초록

본 연구에서는 국내의 대표적인 박물관, 기록관, 도서관 등 5개 기관을 대상으로 근대 공문서 소장현황, 소장기록물의 특성, 그리고 서비스 현황을 검토하였다. 검토결과, 대부분의 기관이 소장 기록물 전체 목록을 작성하지 못하고 있으며, 웹서비스도 제한되고 있었다. 또한 생산출처가 동일한 기록물군이 2~3개 기관에 분산 보존되고 있는 사례도 있었다. 그 결과, 각 기관에 분산 소장되어 있는 근대 공문서를 효과적으로 정리하고 활용하기 위하여 기록관, 박물관, 도서관 등이 협력해야 할 이유를 확인할 수 있었다.

Abstract

This study investigated collection status, characteristics of their collections, and service of five institutions holding modern public records such as museums, archives and libraries in Korea. Investigation found out that most of them lack total catalog of their collections and provide limited on-line service. In addition, there was a case that one record group from the same provenance is separatedly preserved at two to three institutions. As a result of the investigation, it is suggested that cooperation among museum, archives, and research institutes will be necessary in order to arrange and use modern public records scattered in each institution.

이 글은 용인 수지에 위치한 느티나무도서관의 아카이브에 대한 전반적 이해를 돕기 위해 쓰여졌다. 느티나무도서관은 2000년 개관 이후 지역 커뮤니티의 거점 역할을 해오고 있다. 대외적으로는 민간 도서관운동의 맥을 이어오고 있으며, 도서관문화 발전을 위해 2003년 느티나무도서관재단을 설립하여 여러 기관들과 협력사업을 펼치고 있다. 이렇듯 다양한 교류와 활동으로 느티나무도서관은 많은 자료들을 생산, 수집하게 되었고. 지금까지 모여진 생산 기록과 수집 기록들이 활용될 수 있도록 2013년 아카이브를 구축하였다. 이 글을 통해 느티나무도서관의 아카이브 조성 과정과 관리 현황에 대해 소개하고자 한다.

Abstract

Neutinamu Library in Suji, Yongin, has been serving as a hub for local communities since its opening in 2000. In 2003, Neutinamu Library Foundation was established for the development of library culture, continuing the wave of the library movement in the third sector and carrying out cooperative projects with various institutions. Through these exchanges and activities, numerous records and materials were produced and collected at the library. In 2012 and 2013, Neutinamu Library Archive was built so that the records that have been collected could be utilized. As such, this article will introduce and discuss the processes in the creation and management of Neutinamu Library Archive.

구술기록의 보존과 관리는 국가 유산의 지식 창출과 활용이면서 지역 문화의 가치향상을 도모하는 것으로 공공도서관은 구술사를 통해 국민의 삶을 재조명하고 그들의 기록을 수집, 활용, 보존해야 하는 사명을 지니고 있다. 본 연구는 국내 공공도서관의 구술기록물 관리에 관한 개선방안을 모색하고자 문헌연구와 현재 구술기록을 수집하고 있는 공공도서관 담당자의 설문조사 및 심층 면담을 진행하였다. 그 결과를 바탕으로 구술기록물 관리를 위한 정책과 매뉴얼 수립, 공공도서관 업무 담당자들의 구술기록물 수집⋅활용⋅보존⋅관리에 대한 전문 능력을 고양시키는 개별 교육프로그램 마련, 지역의 구술사를 활용한 홍보 전략의 개발, 구술기록물 보존을 위한 장기적 환경 마련 및 활용 다각화, 구술기록물의 수집⋅활용⋅보존에 대응할 수 있는 충분한 전문인력 배치를 제안하였다.

Abstract

The preservation and management of oral historical records are for creating and utilizing knowledge of national heritage and promoting the value of local culture. Furthermore, one of the missions of the pubic libraries is to realize the general utilization of records by reexamining people’s lives and employing oral historical records to preserve their rights and benefits. This study attempted to find ways to improve the management of oral records in public libraries through literature reviews, surveys, and in-depth interviews with public library staff to gather detailed opinions on oral records in public libraries. Based on the discussions concluded in this study, establishing policies and manuals for oral records management, sufficient professional workforce, specialized education programs for staff development in collecting, preserving, recording and managing oral historical records, public relations strategies, and preparation of a long-term preservation environment for thorough digitalization were suggested for the improvement of the collection, utilization, preservation, and management of oral records in public libraries.

