초록
1968년과 1975년의 보존문서정리작업은 국가 비상시 신속한 정부 이동을 위한 행정계획의 일환으로 시행되었으며, 영구보존문서를 재분류하고 최소로 감축하여 후방으로 이동하는 것을 주요 내용으로 하고 있었다. 보존문서정리작업은 1964년에 수립된 국가기록관리체계를 부정하고 정부소산에 편리하도록 기록물 감축을 추진하였다는 특징이 있었다. 그리고 한국정부는 여기에서 그치지 아니하고 영구보존문서의 생성을 구조적으로 감축하는 방향으로 1979년에 국가기록관리체제를 개편하였다.
Abstract
The Retained documents disposal project, promoted in 1968 and 1975, was executed as part of administrative plans for prompt movement of the government in case of national emergency. It was main contents that archival documents were re-appraised and reduced the least, and then moved rearward. The Retained documents disposal project denied The Records Management System of Korean Government that had been founded in 1964, promoted reduction of documents physically for convenience to dispersion of the government. Korean Government had completed these projects and then reorganized records management system to reduce creation of archival documents systematically in 1979.
초록
지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.
