초록
본 연구는 웹을 통한 설문과 면담을 통해 기록관에서 제공되는 기록정보서비스의 현황을 파악해보았다. 기록관에서는 아직 서비스를 다양하게 제공하지 못하나 그래도 내부 이용자들에 SNS 등을 통한 기록의 제공도 많이 이뤄지고 전시 등도 이뤄지는 등 서비스들이 일부에선 적극적으로 시행되고 있음을 알 수 있었다. 또 요구되는 기록들의 종류는 증빙과 업무 참고자료들이 많았고, 제공되는 검색도구도 검색기능 등에 한계가 많은 것으로 파악되었다. 이용자 서비스를 제대로 시행하는 데에는 기록전문가가 기관에서 혼자 모든 기록관리업무를 시행함에 따라 인력 부족에 의한 서비스를 제공할 여력이 없는 것이 가장 큰 장벽이었으며, 기록의 정리가 잘 안되어 있는 상황, 시스템의 미비에 의한 한계 등이 제시되었다. 서비스 개선을 위해서는 시스템 개선과 인력의 보충이 가장 시급히 해결되어야 할 것으로 판단되었다.
Abstract
This study investigated the status of information services in records and archives centers using the Web to survey and by interviewing archivists and professionals. Services offered are not various, but some actives services including offering records via SNS and provising exibitions using records are offered. Many of the requested records are for evidence and reference for works, and the finding aids are limited in their functions. Also, the barriers in offering services were mostly due to the fact that the duties of managing records are mostly performed by one profession, and they have not enough time to provide services with the lack of manpower. Also the arrangement and description level is not enough and the records systems have limitations including lack of search functions. For better services, improvement of the systems and the supplement of manpower is considered to be most urgent.

국가기록원 등 많은 기록관에서 온라인 검색도구를 적극 활용하고 있으나 여러 측면에서 개선이 필요한 상황이다. 이에 본 연구에서는 국가기록원을 중심으로, 호주, 영국, 미국의 국립기록관에서 제공하는 온라인 검색도구 현황을 분석하였다. 또 호주, 영국, 미국 국립기록관의 검색도구를 직접 사용하여 각각의 장단점을 파악해 보도록 하기 위해, 실제 이용자들을 선정하여 포커스 그룹 인터뷰를 통한 평가를 실시하였다. 그 결과를 기반으로, 전반적 기능 및 계층별 검색, 검색옵션 및 주제어검색, 검색결과제시, 기록정보콘텐츠 서비스 등의 측면에서 온라인 검색도구의 개선 및 발전 방향을 제시하였다.
Abstract
Many archives, including the National Archives of Korea, use online finding aids. However, in many aspects, they need improvement. In this study, with focus on the National Archives of Korea, the online finding aids of the National Archives of Australia (NAA), The National Archives (TNA) of United Kingdom, and the National Archives and Records Administration (NARA) of the United States were analyzed. Focus group interview was administered to users of the archives, identifying the pros and cons of online finding aids of NAA, TNA, and NARA. Based on the results, various improvement and development directions are suggested, including aspects on overall functions and hierarchical search, search options and subject search, representing search results, and archival contents services.

이 논문에서는 대학기록관에서 사용되는 용어들을 통제하여 검색 효율성을 제고할 수 있는 시소러스 구축을 위한 지침을 개발하고 적용하는 과정에서 도출된 다양한 상황과 그에 대응하는 방안들을 제시하였다. 개발 과정에서 고려된 중요한 이슈 및 적용 방안은 다음과 같다. 대학 기록관 기록물 정리과정에서 도출된 용어들은 고유명사가 많아 시소러스는 전거파일 기능을 동시에 하도록 개발되어야 했다. 대학의 공식문서에 자주 나타나는 용어를 우선어로 제시하였다. 또한 포함될 인명의 범위는 주요 보직자 및 주제가 된 개인들로 하되, 작성자 및 기증자들의 필드 통합 검색이 가능하면 지나친 범주의 포함은 불필요했다.
Abstract
Some issues and solutions considered for the various situations that we faced in the process of developing guidelines of thesaurus construction are described in this paper. There were many proper names and proper nouns among the terms considered in the process. The thesaurus needed to include a function of an authority file. Preferred terms were selected based on what the university's official records would use. The scope of the proper names for inclusion was the people who held official positions in the university and the people who were the subject of the materials. However, when the system allows synthesized retrieval of the field of creator and donor, inclusion of too many names were considered unnecessary.

