초록
본 연구는 2010년에서 2019년까지 정부합동감사에서 지적된 처리과 기록물관리 현황을 분석하였다. 15개 지방자치단체 총 43개의 감사결과를 대상으로 정량분석을 통해 처리과 기록관리 업무영역별 문제점을 다각도로 파악하였으며, 연도별 기록관리 지적사항을 분석함으로써 처리과 기록물관리 문제점을 알아보고 시사점을 도출하였다.
Abstract
This study analyzes the current status of records management in the creation organization of records identified in the joint government audit from 2010 to 2019. Various methods for quantitative analysis were conducted on 43 audit results from 15 local governments to identify problems in each area of records management for the creation organization of records. In particular, the problems were identified through an analysis of the problems in records management by year. Furthermore, implications in processing and records management were also derived through the identification of the problems in such areas and the relationships with the officer in charge of records management.
초록
준현용 기록은 업무에서 자주 참고하지 않아 별도의 장소에 기록을 보관하고 관리하는 기록이다. 준현용 기록관리 단계는 처리과의 기록물이 처음으로 모이는 시점이면서 현용기록과 비현용기록을 이어주는 가교 역할을 수행한다. 체계적인 기록관리를 위해서 준현용 단계의 기록관리는 매우 중요하다. 한국은 많은 기록관리 인프라가 조성되었지만 여전히 기록관리환경에서 다양한 문제점이 존재한다. 이에 미국의 준현용 기록관리체계를 고찰하고 한국의 준현용 기록관리체계와 다른 특징은 무엇이 있는지 논의하고자 한다. 이를 위해 미국의 연방 기록관리체계를 연구 범위로 선정하였으며 기록처분일정, 이관, 평가로 나누어 논의하였다. 연구의 데이터는 기록관리법과 유관기관에서 편찬한 지침, 기록관리담당자와의 서면 질의를 통해 얻었다. 연구 결과, 기록 생산기관과 준현용 기록관리기관과의 관계성, 이관측면에서의 신기술 도입, 기록보존의 민영화, 소극적 평가주체로서의 연방레코드센터 등을 파악할 수 있었다.
Abstract
Semicurrent records are documents that are stored and managed in a separate section because they are infrequently referred to in work. The semicurrent records management stage is when records from the processing department are collected for the first time, serving as a bridge between the current and noncurrent records. For systematic records management, records management at the semicurrent stage is vital. Although Korea has established numerous records centers, various problems remain in the records management environment. In response, this study examines the United States’ semicurrent records management system and discusses the features that are different from that of Korea. For this purpose, the records management system of the United States was selected as the scope of research and is analyzed through its records schedule, transfer, and appraisal. The data for the research were obtained through the relevant records management law, guidelines compiled by related agencies, and written inquiries for the records management officer. Through these methods, this study was able to identify the relationship between the federal agency and the Federal Records Center, the introduction of new technology in the aspect of transfers, the privatization of records preservation, and the status of the Federal Records Center as a passive appraisal entity.

그동안 공기업의 기록물관리는 국가기록원 직접관리기관 공기업과 특별시⋅광역시 소재 지방공기업을 중심으로 연구가 수행되었고, 기초 지방자치단체 산하에 있는 지방공사⋅공단의 기록물관리는 지금까지 사실상 사각지대에 놓여 있었다. 이에 본 연구에서는 경기지역 일반 시⋅군 단위에 소재한 시설관리공단을 대상으로 기록물관리 현황을 살펴봄으로써 향후 이를 개선 및 발전시키는데 참고할 수 있는 기초자료를 마련하고자 하였다. 경기지역에 소재한 시설관리공단 중 기록물관리 담당자가 있는 8개 기관을 대상으로 설문조사, 전화인터뷰를 진행하여 기관의 기록물관리 현황을 살펴본 결과, 시설관리공단의 기록물관리는 어려운 여건 속에 많은 개선점을 남겨두고 있는 것으로 확인되었다.
Abstract
The record management of public enterprises under basic local governments has been in a blind spot while many studies have been mainly conducted on public enterprises directly managed by the National Archive of Korea and local public enterprises located in metropolitan cities. Hence, this study aims to examine the current status of Facilities Management Corporations’ records management in local cities and counties of the Gyeonggi area, and to suggest improvement measures with some basic data as a reference. After conducting a survey and telephone interviews with eight record management officers from Facilities Management Corporations, the results of this study found that record management of them was in hard conditions with many improvements needed.
