초록
현재 대부분의 기록관리기관의 기록정보서비스는 기관을 이용하는 일반 이용자와 학술 목적의 이용자들에게 민원 성격의 행정적 절차를 동일하게 적용하고 있어, 학술 목적 이용자의 연구 활동을 저해시킨다는 문제점을 야기하고 있다. 이에 이 연구에서는 기록관리기관의 주요한 이용자 집단인 학술연구자들이 주로 연구에 활용하는 정보원, 기록관리기관에 대한 연구자들의 이용행태, 기록정보서비스에 대한 경험 및 인식 등을 조사⋅분석함으로써, 기록관리기관의 효과적인 기록정보서비스 제공을 위한 방안을 제시하고자 하였다. 이를 위해 설문조사와 면담조사를 진행하여, 75명의 설문결과와 8명의 면담결과를 받고, 데이터를 분석하였다. 분석 결과는 연구자 배경정보, 활용 정보원, 기록관리기관 이용행태, 기록정보서비스 활용, 개선 요구사항 및 희망서비스로 정리하였다. 그리고 시사점을 바탕으로 기록관리기관의 바람직한 기록정보서비스 제공을 위한 방안을 제시하였다.
Abstract
Today’s information services in most archival institutions implement the same administrative procedures for general users and academic researchers, leading to issues hindering the latter’s research activities. As such, this study presents a direction for the effective provision of information services by investigating and analyzing information sources mainly used by academic researchers, who are one of the major user groups; researchers’ use behaviors in archival institutions; and experiences and perceptions on the such institutions’ information services. In particular, surveys and interviews were conducted, and 75 questionnaire responses and 8 interview results were analyzed. The results of the analysis were summarized into the researcher’s background information, information sources used, behaviors in using archival institutions’ services, information service utilization, improvement requirements, and desired services. Through the results’ implications, plans for the provision of information services by archival institutions were proposed based on the researchers’ needs and preferences.

그동안 공기업의 기록물관리는 국가기록원 직접관리기관 공기업과 특별시⋅광역시 소재 지방공기업을 중심으로 연구가 수행되었고, 기초 지방자치단체 산하에 있는 지방공사⋅공단의 기록물관리는 지금까지 사실상 사각지대에 놓여 있었다. 이에 본 연구에서는 경기지역 일반 시⋅군 단위에 소재한 시설관리공단을 대상으로 기록물관리 현황을 살펴봄으로써 향후 이를 개선 및 발전시키는데 참고할 수 있는 기초자료를 마련하고자 하였다. 경기지역에 소재한 시설관리공단 중 기록물관리 담당자가 있는 8개 기관을 대상으로 설문조사, 전화인터뷰를 진행하여 기관의 기록물관리 현황을 살펴본 결과, 시설관리공단의 기록물관리는 어려운 여건 속에 많은 개선점을 남겨두고 있는 것으로 확인되었다.
Abstract
The record management of public enterprises under basic local governments has been in a blind spot while many studies have been mainly conducted on public enterprises directly managed by the National Archive of Korea and local public enterprises located in metropolitan cities. Hence, this study aims to examine the current status of Facilities Management Corporations’ records management in local cities and counties of the Gyeonggi area, and to suggest improvement measures with some basic data as a reference. After conducting a survey and telephone interviews with eight record management officers from Facilities Management Corporations, the results of this study found that record management of them was in hard conditions with many improvements needed.
초록
우리나라 대부분의 의료기관이 전자의무기록을 도입하고 있지만, 의료기관이 폐업했을 경우의 기록물 관리 및 보존에 있어서 많은 맹점이 존재한다. 폐업 의료기관의 기록은 적법한 절차에 따라 체계적으로 관리될 필요가 있음에도 불구하고 보건소로 기록을 이관하는 폐업 의료기관의 수가 현저히 적고, 전자의무기록을 사용하는 의료기관마다 사용하는 시스템 및 서식이 상이하기 때문에 이관을 받는 보건소에서도 해당 기록을 열람조차 하지 못하는 경우가 많다. 또한, 보건소의 현실과 전자의무기록이라는 특수성에 부합한 관리기준 및 지침 또한 부재한 상황이다. 최근 폐업 의료기관의 의료기록에 대한 보건소의 보관책임 강화 법안이 통과함에 따라 본 연구에서는 관할 보건소의 효율적인 기록물 관리를 위한 방안 마련에 주목하였다. 이를 위해 관계 법령을 살펴보고 관리⋅보존이 미흡한 폐업 의료기관 전자의무기록 관리 현황을 파악하기 위한 문헌조사를 비롯한 정보공개청구 및 전화인터뷰 등의 조사를 실시하였으며, 그 문제점을 분석하여 제도적⋅기술적⋅행정적인 측면에서의 개선방안을 제안하였다.
Abstract
Although most medical institutions in Korea use electronic medical records (EMR), there are many problems in the management and preservation of records when such medical institutions are closed. Records of closed medical institutions need to be systematically managed; however, the rate of closed medical institutions transferring records to public health centers is significantly low. Given that each medical institution has a different system and format, public health centers often cannot access records. In addition, there are no management standards that suit the reality of public health centers and the specificity of EMR. Recently, a strengthened Medical Law has been passed wherein records of closed medical institutions should be kept by health centers; therefore, this study focused on drawing up measures for efficient records management by public health centers. To this end, the relevant laws and management status were identified and an interview was conducted. After analyzing the problems, improvement plans in institutional, technical, and administrative aspects were proposed.

2019년 10월 대통령 직속 4차산업혁명위원회는 투명하고 신뢰도가 높은 사회의 구축을 위해 공공문서의 원본, 수정본 및 변경 이력을 추적하고, 무결성과 진본 증명을 위해 블록체인을 활용한 공공문서 관리체계를 확립하여야 한다는 대정부 권고안을 발표하였다. 이후 기획재정부 등 정부는 공공분야의 블록체인 예산을 확대하여 공문서를 포함한 다양한 공공기록에 블록체인 기술을 적용한다는 확산전략을 수립하였다. 국가기록원은 2019년 블록체인 기록관리 플랫폼을 구축하고 2020년 현재 이를 활용한 다양한 기록관리 적용 가능성을 연구하고 있다. 이 논문은 1년간 진행된 블록체인 기록관리 연구 결과 중 일부로 블록체인의 트랜잭션 추적과 스마트 컨트랙트 기능이 기록관리에 어떻게 응용될 수 있는지를 정리한 것이다. 블록체인 기록관리의 주요 개념, 다양한 연구 및 사례를 통해 기본이해를 공유하고, 기록관리에 적용 가능한 업무기능을 발굴하여 설계하고 검증한 여러 모형을 제시하였다. 전통적 기록관리 방식을 대체하는 지능형 기술들이 공공업무의 투명성을 보다 효율적으로 보장 가능하다는 인식은 기록관리 전문가들에겐 위기이자 기회일 수 있다. 이 연구가 기록관리의 미래를 대비한 제도개선과 연구 활동에 도움이 될 수 있기를 기대한다.
Abstract
This study examines the possibility of applying various recordkeeping methods through a platform built in 2019 by the National Archives of Korea. In particular, it aims to develop a way to track and store transactions using blockchain and to design and present the method of records management automation using smart contracts. In this regard, a literature review, a system analysis of CAMS and MAM, interviews with the experts, designing, implementation, and the development of the system’s proof of concept were performed. These efforts resulted in the proposal of an archives and records management strategy utilizing blockchain, which guarantees transparency and accountability by preserving an audit trail on recordkeeping activities.

지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.