최근 각국은 정부 데이터 개방을 위한 데이터 플랫폼을 구축하고, 행정정보데이터세트 등 다양한 데이터를 민간에서 웹을 통해 자유롭게 활용하도록 하고 있다. 이 연구는 전 세계적으로 가장 많이 활용되는 대표적인 오픈 데이터 플랫폼인 소크라타와 CKAN의 기능을 분석하고, 각국의 활용 사례를 살펴보았다. 그리고 서울시의 데이터세트 서비스 현황을 사례로 검토하여, 오픈 데이터 플랫폼을 적용한 지방자치단체의 데이터세트 관리 및 서비스 방안을 개념적으로 제시하였다. 이를 통해 기록으로서의 데이터세트 서비스 제공을 위한 지방자치단체의 장기적인 보존과 관리체제 방안을 제도적 측면과 데이터의 생산 및 관리 측면, 서비스 측면 및 플랫폼의 선택 등 다양한 측면에서 제시하였다.
Abstract
Recently many countries have established data platforms to disclose government-owned data that include administrative data-sets and provide free access to the public via Web. This research analyzes the “Socrata" and “CKAN", the most popular representative open data platforms in the world, and reviews functions and their practical cases in operation in several cities of various nations. It also examines the current status of the data-set services in the City of Seoul to provide conceptual bases for management and service of the local governments’ data-sets using open data platform. Then it suggests measures that ensure the long-term preservation and management of data-sets as archives for services, which includes the aspects of preparing systems, creating and managing data, providing services, and selecting platforms.

기능별 분류체계나 출처 중심의 탐색은 이용자들에게 쉽지 않으며 키워드검색도 이용자가 입력한 검색어와 기록물명의 단순 매칭 결과만 제시하여, 이용자의 기대에 부응하지 못하고 있다. 대통령기록관에서는 주제 분류체계를 개발하여 기록검색의 효율성을 높이고자 하였으며, 이와 연계하여 이용자들의 검색 과정을 돕고 기록관리 업무에도 용어통제 등 도움을 줄 주제 시소러스를 개발하고자 하였다. 본 연구에서는 대통령기록물 건명을 형태소 분석하고, 관련 시소러스와 이용자가 웹사이트에 입력한 검색 용어 및 정보공개 청구용어 등의 현황을 면밀히 분석한 후, 주제 분류체계와의 매핑을 통해 주제시소러스를 개발한 과정을 제시한다. 또한 주제 시소러스의 업무 및 온라인 서비스에의 활용 방안을 제시하며, 앞으로의 발전방향을 제시한다.
Abstract
To search based on the functional classification or provenance is not easy for users, and the key word-based information retrieval presents only simple words matching with the title of the records. The Presidential Archive of Korea developed a subject classification scheme to improve the convenience of searching for various records and came up with a subject thesaurus based on the scheme that utilizes the terms appearing on the title of the records and the terms used by the users who searched the portal or requested information disclosure. This research presents the development process of subject thesaurus. It also presents the utilization methods for records management work and services.

대학 내 학생 관련 기록은 대학의 기능적, 사회적, 개인적 측면에서 중요성을 가지지만 여러 주체들이 생산해 내는 기록의 양이 방대하고, 관리 장소가 분산되어 있으며, 그 유형과 형태가 다양하기 때문에 체계적인 관리가 어렵다. 이에 따라 학생 기록이 가지는 중요성이 크다는 것을 인지하고 있음에도 불구하고 대학의 실행은 부진한 단계에 머물러 있다. 이 연구는 대학의 행정 기록을 제외한 학생기록을 ‘학생 관련 기록’으로 정의하고, 교육 기록, 학생 창작 및 연구 기록, 학생 활동 기록으로 범주화하였다. 각 범주별로 국내외의 모범 사례를 살펴보고 명지대학교의 현황을 살펴본 후, 각 범주별로 적합한 관리 방안과 종합적 관리 방안을 제안하였다.
Abstract
Student records are essential for the functional, social, and personal aspects of the university. However, it is difficult to systematically manage such records because of the vast amount produced by several agents, the decentralization of the university’s records management system, and various types and forms produced. Despite acknowledging the importance of student records, Myongji University implements its records management system at a sluggish pace. This study defined students’ records except for the administrative records of the university as “student-related records” and categorized them into education records, student creation and research records, and student activity records. After examining the best practices in Korea and abroad, we reviewed the current status of Myongji University’s student records management system and proposed appropriate and comprehensive management plans accordingly.

