning for the establishment of local archives except Seoul and Gyeongsangnam-do in 2018. Therefore, this study surveyed 12 among the 14 record centers, which are the institutes that Daegu local archive will have managed, The current status of records management was analyzed, and records more than 30 years in the institutes were investigated.

이 글은 동작구 공공도서관에서 운영했던 기록사업을 바탕으로 공동체 아카이브의 지속 가능성에 대한 방법을 모색하고자 쓰여졌다. 동작구는 2013년 9월 지역 내 대표 구립도서관이 설립된 이후 지역의 공공기관을 중심으로 지역의 기록을 수집한다는 목적으로 현재까지 지역 아카이브 사업을 운영하고 있다. 지역의 기록을 공공도서관에서 수집하여 활용한다는 것은 어찌보면 국가나 시⋅도 차원의 시스템이 부재하다는 것과 비슷한 맥락일 수도 있다. 이에 동작구 공공도서관에서 지역 아카이브 사업을 하는 과정 속에서 겪었던 고민과 경험을 공유하여 지속가능성에 대한 방향을 제시하고자 한다.
Abstract
This article delves into community archives based on the archival project of Dongjak-gu Public Library on the search toward sustainability. Dongjak-gu has conducted a local archiving project that involves collecting local records, focusing on the role of local public institutions as representative districts in the local region after the library was established in September 2013. Thus far, we are managing the project and records that are piled at the public library, and as the placement for archiving local records conducted in a local public library does not match its role, the national/city/province system for archiving local records faces a challenge for long-term sustainability. Therefore, we would like to present an idea for sustainability by discussing our concerns and experiences in this paper.

개정된 공공기록물관리에관한법률에 따라 공공기관의 기록관리 실태를 기존의 단순한 ‘지도점검’이 아닌 ‘평가’의 개념하에서 수행할 수 있게 되었다. 이 논문에서는 새롭게 적용될 국가차원의 기록관리 평가에 앞서, 현행 ‘지도점검’제도를 면밀히 분석하여 현상을 진단하고 제도 도입을 위해 해외의 선진사례를 참고하였으며, 분석된 결과를 토대로 기록관리법과 기록관리 표준의 요건을 이행하고 확산하기 위한 평가제도를 제안하였다.
Abstract
According to the Public Records Act, the actual conditions of Government Agencies will be assessed by the concept of ‘Assessment' not by ‘Instruction and Checking'. In this Study, before adopting a new National Assessment of complying with Records Management, on the basis of the analysis of current ‘Instruction and Checking' and other Countries’ system which will be able to the model of our new system, we suggest that a Assessment system which will play a role to fulfill and spread the Public Records Act and Records management Standard in this nation's public sector.

영상기록물은 최근 많은 이용자들이 선호하는 매체이며, 방송영상이 중요해짐에 따라 이용 요구도 많아지고 있다. 그러나 현재 국내 대다수의 방송사 아카이브 기관들은 내부 직원을 위한 아카이브 서비스를 제공하고 있을 뿐, 일반 대중들을 위한 적극적인 기록정보서비스를 제공하고 있지 않다. 이 연구에서는 특히 해외 공영방송사 아카이브 사이트에서 일반 대중을 대상으로 제공하는 온라인 기록정보서비스를 살펴보고 국내 방송사 서비스의 개선방안을 제시해보고자 하였다. 이를 위해 온라인 접근성, 검색 및 온라인 열람 그리고 아웃리치(확장) 서비스라는 3가지 서비스영역의 기준을 설정하고, 이에 의거하여, 각 영역별로 해외 공영 방송사의 서비스를 살펴보고 분석하였으며, 국내 공영 방송사 현황을 살펴보았다. 이를 바탕으로 국내 공영방송사에 대한 일반 대중들을 대상으로 한 온라인 검색 및 자료의 제공, 다양한 아웃리치 서비스의 개발, 이용층의 확장 등, 기록정보서비스 개선 방안을 제시하였다.
Abstract
In recent years, many users preferred video records, and as the broadcasting video data becomes necessary, the demand for video records’ use has increased. However, most broadcasters’ archive agencies currently provide archive services only for internal employees, and for the general public. In this study, the web-based online information services provided to the general public in the archive sites of domestic and foreign public broadcasting companies were examined and analyzed. The evaluation criteria for the web-based records information services were identified in three service areas: online accessibility, search and online browsing, and outreach or expansion services. The overseas public broadcasters’ web-based services and the public broadcasting companies’ current status were examined for each area. Based on the examination, direction improvements, such as providing online search and records, developing various outreach services, and expanding user levels were proposed for the information services on broadcasting video data in public broadcasting companies for the general public.