본 연구의 목적은 유사기관 유사부서의 기록물분류기준표에 나타난 단위업무 현황 분석을 통하여 문제점을 진단하고 향후 이들 유사기관 유사부서의 기록물분류기준표 개선방안을 제시하는 것이다. 이를 위해 국가기록원 분류기준표 제정팀에서 분류기준표 제정을 위하여 제시한 단위업무의 제정과정 및 제정원리를 검토하고, 59개의 국공립대학 도서관의 단위업무를 보존기간별, 유형별, 도서관 규모별, 업무기능별로 분석하였다.

Abstract

This paper aims to analyze of the records schedule's transactions, identify problems of them and suggest improving requirements, especially focusing on similar institutions. The paper examines the process and principle of establishing transactions for the records schedule and analyzes the transactions on the records schedules at 59 national and public university libraries by retention, type, library size and administrative functions.

이 글은 동작구 공공도서관에서 운영했던 기록사업을 바탕으로 공동체 아카이브의 지속 가능성에 대한 방법을 모색하고자 쓰여졌다. 동작구는 2013년 9월 지역 내 대표 구립도서관이 설립된 이후 지역의 공공기관을 중심으로 지역의 기록을 수집한다는 목적으로 현재까지 지역 아카이브 사업을 운영하고 있다. 지역의 기록을 공공도서관에서 수집하여 활용한다는 것은 어찌보면 국가나 시⋅도 차원의 시스템이 부재하다는 것과 비슷한 맥락일 수도 있다. 이에 동작구 공공도서관에서 지역 아카이브 사업을 하는 과정 속에서 겪었던 고민과 경험을 공유하여 지속가능성에 대한 방향을 제시하고자 한다.

Abstract

This article delves into community archives based on the archival project of Dongjak-gu Public Library on the search toward sustainability. Dongjak-gu has conducted a local archiving project that involves collecting local records, focusing on the role of local public institutions as representative districts in the local region after the library was established in September 2013. Thus far, we are managing the project and records that are piled at the public library, and as the placement for archiving local records conducted in a local public library does not match its role, the national/city/province system for archiving local records faces a challenge for long-term sustainability. Therefore, we would like to present an idea for sustainability by discussing our concerns and experiences in this paper.

Congress established the Federal Depository Library Program (FDLP) to ensure that the public has free access to the Government’s information. Operated by the U.S. Government Printing Office (GPO), the mission of the FDLP is to disseminate information products from all three branches of the Government to over 1,250 Depository libraries in the FDLP program nationwide. Depository libraries safeguard the American public’s right to information by making Government information in all formats freely available. This paper discusses the role of the GPO and FDLP, the GPO’s organizational structure, the Depository library’s obligations and responsibilities, services and collections, referrals and networking, and the Depository’s future and challenges.

본 연구는 기록관리 전문가를 교육 및 양성하는 주요 학문영역의 하나로서 문헌정보학의 교육과 연구의 현황을 분석하고 방향을 제시하고자 하였다. 이를 위하여 전국 35개 4년제 대학 문헌정보학과 교과과정과 기록관리학 분야 교과목의 변화를 검토하고 국내 문헌정보학과 기록관리학의 7개 학술지에 실린 문헌정보학 교수의 기록관리학 학술논문들을 대상으로 출판 동향을 조사․분석하였다. 문헌정보학의 한 영역으로서 기록관리학의 연구동향은 새로운 학문분야, 교과목 개설의 증가, 학회의 창설과 학회지의 창간, 관련 법률의 제정과 개정, 학문의 학제적 성격 등에 영향을 받는 것으로 파악되었다. 이를 기반으로 새로운 기록관리학 교과목의 개설과 융합적 연구, 그리고 타 학문 영역의 기록관리학 교육과 연구에 대한 조사 등이 필요함을 제언하였다.

Abstract

This study is aimed at the status analysis and formulation of directions for the library and information science as part of major study area for the education and training of archivist. For this purpose, this study analyzed curricular of library and information science department of 35 four year universities all over Korea and the changes in the curricular of records management area and reviewed and analyzed the library and information science professors’s articles of records management area which were published in 7 journals for the purpose of their publication trend. It was found out that the study trend of the record management area, as part of library and information science, was influenced by the new study fields, the increase in subject opening, founding of academic societies and publication of new journal, enactment and amendment of disciplinary character of studies, etc. Based on this, the necessity for opening of new records management courses, interdisciplinary research, investigation of records management education and researches of other study fields were proposed.

