초록
지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

본 연구는 2010년에서 2019년까지 정부합동감사에서 지적된 처리과 기록물관리 현황을 분석하였다. 15개 지방자치단체 총 43개의 감사결과를 대상으로 정량분석을 통해 처리과 기록관리 업무영역별 문제점을 다각도로 파악하였으며, 연도별 기록관리 지적사항을 분석함으로써 처리과 기록물관리 문제점을 알아보고 시사점을 도출하였다.
Abstract
This study analyzes the current status of records management in the creation organization of records identified in the joint government audit from 2010 to 2019. Various methods for quantitative analysis were conducted on 43 audit results from 15 local governments to identify problems in each area of records management for the creation organization of records. In particular, the problems were identified through an analysis of the problems in records management by year. Furthermore, implications in processing and records management were also derived through the identification of the problems in such areas and the relationships with the officer in charge of records management.

국내의 많은 지방자치단체에서는 지역에서 발생하는 사건들에 대한 시청각 기록물을 사람들이 쉽게 열람할 수 있도록 온라인 서비스를 제공하고 있다. 그러나 지자체들의 현재 사진 기록물 관리 방식은 표준적인 메타데이터가 부재하고 사진의 정보를 활용하지 않기 때문에 지자체 간 호환성과 검색 편의성이 낮은 문제점을 가진다. 이와 같은 문제점을 개선하기 위해, 본 논문에서는 국내 지자체 사진 기록물의 효율적 관리를 위한 메타데이터 설계와 기계학습 기반 자동 인덱싱 기술을 제안한다. 먼저, 본 논문에서는 국내 지자체 사진 기록물에 특화된 메타데이터를 설계하여 지자체 간 사진 기록물의 호환성을 높이고, 사진의 기본 정보와 특성을 나타낼 수 있는 요소들을 메타데이터 항목에 포함함으로써 사진 기록물의 효율적인 관리를 가능하게 한다. 또한, 기계학습 기술을 기반으로 사진의 사건과 카테고리를 반영하는 정보인 사진 속 텍스트와 객체를 자동 인덱싱하여, 사진 기록물 검색 시 사용자 검색의 편의성을 높인다. 마지막으로, 본 논문에서는 제안한 방법을 사용하여 국내 지자체 사진 기록물에서 텍스트와 객체를 자동으로 추출하고, 추출한 내용과 기본 정보를 본 논문에서 설계한 사진 기록물 메타데이터 항목에 저장하는 프로그램을 개발하였다.
Abstract
Many local governments in Korea provide online services for people to easily access the audio-visual archives of events occurring in the area. However, the current method of managing these archives of the local governments has several problems in terms of compatibility with other organizations and convenience for searching of the archives because of the lack of standard metadata and the low utilization of image information. To solve these problems, we propose the metadata design and machine learning-based automatic indexing technology for the efficient management of the image archives of local governments in Korea. Moreover, we design metadata items specialized for the image archives of local governments to improve the compatibility and include the elements that can represent the basic information and characteristics of images into the metadata items, enabling efficient management. In addition, the text and objects in images, which include pieces of information that reflect events and categories, are automatically indexed based on the machine learning technology, enhancing users’ search convenience. Lastly, we developed the program that automatically extracts text and objects from image archives using the proposed method, and stores the extracted contents and basic information in the metadata items we designed.

본고는 공주의 지역 정체성 확립과 공주학 연구의 토대 마련을 위하여 지역과 관련된 다양한 분야의 자료를 수집 및 데이터베이스화하여 많은 사람들이 쉽게 이용할 수 있도록 하는 ‘공주학아카이브’ 구축과정을 소개한다. 공주학아카이브는 공주시와 공주대학교 두 기관의 상생발전협약에 따라 구축됨으로써 기초지방자치단체에서 구축된 지역학아카이브의 선구자적 역할을 해왔다고 자부한다. 이에 공주학아카이브를 구축하는 과정에서 겪은 고민과 경험을 공유하여 전국의 지역학아카이브 구축기관들과 상생발전 할 수 있기를 기대한다.
Abstract
This article introduces the process of building Gongjuhak Archive that collects and databases data from various fields related to the region, enabling people to easily establish Gongju locality and lay the foundation for Gongju Studies. Gongjuhak Archive is built in accordance with the win-win development agreement between both Gongju City and Gongju University, and is proud to have played a pioneering role in the regional studies archive established by the local government. Therefore, we hope to share our concerns and experiences in building Gongjuhak Archive and to successfully develop it with regional studies archive building institutions across the country.

그동안 공기업의 기록물관리는 국가기록원 직접관리기관 공기업과 특별시⋅광역시 소재 지방공기업을 중심으로 연구가 수행되었고, 기초 지방자치단체 산하에 있는 지방공사⋅공단의 기록물관리는 지금까지 사실상 사각지대에 놓여 있었다. 이에 본 연구에서는 경기지역 일반 시⋅군 단위에 소재한 시설관리공단을 대상으로 기록물관리 현황을 살펴봄으로써 향후 이를 개선 및 발전시키는데 참고할 수 있는 기초자료를 마련하고자 하였다. 경기지역에 소재한 시설관리공단 중 기록물관리 담당자가 있는 8개 기관을 대상으로 설문조사, 전화인터뷰를 진행하여 기관의 기록물관리 현황을 살펴본 결과, 시설관리공단의 기록물관리는 어려운 여건 속에 많은 개선점을 남겨두고 있는 것으로 확인되었다.
Abstract
The record management of public enterprises under basic local governments has been in a blind spot while many studies have been mainly conducted on public enterprises directly managed by the National Archive of Korea and local public enterprises located in metropolitan cities. Hence, this study aims to examine the current status of Facilities Management Corporations’ records management in local cities and counties of the Gyeonggi area, and to suggest improvement measures with some basic data as a reference. After conducting a survey and telephone interviews with eight record management officers from Facilities Management Corporations, the results of this study found that record management of them was in hard conditions with many improvements needed.
