초록
정부기관에 근무하는 기록연구사들의 근무실태와 직무만족, 제도운영의 개선방안을 파악하기 위해 설문조사와 면접조사를 실시하였다. 직무특성은 Hackman과 Oldham의 직무특성요인을 포함하여 전문성, 역할갈등, 스트레스, 이직의사의 9가지 항목으로 조사하였다. 직무환경은 의사소통, 참여, 인간관계, 상급자, 교육훈련의 5개 항목으로 구분하여 조사하였다. 직무만족은 일반적 만족도, 보람, 소명감의 3가지 항목으로 측정하였는데 모든 항목에서 매우 긍정적인 인식을 보여주었다. 제도운영의 개선을 위한 과제로는 조직편제, 업무분장, 인사관리, 중앙기록물관리기관과 기록관의 협력을 중심으로 의견을 분석하였다. 이상의 분석을 통해 시사점과 개선책을 제시하였다.
Abstract
Present study conducted surveys and interviews to identify a solution to the issues concerning the work conditions, job satisfaction, and operational systems of archivists working in the Korean government agencies. Job characteristics were measured using the five-factor structures of Hackman and Oldham's(1976) Job Characteristic Models, professionalism, role conflict, stress, and turnover intentions. Job environment was measured in terms of communication, participation, social relations with coworkers and superiors, and job training. Job satisfaction was measured by general level of satisfaction, job meaningfulness, and commitment. Operational systems was analyzed in terms of organizational arrangement, role assignment, personnel management, and collaboration between the national archives and record centers. These analyses produced further implications and suggestions on personnel management of archivists and records managers.

본 연구는 지방자치단체 기록연구사의 업무를 명확히 밝히고 IPA를 활용한 직무분석, 고용형태․경력별로 업무에 대해 인지하는 차이와 특성을 규명하여 업무 운영에 효과적인 기초자료를 제시하는 것이 목적이다. 이를 달성하기 위하여 지방자치단체 기록연구사의 업무를 분석하고 설문조사를 실시하였으며, 통계분석과 IPA Matrix 분석을 실시하였다. 분석의 결과를 토대로 도출한 문제점에 대한 개선방안으로 지방기록물 관리기관의 설치, 업무 수행을 위한 예산 확보, 처리과 직원에 대한 교육, 조직 내 타부서와의 협업 및 보조인력 활용, 고용형태별․경력별에 따른 직무 재교육을 달리할 것 등을 제안하였다.
Abstract
The purpose of this study is to clarify the work of a local government records manager, provide job analysis using importance–performance analysis (IPA), and define the differences and characteristics in the perception of the work by employment and career type with the aim of providing basic data on effective business operation. To this end, this study conducted statistics analysis and an IPA matrix after analyzing the work of records managers in the local government and conducting surveys. Based on the analysis results, this study suggests installing a local archives management institution, securing the necessary budget for performing works, training staff, calling for assistant staff and collaborative work between other departments within the organization, and retraining of jobs differently based on the difference in perception of work by employment type and career as solutions.

소방기록물의 관리 현황과 실태를 분석하기 위해 본 연구는 D광역지방자치단체 본청 산하에 소속된 소방안전본부와 소방안전본부 직속기관인 8개의 소방서를 그 대상으로 2013년부터 2017년까지 5년간 생산된 소방기록물을 생산․보존․처분이라는 기록관리 프로세스 관점에서 분석하였다. 분석결과 기록물 이관 규정과 검수가 제대로 이루어지고 있지 않으며, 행정박물에 대한 인식이 부족한 것으로 나타났다. 또한 기록물평가심의회 이력 관리를 재고할 필요가 있으며 비전자기록물의 물리적 측면에서의 최신화가 필요한 것으로 나타났다. 효과적인 소방기록물 관리를 위해서는 소방기록물 관리 교육이 활성화 되어야하고, 소방기록물의 자체관리를 위한 예산 확보가 필요하며, 보류기간 관리 이력을 위한 메타데이터의 확보가 필요하다.
Abstract
The study aims to investigate the management status of fire services records of local government D in the metropolitan area. To achieve this, the study analyzed the data from 2013 to 2017 based on the production, preservation, and disposition processes of records. The findings are as follows: 1) unkept regulations to transfer the records, 2) a lack of understanding of archival objects, 3) reconsideration of the history management of the records appraisal committee, 4) and an on-site update of records. Therefore, this study suggested the following for an effective fire services records management: 1) training for the fire services records management, 2) proper budgeting for the records management, 3) and secured metadata for the history management of records.

소외 집단이 기록을 남기기 위해서는 이들의 문제를 이해하고, 당사자의 입장에서 기록하며, 그 기록을 공개함으로써 기록에 대한 사회적 책임을 지고자 하는 비당사자와의 연대가 필요하다. 이 연구는 비당사자인 시민 기록자가 어떻게 ‘기록자로서의 당사자성’을 획득하는지 그 과정을 분석하고, 부산 성매매 집결지 완월동의 <시민아키비스트 양성과정> 사례를 통해 실증해보고자 했다. 분석 결과 시민아키비스트들은 ‘여성’이라는 동일한 정체성을 가지고 사업에 참여하게 되었지만, 자신의 외부자성을 인정하면서 다양한 시선을 담아낸 기록물을 생산했고, 당사자의 문제가 나와 연관된 문제임을 인식하게 되었다. 그리고 기록을 공개하면서 당사자를 위한 윤리적 태도와 공론화에 대해 고민하며 자신의 기록물에 대한 사회적 책임을 느끼게 되었다. 이후에도 시민아키비스트들은 지속적인 기록 활동의 의지를 보였다. 이런 과정을 통해 시민아키비스트의 ‘기록자로서의 당사자성’을 획득하는 과정을 확인할 수 있었다. 이 연구는 소외 집단을 대상으로 하는 기록 활동에 제3자로서 시민 기록자의 정체성을 논의하고, 기록활동에 임할 때 가져야할 입장을 제안했다는 데에 의의가 있다.
Abstract
In modern society, there remain underprivileged communities that do not perform their own archival activities and documentation. Thus, many outside citizen archivists take the role of documenting the lives and activities of such communities on their behalf. However, ensuring the partyhood of these citizen archivists who are not part of the community proves to be problematic. This study aims to analyze how outside citizen archivists acquire partyhood in the process of documenting underprivileged communities through a case study labeled “Citizen Archivist Training Project” in Wanwol-dong, an area in Busan with a huge prostitution business. First, the process of acquiring partyhood in the outside citizen archivists’ documentation of underprivileged communities was divided into three stages, following the literature review process. Second, this partyhood acquisition process was investigated stage by stage through interviews with participants in the case study in Wanwol-dong. Third and finally, following the investigation’s findings, the attitude and position outside citizen archivists should have and take, respectively, in documenting underprivileged communities were identified.
