초록
충청북도 증평군은 1읍 1면의 행정구역과 3만 7천명의 인구를 가진 전국에서 손꼽히는 작은 기초자치단체이다. 그러나 증평의 사람들은 한마음으로 뭉쳐 증평군으로의 승격을 이루어 내는 등 꾸준히 ‘도전과 투쟁의 역사’를 만들어왔다. 증평군 기록관도 최근 여러 실험적인 도전을 통해 연구사 충원과 함께 지역아카이빙 사업예산을 확보하면서 증평군과 비슷한 ‘작지만 위대한’ 성공들을 만들어가고 있다. 이 글에서는 2017년부터 증평군 기록관에서 추진했던 마을기록 만들기, 경관 아카이빙, 기록전시회, 국비공모 등의 사업들을 간략히 소개하고 그 의미를 짚어보았다. 증평군 기록관의 성공경험을 공유하고, 더 많은 기록관들이 도전적인 실험을 할 수 있도록 작게나마 아이디어를 제공하기 위함이다.
Abstract
JeungPyeong-gun, Chungcheongbuk-do is one of the smallest local governments in Korea with the administrative division of 1-eup and 1-myun and the population of 37,000. Nevertheless, people in JeungPyeong have consistently created ‘the history of challenge and struggle’ as for instance, they stood together tightly for raising its status to JeungPyeong-gun. The JeungPyeong-gun Archives and Records Management Office likewise has made ‘small but great’ successes similar to what was achieved in JeungPyeung-gun through several experimental challenges done recently, resulting in obtaining a budget for local archiving projects and adding a new position of records manager. This report briefly introduces projects implemented by the office including community archiving, landscape archiving, the exhibition of records, and applying for public fund competitions, and explains the implications. It attempts to share successful experiences of the office and to suggest ideas that help more other archives and records management offices create challenging experiments.

기록관은 사회의 기록을 저장하고 이용토록함으로써 사회를 지탱하는 기반이 되는 장소이다. 이에 본 연구는 기록관이 사회에 미치는 영향을 분석하기 위한 프레임워크를 개발하였다. 제안 모델은 기존의 기록관의 사회적 영향에 관한 선행연구의 결과를 기반으로 하였으며 영향은 성과의 한 영역이자 축적된 성과의 발현이라는 점에서 대표적인 성과평가 모델중의 하나인 논리모형을 적용하여 개발되었다. 실제 측정을 위한 프레임워크 개발을 위해 광범위한 사회적 영향 중에서 지역사회 강화 측면을 측정하기 위한 모형을 제안했다. 초기, 중기, 장기 성과를 포함하는 제안모형은 기록관 이용을 통해 지식, 태도, 기술의 변화가 만들어 내는 사회적 참여활동의 증가를 측정하였다. 또한 시민의 사회참여의 증가로 인한 지역사회 강화를 최종 성과로 제안하고 있다. 제안된 모형을 기반으로 한 양적/질적 연구가 진행된다면 기록관의 사회적 영향이 분석될 것으로 기대된다.
Abstract
Archives identify and preserve records created by society. By making them available to people, archives can be a means of support to the community. The purpose of this study is to develop a model to measure the social impact of archives. Reviewing findings from previous research on the social impact of archives, this study’s model is based on the logic model, an outcome-based evaluation model, given that impact is not only followed by outcomes but can be the outcome itself. The scope of social impact is limited to community empowerment in terms of the applicability of the suggested model. The model, which includes short-, medium-, and long-term outcomes, could be used to measure changes in the knowledge, attitudes, and skills of archive users, and the social engagement of the people who experienced those changes in the community. The proposed model could include final outcomes that indicate the increase of community empowerment according to the civil society engagement. It is expected that the model is validated through applying quantitative and qualitative methodologies to measure the social impact of archives.

