초록
현재 국내의 기업 기록관리는 기업 내부에서 자체적인 기록관리와 아카이브를 운영하는 곳은 있을지라도, 어떠한 외부의 조직도 기업기록에 대해 체계적인 지원을 하고 있지 않은 실정이다. 이에 본 연구는 이 같은 상황을 해결하기 위한 하나의 방안으로, 해외 기업 아카이브 전문가조직을 조직 형태와 기능적 역할을 분석하여 국내에 적용할 수 있는 시사점을 제언하였다. 이를 위해 해외 기업 아카이브 전문가조직을 해당 홈페이지와 문헌 연구, 담당자 이메일 인터뷰 등을 통해 분석하였다. 분석 결과 해외의 기업 아카이브 전문가 조직들은 분과 및 독립 조직의 형태로 설립되어 오랜 기간 동안 장기적인 프로젝트를 통해 기업 아카이브를 체계적으로 지원하고 있었다. 이를 바탕으로 본 연구에서는 국내 기업 아카이브 발전을 위한 전문가조직의 조직구성과 지원활동, 교육활동, 출판활동의 기능적 역할을 제언하였다. 국내 기업 아카이브의 궁극적인 발전을 위해서는 더 이상 개별 기업의 기업 기록에 대한 인식 전환과 전략 수립만이 해결책이 될 수 없다는 것은 분명하다. 본 연구는 기업 아카이브 전문가조직의 설립에 대한 논의의 시작점으로서 의의가 있다.
Abstract
At present, no outside organization provides systematic support for business archives, even though there are companies that operate their own. To resolve this situation, this study suggested that overseas business archives professionals organization could apply in Korea by analyzing the form of organizations and functional roles. As such, the organization of professionals in overseas business archives was analyzed through their website, literature research, and email interviews of the staff. Based on the analysis, overseas organizations of business archives professionals were established in the form of sections and independent organizations to systematically support business archives through long-term projects. Thus, this study proposed an organizational structure of professionals organizations for the development of domestic business archives and the functional role of supporting activities, educational activities, and publishing activities. In addition, the ultimate development of business archives is clearly no longer the only solution to the change in perception and strategy of individual companies’ business records. Moreover, this study is significant as a starting point for discussion on the establishment of business archives professionals or organizations.

연구관리 전문기관은 정부부처와 연구수행기관간의 중간자적 역할을 담당하는 기관으로 연구수행기관으로부터 수집되는 연구기록물은 연구과제의 증거적 능력뿐 아니라 연구과제의 지식 정보 공유 차원에서도 매우 중요하다. 본 연구에서는 연구관리 전문기관에서 수집하는 핵심 연구기록물의 현황을 알아보고 문제점을 분석하여 효율적인 핵심 연구기록물의 관리 개선 방안을 제시하였다.
Abstract
A research and management institution plays a middleman role between government departments and research institutes. Research records collected from research institutes are important not only as evidence for research tasks but also for knowledge and information sharing. In this study, the key research records collected by research management institutions are identified, and problems are analyzed to present efficient measures to improve key research management.

본 논문은 한국 문학 아카이브의 미래를 탐색하기 위하여, 국립중앙도서관의 근대문학 아카이브를 소개하고 국립한국문학관의 아카이브 추진 방향에 대하여 논의하는 글이다. 국립중앙도서관의 근대문학 아카이브는 근대문학자료 원문 디지털화 및 전문적인 해제 정보 제공, 근대작가 및 근대문학사 관련 콘텐츠 구축 등을 중심으로 운영되고 있다. 2022년 개관을 목표로 하는 국립한국문학관의 문학자료 아카이브는 국립중앙도서관의 사례를 참고하되 보다 전문적인 큐레이션을 도입할 필요가 있다. 즉 아카이브된 자료를 바탕으로 문학의 창조적인 재생산이 가능하도록 기록의 맥락(context)을 기록하는 아키비스트의 태도를 가지고, 자료의 활용성을 확대할 수 있는 적극적인 아카이브 정책을 펼쳐야 할 것이다.
Abstract
To research the directionality of Korean literary archives, this paper introduces the modern literature archive of the National Library of Korea and discusses the future direction of the archive of the National Museum of Korean Literature. The modern literature archive of the National Library of Korea is operated with focus on digitizing the original text of modern literature, providing professional release information, and constructing contents related to modern writers and literary history. As such, the National Museum of Korean Literature, which aims to open in 2023, needs to refer to the case of the National Library of Korea but introduce more professional curating. In other words, the archivist should have the initiative to document the context of the records so that literature can be reproduced creatively based on the archived data. Moreover, he/she should actively implement archive policies to expand the availability of materials.

