초록
군 기록관리는 꾸준한 양적성장에도 불구하고 아직 조직문화로 정착되지 못한 상태이다. 이는 조직에 기록관리제도 정착의 주요 한계점으로 지목되고 있다. 규율을 중시하는 조직 특성을 고려해 보았을 때, 구성원의 기록관리 인식의 원인을 제도적 맥락을 중심으로 분석해 볼 필요가 있다. 따라서, 구성원의 기록관리 행위를 제약하고 있는 관련 제도를 비교⋅분석한 후, 심층면담을 실시하였다. 이후 역사적 제도주의 관점과 해석현상학적 분석기법(IPA)을 적용하여 제도의 내용, 권력관계, 조직특성, 구성원 인식을 주요 요인으로 도출하였다. 분석결과, 육군 구성원들은 업무수행절차를 규정하는 여러 제도 간의 비일관성으로 혼선을 느끼고 있으며 제도 및 조직에서 추구하는 책임성과 효율성의 가치가 조직목표와 제대로 연계되지 못하고 있음을 확인할 수 있었다. 따라서 제도의 법적 정당성을 보장할 수 있도록 제도개선의 필요가 있으며, 책임성과 효율성을 조직목표와 올바르게 연계하여 교육을 통해 구성원에게 내재화해야 함이 도출되었다. 본 연구를 통해 기록관리 인식개선 및 제도정착을 위한 실마리를 제공해 줄 수 있을 것이다.
Abstract
This study aims to analyze the level of members’ awareness of records management in the Republic of Korea Army within the institutional context extensively. Accordingly, in-depth interviews were conducted after comparing and analyzing the institutional systems that restricted the members’ record management activities. As a result, it was identified that the members were confused by the inconsistency among the systems that defined the work procedures, and that the value of responsibility and efficiency in the records management system does not match the organization’s goals. Therefore, the legal justification of the system should be improved in harmony with the responsibilities and efficiency and to match them with the organization’s objectives. Moreover, the improved system should be internalized by the members through instructions that are relevant to the content of the system. This study intends to increase awareness in the records management system and improve the system as well.
초록
본 연구는 한국 근현대 기록관리 제도사의 결락을 메우기 위하여 USAMGIK와 당시 생산된 기록 등 문헌검토를 진행하였다. 이를 통해 미군정기 행정체계를 확인하였고 행정체계 속에서 나타나는 기록관리 조직과 업무를 검토하였다. 미군정기 기록관리 조직과 업무는 행정체계의 이원화와 인적 구성의 동일성으로 인하여, 조선총독부와 미 육군의 기록관리체계가 혼용된 형태로 나타났다. 그럼에도 불구하고 지방행정조직과 의회 기록관리체계가 정비되기도 하였으며, 군정기구와 민정기구, 중앙행정기구와 지방행정기구, 의회의 경우 개별적 기록을 관리하는 방식이 나타났다. 한편 미군정기에는 미 육군의 기록관리 방식이 도입되어 국한문과 영문을 혼용하여 공문서를 생산하기도 하였다. 이와 더불어 한글 전용화가 요구되면서 공문서 작성방식 변화에 대한 주장이 이어지기도 하였다. 역사기록관리체계 또한 이 시기 시작되어 국사관을 설립하는 등의 노력으로 나타났다.
Abstract
This study reviewed the US military government’s record management system to fill the gaps in Korea’s record management history. The US military government’s record management system adopted the concept of “mixed use” between the Japanese Government- General of Korea and the US Army because of the dualized administration and constituency of human resources. In addition, the US Army’s record management method was introduced during the US military administration to manage historical records and produce official documents that mix Chinese and English letters.