정보화 사회의 도래로 아카이브 기관은 대국민 서비스의 일환으로 디지털 기술을 도입하여 보존과 전시에 활용하기에 이르렀다. 본 연구의 목적은 급변하는 기술의 발전으로 인하여 아카이브 전시에 다양한 디지털 기술을 사용하는 것에 대한 필요성을 고찰하는 것이다. 이를 위해 아카이브와 디지털 전시의 개념과 유형을 살펴보고, 아카이브에 디지털 전시방법을 사용할 때 그 활용도를 조사하였다. 또한 구체적인 기록물관리기관의 디지털 전시사례를 조사하였다. 아카이브자료를 웹페이지를 통하여 전시했을 때 가장 큰 장점은 기록물이 가지는 본연의 정보 제공의 기능과 더불어 하이퍼링크 기술을 통한 정보의 무한 확장성을 들 수 있다. 디지털전시의 방법으로 가상현실은 평면적인 아카이브에 입체감과 현실감을 넣어 이용자의 흥미와 관심을 불러일으킨다. 또한 스토리텔링은 온라인상에 이용자와의 커뮤니케이션의 장을 만들어 서로 상호작용을 하며 이 과정까지도 스토리에 반영되어 새로운 콘텐츠로 탄생된다. 이러한 일련의 기능들이 아카이브에 대한 관심과 흥미를 높여 이용자들의 정보의 공유, 참여를 가져오고, 더불어 디지털 전시를 통한 새로운 콘텐츠 자원은 문화 자원과 관광 자원으로 지역사회와 기관을 홍보하므로 아카이브 전시에 다양한 디지털 기술을 사용하는 것은 그 의의가 있다.
Abstract
Recently, the development of information technology (IT) continues to promote the digitalization of archives (valuable records) and has therefore, affected archiving centers. This digitalization is shown to these archiving centers by taking advantages of various digital exhibitions. This study aims to consider why it is necessary to use digital exhibitions in archiving centers. In order to examine the needs of digital exhibitions, this study focuses on some ideas and important roles in digital exhibitions and research cases of online exhibitions applied with digital technology. Consequently, this study derives some values from them. Digital exhibitions held online continuously provide the following; first, a great amount of information about the archives by using hyperlink; second, the ability to recreate the attractive contents of digitalized archives by utilizing virtual reality, which makes the users greatly interested; the third and final thing online digital exhibitions provide is the storytelling it provides, which also serves as an avenue for people to communicate with one another. These processes of communication are also reflected in the story. In addition, they can help publicize not only the archiving center, but also the local community as it promotes cultural and tourism resources.

대통령기록관 전시관을 방문하는 이용자 중 유치부와 초등학생들의 누적 인원이 전체 이용자의 절반에 가깝지만 이들을 위한 공간이 부족한 실정이며, 대통령기록관에서 실시하는 프로그램은 전시관람 및 현장 견학 수준에 머물러 있다. 아동발달이론에 근거하여 이들을 대상으로 대통령 기록물의 가치를 효과적으로 전달하기 위한 하나의 방법이 체험전시임을 고려할 때, 최근 주목받고 있는 체험경제이론(4Es)이 제시하는 체험요소인 엔터테인먼트(Entertainment), 교육(Education), 현실도피(Escapist), 그리고 미적(Esthetic) 4가지를 적용하여 대통령기록관의 어린이 체험전시관 프로그램을 제안하고자 한다. 어린이 체험전시관을 통해 대통령기록관은 전 시대를 아우르는 문화소통의 장으로 거듭나는 계기가 될 것이다.
Abstract
The space designated for kindergarten and elementary school students, who accounted for half of all users of the presidential archives, is now lacking, with the archives’ programs focusing on exhibitions and field trips. With this, an experience exhibition is seen as the most effective way to communicate the value of presidential records and archives based on the theory of cognitive development. Therefore, this study proposes an experiential exhibition program for children about presidential archives based on the experience economy under theories that are recently getting attention. The Presidential Archives through the Experiential Exhibition program for children proposed by this study will become a place for the cultural communication of all generations.