이 연구는 대학기록관에서 웹을 통해 제공되는 기록정보서비스의 중요성을 인식하고, 웹을 통해 제공할 수 있는 서비스의 범주와 내용을 파악하여, 평가모형을 개발하여 제시하고자 하였다. 이를 위해 웹사이트가 있는 국내 대학기록관 몇 곳을 선정하여 웹 기록정보서비스를 평가한 후 평가결과를 분석하고 개선방향을 제시하였다. 대학기록관의 웹 기록정보서비스 평가 결과에서 분석된 내용을 바탕으로 제언된 개선방향은 다음과 같다. 첫째, 대학기록관의 미션과 비전을 설정하고 제시해야 한다. 둘째, 소장기록의 목록과 기록컬렉션에 대한 소개를 상세히 제공해야 한다. 셋째, 상세검색, 재검색, 원문검색 기능 및 검색방법에 대한 도움말 정보를 제공해야 한다. 넷째, 온라인 전시를 구축하고 정기적으로 발행하는 뉴스레터를 제공해야 한다.
Abstract
In this study, considering the importance of the providing archival information services over the Web in university archives, the evaluation model of the archival information services was proposed by identifying categories and contents of it. Direction for the improvement was proposed by evaluating and analyzing the Web archival information services of some university archives in Korea. Based on the evaluation, the following directions for improvement were suggested. First, the mission and vision of the archives should be established and published over the Web. Second, the introduction to the records catalogues and records collection should be provided in detail on the Web. Third, advanced search and full-text search functions should be provided, as well as the help information for the search methods. Fourth, university archives' Web sites should provide online exhibitions and newsletters of the archives.

공공기관에 기록관리 평가제도가 도입된 지 10년이 지났다. 지난 10년간 공공기관의 기록관리 평가제도는 기록물관리전문요원 배치와 기록관인프라 확충에도 기여하였으나, 현 시점에서는 서열화, 환류조치의 미흡 등 여러 가지 문제점들로 인하여 새로운 평가체제를 도입할 필요성이 제기되고 있다. 이에 기록관리 평가제도에 대한 변화과정 검토를 통해 현황분석을 진행하였고, 전문가 간담회, 현장 방문 등 다양한 방식의 의견수렴을 통해 문제점을 확인하고 개선방향을 제안하고자 하였다. 여러 문제점 분석에 기반하여 제안한 새로운 기록관리 평가의 방향은 단계별 도입, 기관의 특성에 따른 맞춤형 지표선정, 거버넌스 체계의 도입, 기관의 자율적 지표선정에 의한 자체평가, 그리고 국가기록원의 컨설팅기능 강화 등이다.
Abstract
It has been more than ten years since the evaluation system of records management in public institutions was introduced. Over the past decade, the evaluation system of records management in public institutions has contributed to the professional deployment of records management and the expansion of the records infrastructure. However, at this time, it is necessary to introduce a new evaluation system because of various problems including ranking and insufficiency of feedback measure. Therefore, we attempted to identify the problems and suggest the direction of improvement by analyzing the status of the evaluation system for records management in public institutions and collecting opinions from various sectors. The directions of the new institutional evaluation on records management based on the analysis of the problems are a step-by-step introduction, the selection of customized evaluation indicators according to institutional characteristics, the introduction of the governance system, self-evaluation by selecting autonomous indicators of institutions, and the strengthening of the consulting function of the National Archives of Korea.