체코공화국 국립도서관은 1992년 유네스코의 제안을 받아들여, 소장품에서 가장 귀중한 자료들을 보여주기 위하여, 파일롯 CD-ROM 발행을 준비하기 시작했다. 1993년 4월에 발행된 이 CD는 세계 기록 문화유산 프로그램에 대한 대중적 관심을 불러일으키려는 목적을 갖는 일련의 유사한 유네스코 프로젝트들 가운데 하나였다. 1993년부터 1995년 사이에, 두 가지의 중세 문서를 전부 보여주는 두 개의 간행물들이 출간되었다. 이들은 모든 이미지 문서화와 원본문서의 다양한 특성에 대한 과학적 기술을 제공하였다. 체코 국립도서관의 디지털화센터는 Czech AIP Beroun Company와 협력하여 고문서와 고인쇄본을 전문적으로 처리하고 있다. 현재, 체코 국립도서관은 십여 개의 체코 및 여러 외국 기관들과 협력하고 있다. 두 개의 간행물은 디지털 도서관을 통해 이용할 수 있다.

Abstract

The beginning of digitization activities in the National Library of the Czech Republic are interconnected with the first periods of existence of the UNESCO Memory of the World programme. It was in 1992 when the library accepted the UNESCO proposal to prepare a pilot CD-ROM publication for the programme showing the most precious items from its collections. In 1993 - 1995, the publication was followed by two another titles, which presented two medieval manuscripts in their entirety, providing both all the image documentation and scientific description of various features of the original documents. The digitization centre specialized in processing of old manuscripts and old printed books in co-operation with the Czech AIP Beroun Company. Nowadays, these two national programmes in which dozens of Czech and also several foreign institutions take part - are represented on their access side by two digital libraries: Manuscriptorium and Kramerius.

파주중앙도서관은 2017년부터 ‘시민채록단’을 구성하여 파주에서 오랫동안 살아온 사람들의 생애를 구술 채록하는 ‘휴먼 in Paju’를 실시하였다. 이 성과를 토대로 전국 최초로 도서관에 ‘기록관리팀’을 신설하였고, 이후 조례를 제정하고 민·관으로 구성된 위원회를 구성하면서, 기록화 사업의 지속적 조건을 갖추었다. 또한, 모든 단계에서 공론화와 협업을 중시하여 파주시 전체에 기록화 사업의 중요성을 알리고, 시민 스스로 기록화 사업의 주체로 성장할 수 있도록 지원하는 체계를 만들었다. 이 같은 기초자치단체 도서관의 사례를 소개하고자 한다.

Abstract

With the objective of recording the life stories of Paju’s long-time residents, the Paju Central Library has been implementing the “Human in Paju” project by forming the Citizen Oral History team since 2017. Building upon the success of this initiative, Paju Central Library became the first library in the country to establish a Records Management team. Subsequently, regulations were enacted, and a committee comprising citizens and officials was formed to ensure the continuous development of the archival project. Moreover, they emphasized public discourse and collaboration at every stage by creating a system to raise awareness of the importance of archiving throughout Paju and support citizens in becoming active participants in the project. This paper aims to present a case study of this exemplary local government library.

이 논문은 한국기록관리학회지를 오픈액세스 학술지로 전환하는 과정을 기록한 것이다. 이 과정을 이해하기 위하여 상용DB업체와 학회, 공공DB운영기관 사이에서 벌어진 저작권을 중심으로 한 갈등과 업체와 도서관 사이의 학술DB 가격에 대한 갈등문제를 설명하였다. 또한 최근 국내의 문헌정보학 분야와 인문사회분야 학회들의 오픈액세스 선언의 의미를 설명하였다. 한국기록관리학회지를 오픈액세스로 전환하는 과정에서 부딪힌 출판비 문제, 논문 유통의 문제, 학술지 출판과 관련한 제도의 변경 등 학술지 출판사로서 실무적인 사안들을 처리한 방법과 과정을 기록하고 문제점들도 드러내고자 했다. 또한 이 논문은 기록관리학회지의 오픈액세스 전환을 학술논문의 지식커먼즈를 실현하려는 과정으로 설명하였다.

Abstract

This paper is a record of the transitioning of the Journal of Korean Society of Archives and Records Management to open access. To understand this process, this paper explains the meaning of the conflict over the copyright among commercial journal aggregators, scholarly societies and public sector aggregators. In addition, this paper explains the declarations for open access transition in scholarly societies in the fields of library and information science and other humanities & social sciences in Korea. This paper records the practices and problems that the scholarly society as a publisher has faced in related to securing the journal publication cost, expanding the channels of distribution, and reforming the regulation of the journal. This paper also attempts to understand this transition process as making a knowledge commons.
