초록
본 연구는 중앙행정기관의 정보공개제도 운영의 문제점을 파악하여 보다 효과적인 정보공개제도를 운영하기 위한 개선 방안을 제시하는 것이 목적이다. 이를 위해 문헌조사에 의한 이론적 연구와 기관별 정보공개제도 운영 현황, 설문조사에 의한 실증적 연구를 병행하여 문제점을 도출하였다. 도출한 문제점에 대한 개선방안으로는 정보공개 전담 부서 설치 및 업무 증가에 따른 인력 배치 등의 제도 개선, 통일성 있고 표준화된 사전정보공개제도 운영 지침의 필요성, 원문정보공개제도 교육 횟수의 확대 등이 있다.
Abstract
This study aims to present the reorganization plan for the effective operation of the Information Disclosure System by researching on problems with regard to the system’s actual operation. For that purpose, this study has examined issues by conducting an investigation regarding a survey by personnel in charge of the system as well as the status of the Information Disclosure System in central administrative agencies. By examining the issues presented, a number of problems were identified for which this study suggests plans for solutions. The solutions proposed in this study are as follows: a) all agencies must establish a department dedicated to information disclosure and improve their system to meet any increase in the amount of work by flexibly allocating human resources according to the workload, b) a uniform and standardized operation guide must be created, c) education programs with regard to the original Information Disclosure System should be expanded, and d) so on.
초록
본 연구의 목적은 정부3.0에 추진에 따라 기록관리와 정보공개 체계를 수립해야 하는 상황에 놓인 정부산하공공기관들이 설명책임 강화 요구에 신속히 대응하면서 동시에 업무효율성을 높이기 위해 ‘업무관리시스템’을 도입할 것을 제안하고 기능과 개발방향성을 제시하는데 있다. 최근 기록관리와 정보공개 체계를 도입하는 정부산하공공기관들 중에 전자결재 기능 위주의 전자문서시스템을 도입하고 이에 맞춰 기록물분류기준표를 개발하는 경우가 발생하고 있다. 다종다양한 업무시스템을 운영하고 있는 정부산하공공기관들이 기록관리와 정보공개에 잘 대응하기 위해서는 문서 결재 외에도 과제관리 및 통제, 의사결정 과정을 지원하는 ‘업무관리시스템’이 필요하다고 본다. 본 연구에서는 최근 자체 기록관리시스템을 개발하고 전사적 기능분류체계를 구축한 후 기관 맞춤형 ‘업무관리시스템’을 도입하고자 정보화전략계획을 수립한 A기관의 사례를 살펴보면서 정부산하공공기관의 전자기록생산시스템의 도입 방향성을 제시하고자 하였다.
Abstract
This study aims to propose the adoption of a business management system, as well as suggest the functions and development directions for public organizations, which are required to establish the record management and information disclosure system under Government 3.0, rapidly respond to the needs for strengthening the responsibilities for explanation, and improve work efficiency. Recently, some of the public organizations that introduced the record management and information disclosure system adopted the Electronic Document System, which focuses on the function of electronic approval, and developed a records classification scheme for the system. This study aims to review the case of A organization, which recently developed an in-house records management system and established information strategy planning to adopt a customized business management system after establishing a business reference model throughout the organization, and suggests the directions of the electronic record production system for public organizations.
