초록
미술 아카이브는 미술계에 속한 작가, 평론가 및 관련 기관, 단체 등이 수행하는 활동 과정에서 생산하고 수집된 기록물로 기관이나 조직에서 생산한 기록도 존재하지만 개인 기록이 많은 비중을 차지한다. 이러한 특성으로 인해 미술 아카이브는 다양한 매체와 형식을 가지며 각각 고유한 특성과 다양한 생산자가 존재하여 개별적인 사안별로 저작권의 문제가 발생할 수 있다. 따라서 본 연구에서는 미술 아카이브 관리 절차를 조사 및 수집, 조직, 보존, 활용의 네 단계로 구분하여 재구성하고 이에 따른 국립현대미술관, 대구미술관, 백남준아트센터, 서울시립미술관 4개 기관의 실무자 인터뷰를 진행하였다. 이를 통해 미술 기록 현장에서 발생하는 업무영역별 저작권 현황과 쟁점을 확보하여 분석하고 저작권 사례별로 적용 가능한 방안을 제안하였다. 더 나아가 미술 아카이브 현장에서 빈번히 나타나는 관리적, 법적 영역을 세밀하게 절차화하여 기초자료를 도출하고 기록화한 본 연구의 결과는 실무단계에서 활용 가능한 매뉴얼을 개발하는데 사용될 수 있을 것이다.
Abstract
Art archives are archives that are produced and collected in activities carried out by artists, critics, and related organizations, and a large portion consists of individual records. Because of these characteristics, art archives have a wide range of media and formats, each with their own characteristics and creators, which can lead to copyright issues in individual cases. This study conducted interviews with six art archive professionals from four institutions, secured and analyzed the copyright status and issues that occurred in the art archives field by business area, and suggested applicable measures for each copyright case.

본 연구는 기록물관리전문요원의 직무 만족과 조직몰입도 향상을 위한 교육프로그램 개발을 목적으로 국가기록원에서 실시하는 기록물관리전문요원을 위한 교육프로그램이 실제 전문요원의 직무 만족 및 조직 몰입에 미치는 영향에 대해 알아보기 위해 현직의 기록물관리전문요원을 대상으로 설문 조사를 실시하였다. 분석 결과와 기록물관리전문요원의 요구사항을 바탕으로 기록 관리에 관한 지식이나 기술의 충족과 더불어 직무 만족 및 조직 몰입을 향상시킬 수 있는 교육 프로그램을 제안하였다. 본 연구에서 제안한 국가기록원의 교육프로그램은 기록물관리전문요원의 직무 만족 및 조직 몰입을 향상시키면서 기록물관리전문요원에게 요구되는 전문 분야에 대해 보다 확장된 전문성을 획득할 수 있고, 변화하는 환경에 능동적으로 대처할 수 있는 역량을 강화할 수 있는 이점이 있다.
Abstract
This study conducted a survey targeting incumbent records managers and archivists to examine the effect of the training program executed by the National Archives of Korea on the job satisfaction and organizational commitment of actual record managers. Based on the results, this study proposed a training program that could improve job satisfaction and organizational commitment, based on the analysis results and the requirements of record managers and archivists, while fulfilling the knowledge and technology demand for records management. The training program of the National Archives of Korea proposed by this study has the following advantages. Records managers and archivists can acquire more professional skills that their field require them while feeling satisfied with their duty and becoming more immersed with their organization. In addition, they can also actively enhance their ability to cope with the variable environment.

