초록
기록관리전문가의 역할은 전통적인 기록관리 뿐 아니라 정보기술을 기반으로 전자기록관리까지 주도적으로 실행하는 역할로 확장되고 있다. 본 연구에서는 기록관리전문가 양성과정인 기록관리학 대학원 교육지침서의 구성요소, 지식범주, 지식내용의 적절성과 타당성을 검증하기 위하여 전문가 델파이 평가를 실시하였다. 전문가 평가 결과 교육지침서의 구성요소는 서문, 교육 내용, 교원 요건, 교육 과정, 행정적 지원, 결론이고 교육 내용은 8개 지식범주와 44개 지식내용으로 구성되었다. 본 연구는 교육지침서 모형 개발을 통해 기록관리학 대학원에서 준수해야 하는 최소한의 기준인 구성요소를 제시하고, 이론과 실무 역량을 갖춘 기록관리전문가 양성을 위한 교육내용을 제시하였다. 본 연구 모형은 향후 교육지침서 제정을 위한 기초자료로 활용될 수 있을 것이다.
Abstract
The role of an archivist should include not only traditional archives management but also new archives management based on an understanding of electronic records and information technology. In this study, to verify the adequacy and content validity of the components, knowledge categories, and knowledge contents of the guideline for a graduate program in archival studies, the Delphi survey was carried out. As a result of the Delphi survey, the components of the guideline consisted of “preface,” “curriculum,” “faculty,” “structure of the learning process,” “administrative resources,” and “conclusions,” and the educational content consisted of 8 knowledge categories and 44 knowledge contents. This study aims to present the minimum components to be followed in the graduate program of archival science through the development of the guideline model and present educational contents to educate archivists with theoretical and practical capabilities. The model can be used as basic data for a future guideline for a graduate program in archival studies.

본 연구는 변화하는 기록관리 환경에 대응할 수 있는 역량을 갖춘 기록관리 전문직 양성제도 혁신 방안을 모색하는 데 목적을 둔다. 이를 위해 본 연구는 해외 기록관리 전문직 양성⋅자격제도를 통해 시사점을 찾고, 우리나라 기록관리 전문직 자격제도와 비교 분석했다. 또한, 국내 기록관리학 대학원의 일반 현황과 교원의 연구실적을 분석하여, 상당수 교원들이 기록관리학에 대한 학술적 관심이 낮으며 학교별 격차가 상당한 점을 확인했다. 이를 바탕으로, 교수연구자와 현장전문가를 대상으로 인터뷰를 진행하여, 기록관리 전문직 양성제도 개선에 대한 의견을 수렴했다. 결론에 갈음하며, 본 연구는 기록공동체 거버넌스 체계 구성과 자율규제력 확보라는 선행과제를 제시하고, 대학원 교육 가이드라인 제정, 계속-심화교육체계 수립, 교육원의 발전적 전환을 3대 과제로 하는 기록관리 전문직 양성제도 혁신방안을 제안한다.
Abstract
This study aims to explore alternative strategies for the archival professional training system in response to changing records management environments. It found implications in the training and qualification system for overseas archival professionals and compared and analyzed the qualification system for Korean archival professionals. In addition, by analyzing the archival graduate schools’ general status and the instructors’ research performance, the study confirmed that many instructors have low academic interest in archival studies and the gap between schools was significant. Based on this, interviews with professors and experts were conducted to gather opinions on improving the archival professional training system. In conclusion, the study presents prerequisite tasks of organizing an archival community governance system and securing self-regulatory power. Moreover, it proposes innovative measures for the archival professional training system with three major tasks: creating graduate education guidelines, establishing a continuing and deepening education system, and transforming educational institutions.

오늘날의 기록관리 환경은 전자기록관리 시대를 맞이하여 빠르게 변화하고 있으며, 기록전문직은 끊임없이 변화⋅발전하는 기록관리 환경의 지식과 기술을 습득하여야 한다. 이에 따른 계속교육은 기록관리 환경의 변화를 수용할 수 있어야 하며, 기록전문직의 전문성을 제고시킴에 있어서 필수적이라고 할 수 있다. 기록전문직이 계속교육을 통하여 습득한 최신지식과 경험은 또 다른 기록관리 이론과 기술의 발전을 이끌어 냄으로써 기록관리 문화에 선순환적 구조를 가져올 것이다. 따라서 본 연구에서는 문헌조사를 통하여 변화하는 기록관리 환경에 따른 계속교육의 필요성을 정리하고, 기록전문직 계속교육 프로그램 및 개선방안에 관한 선행연구를 살펴보았다. 이후 사례분석을 통하여 미국과 영국의 기록 보존소 및 기록관리 협회의 계속교육 프로그램 현황을 조사하고, 이를 심층적으로 비교⋅분석하여 국내 기록전문직 계속교육 프로그램에 반영할 수 있는 개선방안을 제언하였다.
Abstract
In the era of electronic records management, today’s record management environment is rapidly evolving. Therefore, this study aims to suggest improvement plans for continuing education that allows archivists to acquire knowledge and skills in the dynamic records management environment. Thus, this study analyzed an archivist’s work characteristics and proved the necessity of continuing education in a changing record management environment. Furthermore, the United States’ continuing education curriculum and the United Kingdom’s Archives and Records Association (ARA) were analyzed. Based on this, the researchers compared and analyzed the curriculum of continuing education locally and abroad and suggested ways to improve continuing education suitable for local records professionals.
