초록
본 연구의 목적은 ISO 30300 기본사항에서 제시하고 있는 MSR 원리와 ISO 30301 요구사항의 세부 내용을 분석함으로써 이에 대한 전반적인 이해의 폭을 넓히고 궁극적으로는 향후 MSR 구축하고자 하는 조직에게 개념적인 틀을 제공하고자 함이다. 본 연구의 목적을 달성하기 위하여 2011년 발간된 ‘ISO/FDIS 30300 MSR—기본사항 및 용어’와 ‘ISO/FDIS 30301 MSR—요구사항’간의 관련성을 매트릭스 다이어그램을 사용하여 분석하였다. 분석결과 MRS 요구사항은 원리를 바탕으로 수립되었기 때문에 모든 원리가 개별 요구사항 조항과 직․간접적으로 관련성을 보이고 있다는 것을 확인하였고, 그 중 특히 ‘프로세스 접근법’ 원리가 가장 강조된 것을 알 수 있었다.
Abstract
The purpose of this study is to analyze the 7 principles of ISO 30300 and the requirements of ISO 30301 to provide the conceptual frame of MSR for various organizations providing a comprehensive understanding of the standard series. To achieve the aim of this study, we analyzed the relationship between ‘ISO/FDIS 30300 MSR—Fundamentals and Vocabulary' and ‘ISO/FDIS 30301 MSR—Requirements' using the Matrix Diagram approach. The results show that there exist some level of relationships between principles and requirement either directly or indirectly, however, ‘Process approach’ principle seems the closest relationship among them.
초록
공공기관에는 공공성과 함께 기업성을 보유하는 공기업이 포함되어 있으나 공공기관 기록관리에 필요한 제도나 정책수립에 공기업의 특성을 반영하는 노력이 부족하다. ISO는 기록관리 표준이 가지는 한계를 극복하고자 패밀리 구조의 기록경영시스템 표준인 ISO 30300을 개발하였고 국내에서도 이를 산업표준으로 받아들였다. 이는 기록관리가 실무차원에서 벗어나 경영적 차원에서 추진될 수 있는 표준 체계가 마련된 것이며, 기록관리 인증제 도입을 예고하는 것이다. 이에 공기업의 특성과 기록경영 도입의 필요성을 살펴보고 공기업이 기록경영 도입을 위해 필요한 기록경영 구성 요소를 분석하였다. 이를 통해 공공기관 기록관리 평가체계에 공기업 기록경영 요소를 반영할 것과 공기업이 기록경영 도입을 위해 필요한 요건을 제안하였다.
Abstract
A public enterprise is part of the public sector, and public enterprises possess entrepreneurship. However, the characteristics of a public enterprise have not been reflected in the public records management system. In 2011, the ISO 30300 Series, a records management system, was developed. This indicates a more comprehensive management approach with regard to records management. Moreover, an introduction of the certification system of the ISO 30300 Series is expected. Therefore, this study reviews the characteristics of public enterprises and the necessity of introducing a records management system as well as analyzes the factors for its introduction. It also suggests an improved evaluation index and the requirements for public records management.
