초록
이 연구는 이용자가 기록을 쉽게 ‘발견’하고, 기록의 의미를 이해할 수 있도록 지원하는 온라인 검색가이드의 설계 방향을 모색하기 위한 것이다. 이를 위해 영국, 미국, 호주, 우리나라 국립보존기록관들의 검색가이드 사례를 분석하였다. 가이드의 명칭과 접근 방식, 개발 대상과 범주, 구조와 연계정보를 중심으로 조사하였고, 이를 다시 접근성, 다양성, 체계성, 일관성, 연계성 측면에서 종합적으로 분석하였다. 이를 토대로 국가기록원이 검색가이드를 개발할 때 고려해야 할 사항을 제시하였다.
Abstract
This study investigates the current state of online research guides of the national archives of four countries including the UK, the USA, Australia, and Korea. It also analyzes the name and accessibility, subject coverage and categorization, number of guides completed, and structure and types of resources linked with each guide. The examined online research guides are evaluated based on accessibility, variety, systematization, consistency, and hyperlinks. Based on the analyses, it suggests the directions of designing research guides for the National Archives of Korea.
초록
기록관은 이용자의 다양한 요구에 따라 변화하여 왔다. 초창기 기록관에서의 업무 수행은 자료의 수집 및 보존에 치중되었지만, 지금은 자료의 보존 뿐 아니라 활용에 대하여 많은 관심을 갖고 있다. 따라서 기록관들은 이용자 중심의 적극적 서비스를 제공하기 위하여 많은 노력을 기울이고 있다. 본 연구에서는 중앙기록물 관리기관인 국가기록원에서 2005년 서비스혁신팀을 신설하여 지난 2년간 수행한 각종 서비스 프로그램을 소개하고 이와 병행하여 선진기록국인 미국립기록관리청, 영국 기록관리청에서 수행하는 기록정보 서비스 내용을 소개하여 향후 벤치마킹을 할 수 있도록 하였다. 아울러 새로운 이용자를 창출하기 위한 서비스 프로그램 영역의 확대와 기록홍보의 중요성을 제언하면서 선진기록관의 기록정보 서비스 표준지침을 수록하여 국내 기록관련 유관기관의 향후 기록정보 서비스 정책을 수립하는데 기초 자료로 제시하였다.
Abstract
Archival organizations have been evolving to varying users' needs. The main functional focus of earlier archival organizations has inclined to collection and preservation of data, but their current interests expand to utilization of the data collected. Therefore, today's archival organizations endeavor to procure user-oriented archival information service. This study highlights the programs initiated in last two years by ‘Service Innovation Team', a special task force of National Archives of Korea organized in 2005, and presents comparative analysis of those programs with respect to the existing archival systems of National Archives and Records Administration of USA and The National Archives in UK. Additionally, the study, while emphasizing the importance of enlarging and diversifying service programs as well as promoting public awareness over archive resources, introduces the service standards of advanced nations as benchmarks for future archival service policies of pertinent organizations.

기록 기술은 기록의 검색과 이용에 필수적인 도구로써 기록의 활용에 있어 핵심적이다. 콘텐츠 서비스는 기록의 활용과 콘텐츠의 중요성이 강조되는 현대 사회에서 핵심적인 서비스다. 이 연구에서는 기록 기술과 콘텐츠 서비스를 다른 영역으로 볼 것이 아니라 상호보완적으로 발전할 수 있는 관계로 보았다. 기록 기술이 풍부하게 갖추어져 있으면 이를 기반으로 양질의 콘텐츠를 제작할 수 있고, 이렇게 만든 콘텐츠를 다시 기록 기술과 연계하여 기록 기술을 더욱 풍부하게 만들 수 있다. 이 연구에서는 기록 기술과 콘텐츠 서비스의 상호보완적 관계 밝히고, 이를 기반으로 한 고도화 방안을 제안하고자 한다. 이를 위해 국가기록원과 대통령기록관 웹사이트의 기록 기술 및 콘텐츠 서비스 현황과 문제점을 분석했고, 이와 비교할 모범사례로 영국의 TNA와 미국의 NARA, 서울기록원과 민주화운동기념사업회 오픈아카이브를 선정하였다. 6개의 기관을 분석한 시사점을 바탕으로 기록 기술과 콘텐츠 서비스 각각의 고도화방안과 상호보완적 발전방안을 함께 제안하였다. 이 연구를 통해 기록 기술과 콘텐츠 서비스가 상호보완적 방향으로 발전하길 기대해본다.
Abstract
Archival descriptions are significant in utilizing archives, as they are important tools for archival research and use. Meanwhile, content services are key services in modern society, where the use of archives and the importance of content are increasing. In this study, archival descriptions and content services were not viewed as different areas but as a relationship that could advance complementarily. This is because if archival descriptions are rich and well-prepared, high-quality content can be produced based on them, and archival descriptions can be enriched if well-made content is supplemented or linked to the descriptions again. This study intends to reveal the complementary relationship between archival descriptions and content services and propose an advancement plan based on this relationship. As such, the current status and problems of the archival descriptions and content services of the National Archives of Korea and the Presidential Archives website were analyzed, and the UK's National Archives (TNA), the USA's National Archives and Records Administration (NARA), the Seoul Metropolitan Archives, and the Korea Democracy Foundation's Open Archives were selected as exemplary cases for comparison. Based on the implications of the six analyzed institutions, an advancement plan for archival descriptions and content services, as well as a complementary development plan, was proposed. Through this study, it is expected that archival descriptions and content services will develop in a mutually complementary direction.