대학기록관은 국가기록원이 시행하는 기록관리 기관평가에서 평가 대상으로 지정된 2016년 이래로 타 기관 유형과 비교하여 평가 결과가 미진하다. 본 연구는 대학기록관의 기록관리 수준의 향상을 위해 위험관리에 관한 개선 방안을 제시하는 것을 목적으로 한다. 설문조사와 사후 인터뷰를 통해 대학기록관의 위험관리 현황을 조사하였으며, 조사 결과를 분석하여 대학기록관 위험관리의 문제점과 한계를 진단하고 개선 방안을 도출하였다. 첫째, ｢공공기록물 관리에 관한 법률｣에서 위험관리에 관한 법적 효력을 강화하고, 관련 사항을 구체적으로 규정한다. 둘째, 국가기록원은 대학기록관 위험관리의 문제점 진단과 문제 해결을 적극적으로 지원한다. 셋째, 독립기구로서의 대학기록관의 정체성을 확보하여 전문적⋅적극적으로 기록관리 업무를 수행한다. 넷째, 대학기록관의 위험관리 실무를 반영한 표준 및 매뉴얼을 마련한다. 이를 위하여 국가기록원, 대학 간의 협력, 개별 대학 등이 모두 기여해야 한다. 다섯째, 충분한 예산을 확보하여 위험관리를 수행하기 위하여 필요한 제반 요건을 갖추어야 한다. 마지막으로, 기관장과 조직 구성원들의 대학기록관 및 기록관리에 관한 인식을 고취하여, 기록관리 및 위험관리 업무 수행에 협조를 구한다.
Abstract
The purpose of this study is to improve the level of records management by enhancing the risk management in university archives. Through surveys and post-interviews, the current status of risk management in university archives was investigated, the results of the investigation were analyzed to identify problems and limitations in risk management in university archives, and the following suggestions for improvements were made. First, the legal effects of risk management should be strengthened in the Public Records Management Act, and matters related to risk management should be stipulated. Second, the National Archives of Korea should actively intervene to identify problems in risk management in university archives and provide appropriate support for problem-solving. Third, the identity of university archives as independent organizations should be secured for the implementation of professional and active records management tasks. Fourth, standards and manuals reflecting risk management practices for university archives should be prepared. Fifth, a sufficient budget must be secured to meet all necessary requirements for risk management. Lastly, cooperation in the performance of records management and risk management tasks should be achieved by raising awareness of university archives and their records management tasks among the heads of the institutions and members of the organizations.

본 연구는 공공기관의 웹기록물 관리 프로세스를 설계하고, 웹기록물 관리 업무 주체별 역할을 정의하는데 목적이 있다. 첫째, 웹기록물의 개념 및 관리 환경과 17개의 국내외 사례기관 조사, 웹 아카이빙 담당자 인터뷰를 통해 웹기록물 관리 관련 환경, 정책, 제도 등의 현황을 살펴보았다. 둘째, 국내에 적용할 수 있는 웹기록물 관리 체계를 구축하고자 웹기록물 전 생애주기 관리 프로세스를 설계하였다. 프로세스는 단기 및 중·장기 계획과 중·장기(추가사항) 계획으로 구분하였으며, 장기적인 관점에서 공공기관의 웹기록물 관리 역량 강화를 지향하도록 설계하였다. 마지막으로, 웹기록물 관리 프로세스에 관한 실무 기반을 마련하고자 웹기록물 관리의 업무 주체별(처리과, 기록관, 영구기록물관리기관) 역할을 함께 제시하였다. 더 나아가 본 연구의 결과는 웹기록물 관리의 실무를 반영한 프로세스를 구축하거나 웹기록물 관리 관련 정책, 제도 등의 수립에 활용될 수 있을 것이다.
Abstract
This study aims to develop a web records management process for public institutions and define the roles of agents in task execution. First, web records’ concept and management environment across 17 domestic and international institutions were examined, and web archiving professionals were interviewed to investigate the current status of the environment, policies, and systems related to web record management. Then, a web records life-cycle management process was formulated to create a web records management framework applicable to domestic institutions. This process was classified into short-term, medium-to-long-term, and medium-to-long-term, with additional consideration plans designed to strengthen the web records management capabilities of public institutions from a long-term perspective. Third, the roles of agents in web records management, including the processing department, archivist, and permanent records management organization, are presented to establish a working foundation for the web record management process. Finally, the study’s result can be used to build a process that reflects the practice of web records management or establish policies and systems related to web records management.

지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.
