초록
본 연구는 도큐멘테이션 전략을 노근리사건 관련 기록의 평가, 선별 방법으로 삼고, Hackman와 Wornow-Blewett이 제시한 실행 모델에 근거하여 그 첫 단계인 예비 분석을 수행한다. 이를 위한 이론 연구로서 노근리사건의 개요를 연혁적으로 정리하고, 도큐멘테이션 전략의 특징을 ‘협력 수집’, ‘특정 영역의 수집’, ‘결락 기록의 생산’, ‘기록화 계획’, ‘자문조직’ 등 5가지로 규정한다. 또한 전략의 발전과정과 실행 모델을 논하고, 전략에 대한 비판과 의의를 분석한다. 이를 바탕으로 본 연구는 노근리사건 도큐멘테이션 전략 수립을 위한 예비 분석을 실시하여 노근리사건 초첨 그룹을 ‘생존 피해자 및 희생자 유가족’, ‘정부’, ‘시민사회’, ‘학술연구’, ‘언론’, ‘문화예술’ 등을 구분하는 한편, 도큐멘테이션 범주를 사건기록, 진상규명활동기록, 추모기록으로 분류한다.
Abstract
The study reports a preliminary analysis for the No-Gun Ri massacre documentation strategy based on Hackman and Wornow-Blewett’s implementation model, as an appraisal and selection method for No-Gun Ri Digital Archives. It intends to review the theoretical background for this process, inlcuding a history of the No-Gun Ri massacre and the development of documentation strategy. From the theoretical analysis, this study identified the No Gun Ri documentation strategy processes in 5 categories: “cooperative collecting”, “collecting in specific areas”, “identifing missing areas” and “advisory group”. With these 5 categories, this study discusses the application of the Hackman and Wornow-Blewett’s implementation model in the No Gun Ri case and reviews the strategy’s pros and cons. As a result, firstly, we classfy focusing groups into “victims and bereaved family”, “government”, “civil society”, “the press” and “literature and art”. Secondly, we also classify documentation categories into “massacre records”, “investigation activity records” and “cherish memory”.

이 연구는 새로운 기록관리 패러다임에 맞는 지방기록물관리기관의 역할을 제시하기 위한 것이다. 지방기록물관리기관은 다른 영구기록물관리기관과 다른 고유하면서도 다차원적인 업무영역과 역할을 가지고 있으나 현재 공공기록물관리법에 규정된 지방기록물관리기관의 역할은 중앙 중심적이고 협소하다. 이 연구에서는 서구에서 지난 150여 년간 변천을 거듭해온 보존기록관리의 패러다임을 살펴보고, 새로운 패러다임이 주는 시사점에 근거하며 지방기록관리의 방향을 제시하였다. 아울러 지방기록물관리기관의 역할을 재규정할 수 있도록 공공기록물관리법의 개정 방향을 제안하였다.
Abstract
The purpose of the study is to reformulate the roles of local archives, reflecting the new archival paradigm. Archives management of local authorities is different basically from that of central administration agencies. This paper analyses four stages of archival paradigm shifts in Western archival communities, and finds some implications for roles and responsibilities of local archives and local archivists. Finally, it suggests the directions of local archives management and revision of related articles in Public Records Management Act.

교회기록관은 교회의 역사와 전통을 보존하고 성도들의 영적유산을 계승하려는 목적으로 설립된 기관으로, 교회의 활동을 통해 생산된 기록물과 교회의 신앙적 인물들의 기록물들을 수집하여 관리하는 역할을 한다. 개별 교회만의 다큐멘테이션을 형성하여 일관적인 수집활동을 지속할 수 있도록 교회 기록관의 수집정책을 개발할 필요가 있다. 수집정책은 기록물 선별을 위한 토대이자 기록관의 기록물을 구성하는 체계적인 지침이다. 수집정책을 통해 교회 기록관은 수집의 범위와 우선적으로 수집할 기록물의 유형 등을 파악할 수 있게 된다. 본 연구에서는 교회 기록관을 대표하여 영락교회 역사자료실의 수집정책 개발을 위해 교회의 특징 및 기록관의 수집정책에 관한 문헌연구와 사례조사, 담당자 면담을 시행하였다.
Abstract
A church's archives aims to preserve the history of the church and inherit the spiritual legacy of Christianity. It also plays critical roles in strengthening the identities of the church members. As such, this study focuses the role of a church archive and, in particular, its acquisition policies. An acquisition policy is the foundation of archival records management, which is achieved by balancing the scope of the collection and collecting various record types. For this, the authors analyzed the acquisition process of Young-nak Church's archives and also conducted in-depth interviews with the archivists.

본 연구는 기록관리 전문가를 교육 및 양성하는 주요 학문영역의 하나로서 문헌정보학의 교육과 연구의 현황을 분석하고 방향을 제시하고자 하였다. 이를 위하여 전국 35개 4년제 대학 문헌정보학과 교과과정과 기록관리학 분야 교과목의 변화를 검토하고 국내 문헌정보학과 기록관리학의 7개 학술지에 실린 문헌정보학 교수의 기록관리학 학술논문들을 대상으로 출판 동향을 조사․분석하였다. 문헌정보학의 한 영역으로서 기록관리학의 연구동향은 새로운 학문분야, 교과목 개설의 증가, 학회의 창설과 학회지의 창간, 관련 법률의 제정과 개정, 학문의 학제적 성격 등에 영향을 받는 것으로 파악되었다. 이를 기반으로 새로운 기록관리학 교과목의 개설과 융합적 연구, 그리고 타 학문 영역의 기록관리학 교육과 연구에 대한 조사 등이 필요함을 제언하였다.
Abstract
This study is aimed at the status analysis and formulation of directions for the library and information science as part of major study area for the education and training of archivist. For this purpose, this study analyzed curricular of library and information science department of 35 four year universities all over Korea and the changes in the curricular of records management area and reviewed and analyzed the library and information science professors’s articles of records management area which were published in 7 journals for the purpose of their publication trend. It was found out that the study trend of the record management area, as part of library and information science, was influenced by the new study fields, the increase in subject opening, founding of academic societies and publication of new journal, enactment and amendment of disciplinary character of studies, etc. Based on this, the necessity for opening of new records management courses, interdisciplinary research, investigation of records management education and researches of other study fields were proposed.
