초록

Abstract

Through this study, the following proposals were made to secure the operability of local governments’ records management systems (RMSs). First, for the stable operation and maintenance of RMS, establishing a noninterruptible system with regular operation support is necessary. Second, improving the maintenance quality above a certain level by establishing an integrated RMS maintenance system is imperative. Third, systematically managing the RMS infrastructure compatibility list should be vital to provide clear standards for maintaining local governments’ RMS structure.

오늘날 대부분의 아카이브가 소셜미디어를 통한 기록서비스를 제공하고 있지만, 효과는 매우 저조하다. 본 연구는 영구기록물관리기관이자 광역지방자치단체 지방기록물관리기관인 경남기록원과 서울기록원을 중심으로 소셜미디어 기록서비스가 미진한 원인을 분석하여 개선방안을 제시하고, 고전적인 기록서비스와 소셜미디어가 상호 성장하여 시너지효과를 일으킬 수 있는 방안의 설계를 목적으로 하였다. 문헌연구를 통해 소셜미디어별 특성과 메커니즘을 파악하였으며, 현황 분석을 통해 경남기록원과 서울기록원의 소셜미디어 운영 실태를 파악하고, 내부 문건을 검토하여 공통적인 문제점을 도출했다. 보다 상세한 분석을 위해 기관 기록서비스 담당자와 인터뷰를 진행했으며, 국내 유관기관과 해외 아카이브의 소셜미디어 운영 사례를 분석하여 아카이브에 적용할 수 있는 방안을 검토했다. 이를 바탕으로 새로운 기록서비스 프로세스를 구축하고, 소셜미디어별 전략적 운영 방안을 제안함과 동시에 기존의 기록서비스와 상호성장 할 수 있는 방안을 설계하였다.

Abstract

Today, most archives provide recording services through social media; however, their effectiveness is very low. This study aimed to analyze the causes of insufficient social media recording service, focusing on Gyeongnam Archives and Seoul Metropolitan Archives, which are permanent records management institutions and local government archives, and design ways to create synergy by mutual growth with classical recording service. Through literature research, the characteristics and mechanisms of each social medium were identified, and the institutions' current status of social media operations and internal documents were reviewed to analyze the common problems. An in-depth analysis was conducted by interviewing the person in charge of recording services at each institution. In addition, a plan that can be applied to archives was proposed by reviewing the cases of social media operations of domestic-related institutions and overseas archives. Based on this, a new recording service process was established, strategic operation plans for each social medium were proposed, and a plan to mutually grow with the existing recording service was designed.

ISO 30301 기록경영시스템 표준 제정으로 인해 기록관리가 경영적 차원에서 추진될 수 있는 표준체계가 마련되었지만, 인증을 받은 기관은 극소수이며 알려진 사례도 많지 않다. 이 연구의 목적은 ISO 30301 표준 인증을 획득하고자 하는 공공기관에 적합한 기록경영시스템을 구축할 수 있는 필수 요건을 제시하며, 실무적으로는 우수한 성공 사례를 통해 인증 관련 제반 사항을 숙지하여 표준을 도입하는 데 도움이 되고자 한다. 이를 위해 먼저 인증을 획득한 공공기관 및 지방자치단체의 출자⋅출연기관의 사례와 인증기관을 조사하여 분석하였다. 정보공개청구를 통한 내부문서 분석을 진행하였고, 공공기관 직원 4명과 인증기관 심사원 1명에 대한 인터뷰를 통해 인증심사 과정을 경험한 담당자 개인의 노하우와 전문지식을 포착하였다. 사례연구를 통해 인증을 획득하려는 기관이 효과적으로 인증을 획득할 수 있도록 1단계에서 5단계까지 수행 범위를 나누어 ‘ISO 30301 표준 인증 프로세스’를 제시하였다. 마지막으로 이를 토대로 인증을 효과적이고 실질적으로 획득하는 방안을 5가지로 제안하였다.

Abstract

Although the ISO 30301 Management Systems for Records (MSR) Standard has established a standard system for records management to be promoted at the management level, only a few institutions have been certified, and there are few known cases. The purpose of this study is to present essential requirements for the establishment of MSR suitable for public institutions that want to acquire ISO 30301 standard certification, and through excellent cases of success in practice, various matters related to certification were used to help in the introduction of the ISO 30301 standard. In this study, cases of certified public institutions, local government funding agencies, and certification bodies (CB) were investigated and analyzed. In addition to the analysis of internal documents obtained through information disclosure requests, interviews were conducted with four public agency employees and one certification body auditor to capture the know-how and expertise of the individuals in charge who went through the certification screening process. Through the case study, the scope of the performance was divided into 1 to 5 stages so that organizations that want to acquire the certification can effectively obtain a certification, and the ISO 30301 Standard Certification Process was presented. Lastly, five ways were proposed to ensure that certification could be obtained effectively and practically.
