초록
본 연구는 헌법기관으로 지정된 선거관리위원회의 특수한 가치에 주목하여 선거관리위원회에서 생산되는 기록물의 특성을 연구하였고, 기록관리 현황을 분석을 통해 문제점을 도출하였다. 나아가 이를 바탕으로 선거관리위원회의 기록관리 개선방안을 제안하고자 했다. 이를 위해 먼저 선거관리위원회의 단위업무를 분석하여 생산기록물을 조사하고 그 특성을 파악하였다. 선거 상황별 기록관리 현황 분석하여 문제점을 도출했으며 처리과 직원과 기록관리 담당자 면담을 통하여 실무와 법제간의 차이를 분석하였다. 개선방안은 제도와 시설, 인력과 활용 및 서비스 측면으로 나누어 제시하였고, 이를 통해 선거관리위원회에서 생산되는 기록물의 고유한 특성을 규명하고 효과적인 기록관리 방안에 대하여 제언하였다.
Abstract
This study examined the characteristics of the records produced by the National Election Commission, which is designated as a constitutional institution in Korea, and derived problems by analyzing the status of its records management. This paper suggests improvement plans based on the findings. First, it investigated records and their features since the National Election Commission has been in service. The differences between works in the field and legislation were analyzed through literature surveys and staff interviews. The improvement plans were presented in terms of systems, facilities, human resources, and services. In particular, this study suggests focusing on the production of a large amount of the same records of the National Election Commission.

많은 병원이 ‘디지털 병원’을 실현하기 위해 전자의무기록을 도입하고 있지만, 기록물 관리 및 보존에 있어서 많은 문제점이 존재한다. 전자의무기록 시스템은 병원마다 서식과 용어 등이 상이하며 의무기록 생산시스템과 의무기록관리의 표준이 없는 상황에서 OCS, PACS, EMR 등의 시스템이 독립적으로 운영됨에 따른 많은 문제점이 나타나고 있다. 의무기록을 효율적으로 관리하기 위해서는 분산 관리되고 있는 종이의무기록과 전자의무기록을 통합관리 할 필요가 있다. 따라서 본 연구에서는 의무기록관리 현황과 문제점을 알아보기 위해 J 대학병원을 대상으로 의무기록관리 현황에 대한 분석과 함께, ISO 15489의 기록관리과정을 기반으로 의무기록관리를 위한 개선방안과 통합의무기록관리시스템을 통한 의무기록관리 프로세스를 제안하였다.
Abstract
Many hospitals introduce the electronic medical record systems (EMRS) to implement a digital type of hospital. However, there are various problems in managing and preserving medical records. Systems, such as OCS, PACS, and EMR, are independently operated without formal standards related to medical records management. To manage medical records effectively, distributed medical records including paper- and electronic-type should be managed in an integrated manner. With its analysis of the current status in the management of medical records of J University Hospital, this study proposes methods to solve the problems extracted from the results of the analysis, and a management model for an integrated medical records management based on the process of records management of ISO 15489.

사진기록물은 이용자가 이해하기 쉽다는 관점에서 매우 유용하고 의미 있는 기록물이라고 할 수 있다. 그러나 높은 비용과 관리의 어려움으로 인하여 상대적으로 인쇄기록물에 비교하여 디지털화가 수행된 사례가 매우 적다. 본 연구의 목적은 기존의 아날로그 사진기록물의 디지털화를 위한 개선방안 및 고려사항을 제시하는 것이다. 이와 같은 목적을 위하여 본 연구에서는 16개의 광역자치단체의 사진기록물 관리현황을 분석하였다. 또한, J광역자치단체에서 사진기록물의 디지털화와 디지털화된 사진기록물 데이터베이스 구축에 대한 사례조사를 수행하였다. 이러한 분석결과를 기반으로 사진기록물의 디지털화 및 디지털화 사진기록물에 대한 방법을 제안하였다.
Abstract
Photographic records are very useful and meaningful in the point of view that users can understand those things easily. However, there are few case of digitalizing photographic records, compared to printed records because of high cost and management limitation. The purpose of this study is to provide improvement plan and consideration for digitalizing analog photographic records. To achieve the goals, this study analyzes management status of photographic records in 16 provincial offices. Also, this study performs a case study on digitalization of analog photographic records and implementation of DB relating digitalized photographic records in J provincial office. Based on the results, this study proposes how to digitalize analog photographic records, and manage of digitalized photographic records.

대학에서는 교육 및 연구와 관련된 다양하고 전문화된 업무행위로 인하여 대학기록물은 기록학적으로 매우 높은 가치를 가지고 있으며 이에 대한 많은 연구들이 수행되어졌다. 본 연구는 대학 기록물의 특성이 일률적일 수 없다는 문제의식과 다양한 대학 기록물의 가치에 대한 인식 확대의 중요성에서 출발하였다. 이와 같은 연구배경을 기반으로 대학의 기부와 관련한 기록물의 중요성과 기록학적 가치에 대해 고찰하고자 하였다. 이를 위하여 대학에서 기부와 관련하여 생산 및 보유하고 있는 기록물의 유형 및 특징 등을 살펴보았다. 특히, 대학 기부기록물의 생산 및 관리 현황을 분석하여 대학 기부기록물의 체계적인 관리방안을 제안하였다.
Abstract
Various types of records and archives would be producted in universities as a result of specialized tasks on education and research by experts. But most of the studies were focused on general areas in a university. This study was performed with the motivation, wherein management and preservation of university archives producted through various activities in a university should be uniform and are in need of increased awareness of university archives. Based on the background, this study aims to examine the importance and value of university archives related to endowment for university development. To achieve the goals, this study investigated the features and types of university archives related to endowment. Because most of universities have a department that raises endowment, this study performed an analysis and examination of the current status of management on endowment archives. Through this research, this study proposed a model for management of university archives related to endowment.
