초록
이 연구는 새로운 기록관리 패러다임에 맞는 지방기록물관리기관의 역할을 제시하기 위한 것이다. 지방기록물관리기관은 다른 영구기록물관리기관과 다른 고유하면서도 다차원적인 업무영역과 역할을 가지고 있으나 현재 공공기록물관리법에 규정된 지방기록물관리기관의 역할은 중앙 중심적이고 협소하다. 이 연구에서는 서구에서 지난 150여 년간 변천을 거듭해온 보존기록관리의 패러다임을 살펴보고, 새로운 패러다임이 주는 시사점에 근거하며 지방기록관리의 방향을 제시하였다. 아울러 지방기록물관리기관의 역할을 재규정할 수 있도록 공공기록물관리법의 개정 방향을 제안하였다.
Abstract
The purpose of the study is to reformulate the roles of local archives, reflecting the new archival paradigm. Archives management of local authorities is different basically from that of central administration agencies. This paper analyses four stages of archival paradigm shifts in Western archival communities, and finds some implications for roles and responsibilities of local archives and local archivists. Finally, it suggests the directions of local archives management and revision of related articles in Public Records Management Act.

본 연구에서는 마을 아카이브 구축시 고려해야 하는 수집전략을 제안하기 위해 부산 산복도로의 마을 아카이브 구축을 위해 수립한 수집전략을 소개하였다. 먼저 마을 아카이브의 역할을 정의하고 산복도로 아카이브의 비전 및 목표를 정리하였다. 비전에 따라 산복도로 아카이브에서 지역과 주민들의 삶을 아카이빙하기 위한 도큐멘테이션 전략 수립과정과 수집방안을 소개하였다. 산복도로 아카이브는 특정한 주제, 사건, 장소 등에 대한 구체적인 수집을 위해 수집연표를 통한 자료수집, 장소정보 수집, 개인이야기 수집의 전략수립 방안과 아카이브 개관 후 운영프로그램을 통한 수집활동인 일반수집으로 구분하여 수집방안을 수립하였다.
Abstract
In this study, the local archives suggested that consideration should be given to creating your strategy to the corridors of the local archives to Busan Sanbokdoro to build a acquisition of strategies to establish. First, the role of the local archives and organize the vision and goals of the Sanbokdoro archives. The residents of the region from the Sanbokdoro archives depending on the vision of the life orientation commands queue for archiving documentation strategies and acquisition plans were introduced. Sanbokdoro archives for specific topics, events, places, and so on, gather for a specific acquisition strategy and operating program through acquisition activities after the opening of the archives is to establish measures to acquisition the General acquisition.

기록관리혁신이 지방행정기관까지 확산되고 있는 지금, 지방공기업에서 생산되는 기록물도 행정적인 가치와 지방 고유의 성격을 지닌 공공기록물로서 체계적인 관리와 보존이 필요하다는 문제의식에서 부산광역시 산하 지방공기업을 대상으로 기록물 관리 현황을 파악하고자 하였다. 부산광역시 산하 11개의 지방공기업 중에서 공공기록물 관리에 관한 법률에서 기록물 관리를 해야 하는 대상기관으로 지정하고 있는 지방공사와 공단 5개 기업을 대상으로 사례연구를 실시하였고, 문헌연구와 담당자와의 면담 및 전화인터뷰를 실시하여 연구에 필요한 자료를 획득하였다. 그리고 이를 바탕으로 기록물 관리 현황을 파악하고 문제점을 지적하여 개선방안을 도출하고자 하였다. 기록물 관리 현황은 생산접수, 분류정리, 이관폐기, 보존, 활용으로 나누었고 기록관의 설치 및 전문인력의 배치 여부, 그리고 구체적인 계획이 수립되어 있는지를 알아보았다. 지방공기업의 기록물 관리 업무를 개선하기 위하여 기관 내의 인식변화와 지방자치단체 및 국가기록원의 지도와 감독을 제안하였다.
Abstract
The purpose of this study is to examine the present conditions and to raise several points on the records management of the local public enterprise. On the basis of these finding we shall offer remedies to raise the efficiency of records management. Five local public enterprises under the umbrella of Busan Metropolitan City were selected. They supplied a general picture of the actual management status of public records. To improve the task of records management in local public enterprises, certain topics need to be addressed. Local Government should emphasize the importance and necessity of records management to all the staff of the local public enterprises. And the local autonomous entities and National Archives & Records Service should impose a duty on the records management of public enterprises and supervise it regularly.

