초록
이제 중앙행정기관 뿐 아니라 기초자치단체에도 기록물관리 전문요원들이 다수 채용되어 체계적인 기록관리의 형태를 갖추어 가고 있다. 이 연구에서는 기초자치단체 기록관을 대상으로 한 기록관리현황을 알아보고자 하였다. 이를 위해 기록물관리 전문요원의 채용이 많이 이루어졌던 서울․경기․인천 등 수도권에 소재한 기초자치단체 기록관 중 11곳에서 2009년 9~10월 사이에 기록물관리 전문요원들과 심층면담을 시행하였다. 이를 통해 기초자치단체 기록관의 제도적 측면, 운영 관련 및 기록정보 서비스 관련 분야의 현황과 문제점을 분석해보고, 이들 각각의 분야에 대해 개선 방안을 찾아보고 제시하였다.
Abstract
Currently, not only central governmental agencies, but also local government started to hire records management professionals, and the records management became more systematic. This study tried to understand the current situation of local government's records management. Among the local governments' records management offices of in metropolitan area, i.e. Seoul, Gyonggi and Incheon where they hired records management professionals, 11 professionals were interviewed between September and October 2009. Based on the interview, the current situation and problems of the local government records management offices were identified in the areas of system related, administration related, and information service related. Suggestions for the improvement were proposed on those areas.

이 연구는 기록관리 환경에서의 새로운 패러다임인 설명책임의 개념을 도입하여, 대학의 기록관리 방향성을 재설정하는데 초점을 맞추었다. 이를 위해 먼저 설명책임의 개념 및 구조를 분석하였고, 이를 통해 대학에서의 설명책임의 필요성을 입증하고자 하였다. 또한 국외 대학의 사례를 통해 설명책임을 위한 요소를 도출하고자 하였으며, 이를 기반으로 국내 대학의 기록관리 현황을 분석하였다. 현황 분석결과를 바탕으로 제언된 개선방향은 다음과 같다. 첫째, 대학기록의 범위가 재설정되어야 한다. 둘째, 대학의 업무관련 규정이 개선되어야 한다. 셋째, 대학기록관리 주무기관으로서 대학기록관의 기능이 강화되어야 한다. 넷째, 대학의 기록관리 프로세스가 재설계되어야 한다. 다섯째, 대학의 설명책임이 제대로 정착되기 위해서는, 대학 내부적 차원에서의 기록관리 정책과 방법에 국한되어서는 안 되며, 대학 외부에서 대학이 설명책임을 제대로 이행할 수 있도록, 이를 규제할 수 있는 제도적 절차가 필요하다.
Abstract
This study focuses on resetting the direction of the universities' accountability introducing the notion of accountability which is a new paradigm in the setting of records management.. First, we analyze the notion and structure of accountability, and then demonstrate the need of accountability in the university. And we try to deduce factors for accountability through cases of foreign universities. Based on this, we analyze the present status of records management of domestic universities. Based on the results of analysis, this study suggests several proposals. First, university records need to be reset. Second, regulations related to tasks in the university should be improved. Third, the function of university archives should be strengthened. Forth, the process of university records management should be reset. Fifth, in order to settle down accountability of the university in a right way, proper systems and procedures to regulate it are necessary so that the university can perform accountability properly outside the university.