오늘날 대부분의 국가는 기록물관리의 중요성을 인식하고 기록물관리자를 양성하기 위한 교육과정을 대학과 전문기록물관리기관을 중심으로 운영하고 있다. 그간 우리나라는 대학원과 국가기록원 등에서 기록관리자 양성을 위한 교육훈련이 진행되어 왔는데, 국가기록원의 기록관리교육은 공공기관의 기록관리의 품질에 대해 직접적인 영향을 끼치는 것은 물론 기록관리 전반에 영향을 끼친다. 본고에서는 기록관리종사자의 지속적인 전문 수행능력 배양을 위해 중앙기록물관리기관으로 공공기록물관리를 담당하고 있는 국가기록원의 기록관리 교육의 제반 현황을 소개하고, 운영상의 주요 쟁점 및 이에 대한 대안을 제시하였다.
Abstract
In most countries, the national archives and universities operate educational programs and training courses for present and future records managers and archivists. In Korea, records management and archival training has been provided by the National Archives of Korea(NAK) and multiple graduate programs in archival studies. Records management and archival training programs in the NAK affect directly on the quality of the records and archives management in the public agencies and further on the records and archives management in general. In this paper, I presented a general overview of the records management and archival training programs in the NAK which focus on continuing professional education for the records managers in the public agencies. While presenting some key issues in the training programs, I also suggested some solutions and alternatives for the improvement and expansion of the training programs of the NAK. I suggested an expansion and diversification of the scope and contents of the training programs which would include training of records creators in the public sector and records managers and archivists in the private sector.

1999년 ｢공공기관의 기록물 관리에 관한 법률｣의 제정 이후 국내 공공기관 등의 공적인 영역에서 기록관리 체계가 확립되었다. 그러나 공공기관의 업무과정에서 생산된 공공기록물의 관리에 초점이 맞춰지다보니 비전자기록관리시스템으로 관리되는 대학기록관의 역사자료 관리에는 어려움이 존재할 수밖에 없다. 이러한 어려움을 극복하기 위해 본 연구에서는 대학혁신지원사업을 활용하여 비전자기록관리시스템의 기능개선 과정을 시도한 부산대학교 기록관의 사례를 살펴보았다. 구체적으로 비전자기록관리시스템의 부서관리 기능을 개선하고 자원의 특성을 반영한 목록을 작성한 뒤 서가편성을 수행한 일련의 과정을 살펴보았다. 부산대학교 기록관의 비전자기록관리시스템 기능 개선사례 결과가 향후 유사한 어려움에 직면한 관련 기관에게 긍정적인 방향제시를 할 수 있기를 기대한다.
Abstract
With the enactment of the “Public Records Management Act” in 1999 and its revision in 2020, a records management system was established in the domestic public institutions. However, as the focus is on the management of public records, there are difficulties in managing the historical records of the university archives controlled by the nonelectronic records management system. To overcome these difficulties, this study looked at the case of Pusan National University Archives, which attempted to improve the function of the nonelectronic records management system using the “University Innovation Support Project.” In particular, it is a case in which the function of the nonelectronic records management system was improved, catalogs reflecting the characteristics of resources were produced, and then the shelves were organized. It is hoped that the improvement of the nonelectronic records management system in Busan National University Archives will provide a positive direction for related organizations facing similar difficulties in the future.

기능별 분류체계나 출처 중심의 탐색은 이용자들에게 쉽지 않으며 키워드검색도 이용자가 입력한 검색어와 기록물명의 단순 매칭 결과만 제시하여, 이용자의 기대에 부응하지 못하고 있다. 대통령기록관에서는 주제 분류체계를 개발하여 기록검색의 효율성을 높이고자 하였으며, 이와 연계하여 이용자들의 검색 과정을 돕고 기록관리 업무에도 용어통제 등 도움을 줄 주제 시소러스를 개발하고자 하였다. 본 연구에서는 대통령기록물 건명을 형태소 분석하고, 관련 시소러스와 이용자가 웹사이트에 입력한 검색 용어 및 정보공개 청구용어 등의 현황을 면밀히 분석한 후, 주제 분류체계와의 매핑을 통해 주제시소러스를 개발한 과정을 제시한다. 또한 주제 시소러스의 업무 및 온라인 서비스에의 활용 방안을 제시하며, 앞으로의 발전방향을 제시한다.
Abstract
To search based on the functional classification or provenance is not easy for users, and the key word-based information retrieval presents only simple words matching with the title of the records. The Presidential Archive of Korea developed a subject classification scheme to improve the convenience of searching for various records and came up with a subject thesaurus based on the scheme that utilizes the terms appearing on the title of the records and the terms used by the users who searched the portal or requested information disclosure. This research presents the development process of subject thesaurus. It also presents the utilization methods for records management work and services.

이 연구는 현재 우리나라 정부기관에서 시행되고 있는 단위과제 기반 기록물 평가의 문제점을 조사․분석하고 개선방안을 제시하기 위한 것이다. 이를 위해 중앙행정기관의 기록관리전문가 6명을 대상으로 집단 면담 및 개별 면담을 실시하고, 해당 기관 홈페이지에 고시된 기록관리기준표 조사를 병행함으로써 단위과제 기반의 평가방식이 기록의 보존기간 책정에 어떻게 적용되고 어떤 문제가 있으며, 문제 유형별 원인은 무엇인지를 분석하였다. 또한 문제 유형별 개선방안과 함께 단위과제 기반 평가의 제약을 극복하기 위한 새로운 다중 평가모형을 제안하였다.
Abstract
The purpose of this study is to survey the problems of the record appraisal system based on value of “Business Transaction (Danwi-gwaje)" and suggest a way to solve the problems in Korean government agencies. This study begins with analyzing the many negative cases of creating wrong “Business Transaction" profiles and making discordances between value of records and value of transaction, through data mainly from focused group interviews of six record professionals in central government agencies. It concludes with suggesting a new records appraisal model that assigns the retention periods to multiple entities to solve the problems of the current record appraisal system.