기록관리 전문가와 학자들은 행정정보 데이터세트 기록의 관리 필요성과 그 시급성을 역설하여 왔으나 실제 현장에서 데이터세트의 관리는 시행하지 못 하고 있는 실정이다. 데이터세트는 기술 종속적인 특성과 방대한 규모는 물론 시스템별 다양한 운영 환경으로 인해 현행 종이기록 중심의 표준 기록관리 지침과 절차를 적용하기 어렵다. 무엇보다 데이터세트 자체의 고유한 특성을 수용하는 관리체계가 필요하며, 그 관리 방안은 업무 현장에서 적용할 수 있어야 한다. 이 연구는 공공기관에서 실제 운영 중인 행정정보시스템의 데이터세트의 현황을 조사한 분석 결과에 기반하여 데이터세트 관리 방안과 절차를 개발하여 제시하였다.
Abstract
Records management professionals and scholars have emphasized the necessity of managing data set in administrative information systems as records, but it has not been practiced in the actual field. Applying paper-based records management standards and guidelines to data set management proved to be a difficult task because of technology-dependent characteristics, vast scale, and various operating environments. Therefore, the data set requires a management system that can accommodate the inherent characteristics of records and can be practically applied. This study developed and presented data set management methods and procedures based on the analysis of data set in public administrative information systems operating in public institutions.

공공기관에 기록관리 평가제도가 도입된 지 10년이 지났다. 지난 10년간 공공기관의 기록관리 평가제도는 기록물관리전문요원 배치와 기록관인프라 확충에도 기여하였으나, 현 시점에서는 서열화, 환류조치의 미흡 등 여러 가지 문제점들로 인하여 새로운 평가체제를 도입할 필요성이 제기되고 있다. 이에 기록관리 평가제도에 대한 변화과정 검토를 통해 현황분석을 진행하였고, 전문가 간담회, 현장 방문 등 다양한 방식의 의견수렴을 통해 문제점을 확인하고 개선방향을 제안하고자 하였다. 여러 문제점 분석에 기반하여 제안한 새로운 기록관리 평가의 방향은 단계별 도입, 기관의 특성에 따른 맞춤형 지표선정, 거버넌스 체계의 도입, 기관의 자율적 지표선정에 의한 자체평가, 그리고 국가기록원의 컨설팅기능 강화 등이다.
Abstract
It has been more than ten years since the evaluation system of records management in public institutions was introduced. Over the past decade, the evaluation system of records management in public institutions has contributed to the professional deployment of records management and the expansion of the records infrastructure. However, at this time, it is necessary to introduce a new evaluation system because of various problems including ranking and insufficiency of feedback measure. Therefore, we attempted to identify the problems and suggest the direction of improvement by analyzing the status of the evaluation system for records management in public institutions and collecting opinions from various sectors. The directions of the new institutional evaluation on records management based on the analysis of the problems are a step-by-step introduction, the selection of customized evaluation indicators according to institutional characteristics, the introduction of the governance system, self-evaluation by selecting autonomous indicators of institutions, and the strengthening of the consulting function of the National Archives of Korea.