근대는 시공간의 압축 시대다. 근대 부산의 시간을 압축시킨 중심축은 기차와 전차다. 기차와 전차 등 근대교통의 발달은 근대도시의 시공간적 성격을 변화시켰다. 근대의 상징이라고 할 수 있는 기차와 전차를 통해 근대도시 부산의 로컬리티를 찾으려고 하였다. 근대도시 부산의 발달은 근대성과 식민지 수탈성을 담보하고 있다. 로컬리티 기록은 로컬과 관련된 인간의 경험을 읽어낼 수 있는 자료이다. 근대교통과 관련된 ‘로컬리티의 기록화’는 근대도시 부산의 로컬리티를 읽어내기 위한 작업이다. 교통이 지역사회, 지역사람들의 일상, 공간변화와 어떻게 상호 연관을 가지는지를 이해할 수 있다. 본 연구는 그것을 위한 작은 시도다.
Abstract
The modern age is such an era of time and space compressed. The central axis having compressed the time of the modern Busan city was the very trains and trams. The development of the means of modern transportation, such as trans and trams, came to change the time-space characteristics of cities in the modern age. Through trains and trams regarded as symbols of modern cities, this study attempted to find the localities of Busan as a modern city. The development of the modern Busan city was actually based on modernity and colonial exploitation. Documents of localities provide data to read humans' local-related experiences. ‘Documenting localities' related to the means of modern transportation is a work process to read the localities of Busan in the modern age. Through this process, it is possible to understand how means of transportation can be correlated with a local community, local residents' daily lives and spatial change. Overall, this study is such a small attempt for this concern.

지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

본 연구는 디지털 아카이브의 온라인 서비스 개선방안을 위한 연구로써 지역 아카이브의 검색서비스 개선을 위한 고려사항을 제안하는데 목적이 있다. 이에 본 연구에서는 선행연구와 함께 국내 지역 아카이브에서 제공하고 있는 검색도구와 기록콘텐츠 및 컬렉션을 분석하여 평가요소를 도출하였다. 이후 개발된 평가요소 및 항목의 검증을 위해 전문가 5명을 대상으로 면담을 실시하였다. 본 연구에서 제안한 평가요소 및 고려사항을 통해 기관의 검색서비스를 객관화하여 파악할 수 있을 것이며 향후 실무자들이 업무에 활용할 수 있는 기초자료가 될 수 있을 것이다. 나아가 검색서비스 개선에도 도움이 될 것으로 기대된다.
Abstract
This study aims to propose considerations for improving search services in local archives. In this study, evaluation areas and factors were derived through the analysis of previous research and case studies of finding aids and archival contents in local archives. Afterward, an interview was conducted with five experts to verify the developed evaluation area and factors. Through the evaluation factors and considerations suggested in this study, it will be possible to objectively identify the search service of the institution. In addition, it is expected that practitioners can use it as basic data in the future, and furthermore, it will help improve the search service.

이 연구는 부산지역 철도역에서 소장하고 있는 기록들을 조사하여 그 현황을 밝히고, 이 기록들이 로컬리티의 기억을 재구성하는 데에 있어서의 의미를 살펴보았다. 부산지역에 소재한 17개의 철도역을 방문하여 소장 기록을 조사한 결과, 1) 공공영역의 기록관리에서 이탈된 기록이다. 2) 주요 기록 유형은 역사(驛史)와 역세보고서, 운수운전설비카드, 사진 자료, 기타 자료의 다섯 가지 유형으로 나눌 수 있다. 3) 폐기나 분실 등의 이유로 각 역마다 소장 기록의 규모에는 차이가 있다. 4) 각 유형별 기록들은 대체로 비슷한 서식을 가지고 있다. 특히 역사(驛史)나 역세보고서 등에 담긴 서술과 이미지는 역의 모습, 역 주변의 경관, 지역민들의 생활상과 경제상 등 다양한 모습을 보여주고 있어 로컬리티의 기억을 재구성하는 데 의미가 있음을 확인할 수 있었다. 철도역 소장 기록과 함께 각 기관에 흩어져 있는 공기록, 사기록의 잔존양태를 파악하여 로컬리티의 기억을 재구성해야 하며, 구술기록을 통해 결락을 메울 것을 제안한다.
Abstract
This paper surveyed records and archives which the railroad stations in Busan possesses and illustrated the status of them. Also we examined whether records and archives of railroad stations contain the memories of localities or not. We visited 17 railroad stations in Busan and we found that 1) the archives in railroad station are fugitive archives 2) the records or archives are classified into five categories, ‘station's history', ‘report on station-adjacent area', ‘report of drive and transport', ‘photos’, and ‘other materials’ 3) the volume of such archives in 17 stations are different because of disposal or missing 4) Each archives in same category have same form. Especially the descriptions and images in ‘station's history', ‘report on station-adjacent area' represent much to memories of locality, but we also must examine the public records, private records related railroad station in Busan for documenting localities. To bridge the gap we suggest to collect oral records by relevant persons.