최근 다양한 정보를 하나의 통합된 기관에서 제공받고자 하는 이용자들의 요구가 커짐에 따라 기록관, 도서관, 박물관의 기능과 서비스를 통합적으로 갖춘 ‘라키비움’이 만들어지고 있다. 따라서 통합된 형태로 제공되는 웹 정보서비스가 라키비움 웹사이트를 통해 제공되고 있다. 이 연구에서는 라키비움 웹사이트에서 어떤 정보서비스를 진행하고 있는지 자세히 분석해보고자 하였으며 이를 위해 일반 기록관, 도서관, 박물관의 웹사이트에서 제공하는 정보서비스와는 차별화된 라키비움의 특성을 반영한 웹 정보서비스 평가지표 개발의 중요성을 인식하고, 직접 평가지표를 개발하여 3개 기관을 대상으로 평가를 수행하였다. 평가를 통해 현재 운영되고 있는 라키비움의 웹사이트에서 기본적인 업무 소개 및 인터페이스의 내비게이션 등은 잘 제공되고 있으나, 정보 검색 영역의 검색 결과 활용 등이 미흡하였다. 이러한 부분에 대해서는 보완점을 제시하고, 추가적으로 운영되면 효과적일 방안에 대해서 제안하였다. 이 연구는 새로 설립될 라키비움의 웹 서비스 구성 및 제공에 실질적인 도움을 주는 것을 목적으로 하였으며, 앞으로 이 연구 평가지표가 적용되고, 보완되어 잘 활용되길 바란다.
Abstract
Recently, as user demand to receive various information through one integrated institution has increased, “Larchiveum,” which integrates the functions and services of archives, libraries, and museums, has been established. Thus, web information services are provided in an integrated manner through the Larchiveum website. This study attempted to analyze the information services on the Larchiveum website in detail. To this end, the researchers developed a web information service evaluation index reflecting the characteristics of Larchiveum that are differentiated from information services offered by websites of general archives, libraries, and museums. Recognizing the importance of evaluation indicators, the researchers developed evaluation indicators, and an evaluation of the three institutions’ websites was conducted. The assessment showed that the currently operating Larchiveum website provides ample basic business introduction and interface navigation, but the use of search results in the information search area was insufficient. Complementary points were presented in these areas, and measures that would be effective if additionally operated were also suggested. This research sought to provide practical assistance in configuring and providing web services for the newly established Larchiveum in hopes that the evaluation indicators used in this study will be applied, supplemented, and utilized well in the future.

방대한 정보 획득의 공간속에서 보다 명확한 정보를 찾기 위한 요구가 증대됨에 따라 기록관리기관에서 학술연구지원서비스의 제고는 매우 중요하다 볼 수 있다. 2019년 대통령기록관은 영구기록물관리기관에서 유일하게 학술연구지원서비스를 개시하였다. 이에 본 연구에서는 대통령기록관에서 시행되는 학술연구지원서비스의 미흡한 이용 현황을 파악하고, 대통령기록을 학술 목적으로 이용하고 연구를 진행한 경험이 있는 이용자 8명과의 면담을 통해 문제점과 요구사항 등을 분석하여 대통령기록관의 연구지원서비스 고도화 방안을 제시하고, 이를 기반으로 영구기록물관리기관의 서비스 향상을 위한 방안을 제시하였다. 연구자들은 대부분 온라인 검색을 통해 정보탐색을 하나, 배경지식에 따라 정보격차가 컸고, 정보가 부족하면 연구 범위를 축소시키며, 검색도구, 기록 관리 및 기록 공개 측면에서 문제점이 발생했고, 학술연구지원서비스에 대해 대부분 인지하지 못하였다. 이에 고도화방안을 연구자 간 정보격차 감소, 검색도구 기능의 개선, 기록의 상세한 기술, 지리적 제약의 해소, 학술연구지원서비스 홍보 및 콘텐츠 개발, 주제전문 아키비스트 양성 및 온라인채팅 서비스 제공 등으로 제시하였다.
Abstract
As the demand for finding clearer information amid vast information acquisition increases, the enhancement of academic research services is highly important. In 2019, the Presidential Archives opened the only academic research services among the permanent archives management institutions. This study aims to identify the status of the insufficient use of academic research services implemented in the Presidential Archives, analyze problems and requirements through interviews with users who have used the Presidential Archives for academic purposes and conducted research, suggest a plan to upgrade the research services of the Presidential Archives, and offer a plan to improve the services of archives institutions accordingly. Researchers mostly sought information through an online search, but the information gap was large depending on the background knowledge, and the research scope was reduced because of insufficient information. Moreover, problems occurred regarding search tools, records management, and records disclosure, and most users were unaware of the academic research services. Therefore, the advancement plans entailed reducing the information gap among researchers, improving the search tool functions, creating more detailed descriptions of records, resolving geographic constraints, promoting academic research services and developing content, nurturing subject-specialized archivists, and providing online chatting services.