국가기록원 등 일부 기록물관리기관에서는 페이스북이나 트위터와 같은 소셜미디어를 이용한 서비스를 제공하고 있어, 이용자들과 소통하고 있으며, 이용자들은 또한 국민신문고 등을 통해 이러한 기관과 소통하고, 정보를 얻고자 한다. 이러한 채널에 제시된 댓글이나 민원의 분석을 통해 이용자들이 어떤 요구를 가지고 있는지, 어떤 소통을 하고 있는지 알아보는 것은 서비스 제공에 의미가 있을 것으로 판단하였다. 이에 이 연구에서는 국가기록원 소셜미디어와 국민신문고를 통해 나타난 이용자의 인식 및 정보요구를 분석하였다. 국가기록원 대표 페이스북, e-기록 페이스북, 부산기록관 페이스북, 대통령기록관 페이스북의 게시물 및 댓글과 국민신문고의 민원에서 ‘국가기록원’과 ‘대통령기록관’이라는 검색어를 입력하였을 때 나온 글을 대상으로 내용을 분석하였다. 이러한 분석 결과를 반영하여 기록물관리기관에서 이용자 중심의 기록정보서비스를 활성화할 수 있는 방안을 제시하였다.
Abstract
The National Archives of Korea and other archives now provide services through social media such as Facebook or Twitter, and use such platforms to interact with users. To be specific, users communicate with and get information from these archives via the National Sinmoongo, the place for civil petition. Therefore, it is significant to understand the users’ needs and the contents of the communication by analyzing the comments and petitions that have appeared in these channels. For this, this study analyzed users’ perceptions and information needs shared through social media and the National Sinmoongo of the National Archives of Korea. The social media content analyzed here were posts and comments from the Facebook accounts of the National Archives of Korea, e-Record, the Busan Archives, and the Presidential Archives of Korea. Also, sentences containing the words “National Archives of Korea” and “Presidential Archives of Korea” that have appeared in texts in the National Sinmoongo were analyzed. Based on the analysis results, suggestions that could activate the user-centered archival information services in the archives and records centers were made.

본 연구의 목적은 지속적인 전자기록의 장기적 보존을 위한 전략과 과제를 제안하고자 하는 데 있다. 이를 위해 이 연구에서는 전자기록을 포함하여 전자간행물이나 연구데이터 등을 모두 포함하여, 전반적인 디지털 정보자원의 보존 분야에서 개발된 아젠다 연구 결과를 포괄적으로 수집하여 분석하고, 이로부터 추출한 향후 과제를 법제/정책, 연구, 기술 및 파트너십의 네 가지 영역으로 구분하여 제안하였다.
Abstract
The present study aims to develop an agenda consisted of strategies for long-term preservation of electronic records with enduring values. To do this, it has collected 19 cases of agenda reports generated from the digital preservation community at large, including those working on electronic publications and research data as well as electronic records. The study draws its conclusion by proposing an agenda encompassing 4 areas: laws and policies; research; technologies; and partnership.

본 연구의 목적은 영미권 국립보존기록관 인스타그램의 기록정보콘텐츠 사례를 분석하여 국내 기록물관리기관에서의 기록정보콘텐츠 개발을 위한 시사점을 도출하는 것이다. 이를 위해 연구 대상 인스타그램의 개설일, 콘텐츠 수, 팔로워 및 팔로잉 수 등 기본현황을 조사하였으며, 팔로워와 해시태그, 이용자 호응도가 높은 콘텐츠의 내용과 상호작용 유형 등을 분석하였다. 연구 결과, 인스타그램을 활용한 기록정보서비스의 확산을 위해서는 모바일 기반 SNS라는 인스타그램의 특성에 맞게 모바일 화면을 통해 직관적으로 확인할 수 있는 이미지와 숏폼 콘텐츠를 제작해야 하고, 주 이용자층의 관심을 끌고 다른 이용자와 공유하며 관계를 형성할 만한 정보적 소통 목적의 콘텐츠를 개발해야 한다. 또한 웹사이트, 유튜브, 블로그 등 기관이 보유한 기존 온라인 자원과의 연계를 강화하고 해시태그의 활용, 유관기관 계정에 대한 팔로잉, 팔로워와 콘텐츠 댓글에 대한 피드백 등 커뮤니케이션을 활성화하여 기관 인스타그램 계정의 노출 및 검색 가능성을 높여야 한다. 본 연구는 인스타그램을 대상으로 기록정보콘텐츠 사례를 연구하고 적용 사항을 제안하였다는 의의가 있으며, 기록 문화 확산을 위한 기록정보콘텐츠의 기획에 도움이 되는 기초자료로 활용될 수 있을 것이다.
Abstract
This study aims to propose implications for the development of archival content of archives management institutions in Korea by analyzing cases of the archival content on Instagram of the national archives in the Anglosphere. The basic information of the research target’s Instagram account, including the creation date, content, and the number of followers, was investigated, and the posts’ contents and interaction types with high user responses were analyzed. As a result, to spread the records information service using Instagram, producing images and short-form content that can be intuitively checked through mobile screens and creating content that will attract the attention of primary users are required. Moreover, it is necessary to develop content for informative communications that can be shared with other users. There is also a need to enhance the exposure and searchability of the institution’s Instagram account by strengthening connections with the institution’s existing online resources and enabling communications, such as using hashtags, following related institutional accounts, and providing feedback on the contents’ comments with followers. This study is meaningful in that it examined cases of archival content for Instagram and suggested their applications, and it can be used as basic data to help plan archival contents to spread the archival culture.