이 글은 동작구 공공도서관에서 운영했던 기록사업을 바탕으로 공동체 아카이브의 지속 가능성에 대한 방법을 모색하고자 쓰여졌다. 동작구는 2013년 9월 지역 내 대표 구립도서관이 설립된 이후 지역의 공공기관을 중심으로 지역의 기록을 수집한다는 목적으로 현재까지 지역 아카이브 사업을 운영하고 있다. 지역의 기록을 공공도서관에서 수집하여 활용한다는 것은 어찌보면 국가나 시⋅도 차원의 시스템이 부재하다는 것과 비슷한 맥락일 수도 있다. 이에 동작구 공공도서관에서 지역 아카이브 사업을 하는 과정 속에서 겪었던 고민과 경험을 공유하여 지속가능성에 대한 방향을 제시하고자 한다.
Abstract
This article delves into community archives based on the archival project of Dongjak-gu Public Library on the search toward sustainability. Dongjak-gu has conducted a local archiving project that involves collecting local records, focusing on the role of local public institutions as representative districts in the local region after the library was established in September 2013. Thus far, we are managing the project and records that are piled at the public library, and as the placement for archiving local records conducted in a local public library does not match its role, the national/city/province system for archiving local records faces a challenge for long-term sustainability. Therefore, we would like to present an idea for sustainability by discussing our concerns and experiences in this paper.

이 연구의 목적은 공간을 기반으로 한 지역기록의 구조화 가능성을 실험하는 것이다. 문헌연구를 통해 공간은 지역기록의 이용과 이해를 지원할 수 있는 중요한 기록 맥락으로 여겨질 수 있음을 확인하였다. 이에 공간을 독립 개체로 추가한 공간 중심의 기록 모형을 정의하였으며, 이에 따라 사례 지역과 기록을 대상으로 구조화 실험을 진행하였다. 실험은 CIDOC CRM 6.0 버전을 사용하여 진행하였다. 사례 공간인 부산항을 거점으로 확인된 기록 중 5개 유형을 사례로 구조화하였다. 실험을 통해 공간은 기록을 포함한 다양한 개체와 다양한 연관 관계로 구조화될 수 있었다. 최종적으로 공간은 지역기록 구조화에 있어 독립 개체로 정의될 수 있음을 확인하였으며, 기록의 맥락 이해를 지원하는 주요 개체로 다루어질 수 있음을 확인하였다.
Abstract
This study aims to examine the capability of organizing local records. Based on literature reviews, this study identified that space can be a useful context of records. Accordingly, it designed a records model on additional space entity. It attempted to organize five sample records based on the space of the port of Busan (Busanhang) using CIDOC CRM (6.0). In conclusion, it presented that a space entity provides relations across other entities. As such, it is possible to propose a defining space entity when designing records model that can support the understanding of records' contexts.

본 연구는 지방자치단체 기록연구사의 업무를 명확히 밝히고 IPA를 활용한 직무분석, 고용형태․경력별로 업무에 대해 인지하는 차이와 특성을 규명하여 업무 운영에 효과적인 기초자료를 제시하는 것이 목적이다. 이를 달성하기 위하여 지방자치단체 기록연구사의 업무를 분석하고 설문조사를 실시하였으며, 통계분석과 IPA Matrix 분석을 실시하였다. 분석의 결과를 토대로 도출한 문제점에 대한 개선방안으로 지방기록물 관리기관의 설치, 업무 수행을 위한 예산 확보, 처리과 직원에 대한 교육, 조직 내 타부서와의 협업 및 보조인력 활용, 고용형태별․경력별에 따른 직무 재교육을 달리할 것 등을 제안하였다.
Abstract
The purpose of this study is to clarify the work of a local government records manager, provide job analysis using importance–performance analysis (IPA), and define the differences and characteristics in the perception of the work by employment and career type with the aim of providing basic data on effective business operation. To this end, this study conducted statistics analysis and an IPA matrix after analyzing the work of records managers in the local government and conducting surveys. Based on the analysis results, this study suggests installing a local archives management institution, securing the necessary budget for performing works, training staff, calling for assistant staff and collaborative work between other departments within the organization, and retraining of jobs differently based on the difference in perception of work by employment type and career as solutions.
