최근 다양한 정보를 하나의 통합된 기관에서 제공받고자 하는 이용자들의 요구가 커짐에 따라 기록관, 도서관, 박물관의 기능과 서비스를 통합적으로 갖춘 ‘라키비움’이 만들어지고 있다. 따라서 통합된 형태로 제공되는 웹 정보서비스가 라키비움 웹사이트를 통해 제공되고 있다. 이 연구에서는 라키비움 웹사이트에서 어떤 정보서비스를 진행하고 있는지 자세히 분석해보고자 하였으며 이를 위해 일반 기록관, 도서관, 박물관의 웹사이트에서 제공하는 정보서비스와는 차별화된 라키비움의 특성을 반영한 웹 정보서비스 평가지표 개발의 중요성을 인식하고, 직접 평가지표를 개발하여 3개 기관을 대상으로 평가를 수행하였다. 평가를 통해 현재 운영되고 있는 라키비움의 웹사이트에서 기본적인 업무 소개 및 인터페이스의 내비게이션 등은 잘 제공되고 있으나, 정보 검색 영역의 검색 결과 활용 등이 미흡하였다. 이러한 부분에 대해서는 보완점을 제시하고, 추가적으로 운영되면 효과적일 방안에 대해서 제안하였다. 이 연구는 새로 설립될 라키비움의 웹 서비스 구성 및 제공에 실질적인 도움을 주는 것을 목적으로 하였으며, 앞으로 이 연구 평가지표가 적용되고, 보완되어 잘 활용되길 바란다.
Abstract
Recently, as user demand to receive various information through one integrated institution has increased, “Larchiveum,” which integrates the functions and services of archives, libraries, and museums, has been established. Thus, web information services are provided in an integrated manner through the Larchiveum website. This study attempted to analyze the information services on the Larchiveum website in detail. To this end, the researchers developed a web information service evaluation index reflecting the characteristics of Larchiveum that are differentiated from information services offered by websites of general archives, libraries, and museums. Recognizing the importance of evaluation indicators, the researchers developed evaluation indicators, and an evaluation of the three institutions’ websites was conducted. The assessment showed that the currently operating Larchiveum website provides ample basic business introduction and interface navigation, but the use of search results in the information search area was insufficient. Complementary points were presented in these areas, and measures that would be effective if additionally operated were also suggested. This research sought to provide practical assistance in configuring and providing web services for the newly established Larchiveum in hopes that the evaluation indicators used in this study will be applied, supplemented, and utilized well in the future.
초록
본고는 2020년 1월 개관을 앞두고 있는 LX 한국국토정보공사 라키비움의 설립 과정을 소개함을 목적으로 한다. 한국국토정보공사가 LX 라키비움 설립을 위하여 거쳐왔던 과정과 논의를 기술하였다. 정부산하 공공기관에서 드물게 시도되고 있는 기록관 중심의 라키비움 구축이라는 목적을 달성하기 위해 겪은 경험을 공유하여 향후 더 많은 기록관들이 새롭고 다양한 시도를 할 수 있는 사례로 활용하고자 한다.
Abstract
This article aims to introduce and describe the process that Korea National Land Corporation has undergone to establish LX larchiveum in Korea, which is expected to open in January 2020. The process and discussion that Korea National Land Corporation has been through to establish LX larchiveum are described. The case would be helpful and encourage more archivists to make new and diverse attempts of building archives that are rarely explored by government or public institutions.

국가적 책무를 부여받은 국회와 그 소속 기관들이 맡은 바 기능과 역할을 수행하는 과정에서 생산, 접수, 관리하는 지식정보자원들은 우리의 역사이자 민주주의의 증거로서 큰 가치를 지니며, 이에 대한 관리 및 보존활동은 국가적 과업이다. 그러나 국회 지식정보자원을 책임지고 있는 국회도서관, 국회기록보존소, 헌정기념관 등의 모습은 그 막중한 책무에 부합하고 있지 못하다. 이러한 맥락에서, 본 연구는 국회 문화유산과 지식정보를 공히 다루는 세 기관들의 통합적 발전 전략으로서 ‘국회 라키비움’ 수립에 대한 필요충분조건을 분석하고 그 전망을 모색하는 데 목적을 둔다. 이를 위해 협력정책의 필요성, 절차, 성공요인에 대한 다양한 문헌을 살피고, 협력 사례들을 그 수준과 지리적 범주를 기준으로 유형화 한다. 이를 바탕으로 국회 기억기관의 연혁과 협력의 장애요인을 논의하고, 통합을 위한 대안을 모색한다. 결론에 갈음하여, 국회 기억기관 간의 비전 공유와 신뢰구축 활동으로부터 국회 라키비움의 내용적 완성에 이르는 단계적 전략을 제시한다.
Abstract
The National Assembly and its institutions have heavy duties to the nation. Knowledge and information resources which they produce, manage and preserve are part of history and evidence of democracy. Therefore, activities for systematic management and long-term preservation of the resources are important tasks at a national level. However, organizational status of the institutions, which are in charge of management and preservation of the resource, are not in accord with their responsibilities. In this context, this study aims at analyzing necessary and sufficient conditions for establishing the National Assembly Larchiveum and at exploring possible strategies. The study conducts literature reviews concerning necessities, procedures, and success factors of collaboration. Futhermore it analyzes various cases and divides them into several types based on collaborative levels and geographical categories. Based on these theoretical discourse the study discuss the history of the National Assembly’s memory institutions and obstacles to their collaboration. As a result, it provides alternative strategies for establishing the National Assembly Larchiveum.

본 연구에서는 소규모대학교에서 대학도서관, 대학기록관, 대학박물관의 설치 및 운영을 할 수 있도록 라키비움을 제안하였다. 연구방법으로 라키비움에 대한 문헌조사, 우리나라 대학교의 현황 조사 및 분석하고 각 기관 담당자와의 면담을 수행했다. 이러한 연구결과를 기반으로 도서관, 기록관 및 박물관을 하나의 기관으로 통합할 수 있는 방안을 제시하였다. 이를 통하여 통합기관으로써 라키비움은 소규모대학교에 있어서 효과적인 역할을 수행할 수 있다. 이를 통해, 본 연구에서는 소규모대학교에서 모든 정보의 관리, 보존 및 서비스가 이루어질 수 있도록 공간 구성을 제안하였다.
Abstract
This study proposes a method to install and operate a larchiveum for the integrated organization of a library, an archive, and a museum in a small university. To achieve these goals, this study reviewed related literatures and analyzed the circumstances and cases of various universities by conducting interviews with several institutional staffs. With the results, this study proposes a method to integrate a library, an archive, and a museum for an efficient larchiveum. This study also proposes an effective space design to provide management, conservation, and services in a small university.