소셜미디어는 개인적 영역과 공적인 영역에서 다양하게 활용되고 있으며 시대의 문화와 역사를 증거하는 기록으로서의 가치를 지니고 있다. 최근 소셜미디어가 국내외 기관의 정보서비스 영역과 공적인 커뮤니케이션 통로로 활용되고 있고 소셜미디어 기록물의 획득 및 아카이브 사례들이 발표되고 있다. 본 연구는 소셜미디어가 가지는 가치를 조명하고 해외 기관의 아카이브 사례를 분석한 후 중앙행정기관의 기록관리 사각지대에 있는 소셜미디어 기록을 획득하여 아카이브는 방안을 제시하였다.
Abstract
Social media is utilized in both personal and public domains in various ways, with a value on being the recorded evidence of modern day’s culture and history. Recently, social media is being utilized very actively—domestically and abroad—as an organization’s information service domain and as a public communication pipeline. Also, there are case studies released regarding the capturing and archiving of social media records. This research highlights the value that social media has, with an, objective of presenting the implementation of an archival method that captures the social media records in the blind spot of the Central Administrative Organization’s Record Management.

웹과 모바일 환경의 변화와 함께, SNS는 정보유통에 있어서 중요한 도구로서 대두되고 있다. 그리고 페이스북, 트위터 등으로 대표되는 SNS는 소통의 새로운 패러다임으로 자리잡아가고 있다. 따라서 본 연구에서는 모바일 SNS를 통하여 기록정보서비스의 이용과 접근성을 확대시키고 기록 이용자의 참여와 협력을 도모할 수 있는 서비스를 제공하기 위한 방안을 모색하고자 하였다. 이를 위해 기존의 SNS에 대한 문헌조사를 통하여 모바일 SNS를 기반으로 효과적인 기록정보서비스의 제공방안을 제안하였다. 또한 제안방안의 실질적인 서비스 구현을 위하여 서비스 시스템 요소와 설계를 수행하였다.
Abstract
With technological and cultural changes around web and mobile networks, SNS would be considered as an important tool for information sharing. Especially, SNS represented Facebook and Twitter is being new paradigm for communication. This study seeks to methods to provide a service user participation and cooperation and expands use and access to archival information service through SNS. To achieve the goals, this study proposed a method to provide effective archival information service through literature research. Also, the proposed service was implemented with system design and components.

지난 해 치러낸 ‘기록관리 현안’은 기록공동체가 기록전문성의 본질과 사회적 가치를 다시 한 번 근본적으로 성찰하도록 하는 계기가 되었다. 이 연구의 목적은 전문직 연구의 주요 문헌을 검토하여, 기록관리 전문성을 바라보는 더 근본적인 시각을 제시하고자 하는 데 있다. 전문성에 관련된 주요 개념을 살펴보고, 전문직의 가장 두드러진 특성인 배타적 특권과 실천 의무의 양면성을 검토하였다. 전문직 연구의 일반론을 기록전문직에 대비하여, 실무와 기반 학문의 관계, 윤리규정과 협회와의 관계 등 기록전문성의 주요 쟁점사안을 조명하였다.
Abstract
Records and archives community was forced to face the essence of and social values of its professionalism. The purpose of the present study lies in providing a broader and fundamental perspective to shed lights on professionalism in records and archives management by reviewing previous studies on professionalism and professions. It reviews key concepts from the professionalism literature and scrutinized professional commitments and exclusive privileges, which are two sides of the same coin. Fundamental issues involved in records and archives profession are also taken into account, including the relationship between theory and practice as well as between professional ethics and professional association.
