초록
한국의 기록관리는 행정적 발전을 이룬 데 반하여, 민간기업은 물론이고 기록관리가 정착되고 있는 공공기관에서도 경영진은 물론 직원들의 기록관리에 대한 인식이 상당히 부족하다. 이는 기록관리 영역이 기관의 경영 전략의 하나로 포함되어야 할 필요성을 보여주고 있다. 반면 지식경영은 경영의 한 축으로 오랜 시간 연구되어 왔다. 이에 이 연구에서는 ISO 15490-1:2016의 기록관리 프로세스와 지식경영 프로세스를 비교 분석하였다. 또한, ISO 30301에서 제시한 기록경영 구성 요소와 ISO 30401에서 제시한 지식경영의 구성 요소를 비교 분석하여서 기록경영이 지식경영과 같이 경영의 한 축이 될 수 있는지 확인하였다. 마지막으로 프로세스들과 경영 요소들의 비교 분석 내용을 토대로 기록관리와 지식경영의 통합모델을 제시하였고 통합모델 실행방안을 경영의 관점, 정보 거버넌스 관점으로 제시하였다.
Abstract
Although Korea’s records management has achieved administrative development not only in private companies but also in public institutions, administrators and employees still lack awareness in records management. Nevertheless, knowledge management has been studied for a long time as a pillar of administration. Thus, this study compared and analyzed the records management process suggested in ISO 15489-1:2016 and the knowledge management process. In addition, by comparing and analyzing the records management components suggested by ISO 30301 and those of knowledge management suggested by ISO 30401, it was confirmed whether records management could be an axis of management similar to knowledge management. Moreover, an integrated model of records management and knowledge management was presented based on the comparative analysis of processes and management elements, and its implementation was presented from administrative and information governance perspectives.

최근 ISO 15489 개정판에서는 기록의 평가에 관한 표준화를 시도하였다. 어떠한 기록이 중요하며 어떠한 방식으로 선별할지는 국가 및 지역, 조직마다 서로 상이하기 때문에 그동안 표준화된 원칙 및 방법론 적용이 어려웠고, 이러한 이유로 인해 평가를 둘러싸고 수많은 이론 및 방법론이 제기되어 왔다. 하지만 ISO 15489 개정판에서는 평가에 대한 새로운 시각을 기반으로 최근의 기록생산 환경에서 전 세계적으로 적용 가능한 평가의 표준화 기반을 마련하였다. ISO 15489는 레코드 컨티뉴엄 이론을 기초로 전자기록 환경에 부합하는 기록관리의 원칙 및 방법론을 제시한다는 점에서, ISO 15489 개정판에서 제시하는 평가 원리 및 방식은 심층적으로 분석될 필요가 있다. 이에 본고에서는 최근의 전자기록 환경에 부합하는 평가 상의 개선방향 모색을 위한 일환으로, ISO 15489 개정판에서 제시하는 평가의 개념 및 논리를 분석하였다. 이를 위해 우선 ISO 15489 개정판의 평가 논리가 도출된 배경 파악을 위해, AS 4390의 제정부터 ISO 15489 개정작업이 이루어지게 된 연원을 고찰하였다. 이를 기반으로 ISO 15489 개정판에서 제시하는 평가 개념 및 논리를 고찰한 후, 중요기록 선별의 전제가 되는 평가의 준거 및 절차를 분석하였다.
Abstract
In recent years, ISO 15489-1:2016 has attempted to standardize the appraisal of records. It is difficult to apply standardized principles and methodologies to the appraisal of records because it is different for each country, region, and organization to distinguish what kind of records are important and how to select them. For this reason, numerous theories and methodologies have been proposed around the appraisal of records. ISO 15489-1:2016, on the other hand, has laid the groundwork for the standardization of the appraisal of records that are applicable globally in recent record management environments based on a new perspective on the appraisal of records. ISO 15489 presents the principles and methodology of records management that are consistent with the electronic record environment based on the record continuum theory, and the principles and methods on the appraisal of records presented in ISO 15489-1:2016 need to be analyzed in depth. This paper analyzes the concept and the logic of the appraisal of records presented in ISO 15489-1:2016 to find an improvement direction in accordance with the recent electronic record environment. For this purpose, it reviewed courses from the enactment of AS 4390 to the revision of ISO 15489 to understand the background of the appraisal principles of ISO 15489-1:2016. Based on this, the appraisal concepts and principles presented in ISO 15489-1:2016 were examined, and the process of the appraisal was analyzed.

ISO 15489-1 2016년판의 가장 큰 변화는 현용기록 관리에 ‘평가(appraisal)’를 핵심 절차 중의 하나로 다루고 있다는 점이다. 2018년 11월에는 ISO 15489-1(2016)에서 제시한 평가의 개념과 원칙을 실무에 적용할 수 있는 방법론을 설명하기 위하여 기록 평가국제표준으로 ISO/TR 21946(Information and documentation - Appraisal for managing records)이 발간되었다. 본고에서는 이러한 국제표준에 나타난 평가 개념과 특징, 실제 적용 시 고려해야 할 내용을 중심으로 분석하였다. 특히, ISO/TR 21946에서 제시한 평가 프로세스를 각 단계별로 정리하고, 해당 프로세스를 국내 대학 사례에 적용해봄으로써 국제표준의 기록 평가방법론을 국내 기록관리 환경에 어떻게 적용할 수 있는지 모색하였다. 이 연구는 새로운 기록 평가국제표준에 대한 이해를 높이고, 국내 기록관리 및 평가 제도의 개선 방향 모색에 기초가 될 수 있을 것이다.
Abstract
A significant change in the ISO 15489-1:2016 is the appraisal of records becoming one of the key procedures in managing current records. In November 2018, ISO/TR 21946 (Information and Documentation - Appraisal for managing records) was published as the international standard for the appraisal of records, explaining the methodology for the application of the concepts and principles of appraisal in ISO 15489-1. As such, the concept of appraisal and the characteristics of the contents presented in these international standards were examined in this paper. In particular, the appraisal methodologies of ISO/TR 21946 and how it can be applied to the Korean records management environment were investigated by analyzing the appraisal process proposed in ISO/TR 21946 at each step and applying the process to Korean university cases. Moreover, this paper is expected to be the basis of improving the understanding of new international standards for the appraisal of records and finding ways to improve records management and appraisal systems in Korea.

시소러스는 분류체계의 분류명을 제어해 주고, 분류표의 색인 역할을 수행할 수 있다. 기록관리에 있어서 시소러스는 기능어를 제어하고, 검색의 접근점을 확장시켜 기능분류체계를 보완해 준다. 그런데 최근에는 정보환경의 변화와 시소러스 구축 및 활용 시스템의 발전으로 시소러스 구축에 관한 국제표준인 ISO 25964가 개정되었다. 또한 기록관리 전반에 대한 국제표준인 ISO 15489의 제1부도 2016년에 개정되었다. 또한 영국의 IPSV나 유럽의 EuroVoc, 뉴질랜드의 FONZ 등은 최근의 경향을 반영하여 효과적으로 시소러스를 구축하고 연계하고 있었다. 이에 본 연구에서는 체계적인 기록관리를 위한 시소러스 구축지침을 관련 표준과 사례 측면에서 살펴보고, 현재의 우리나라 기록관리 분야 시소러스 구축지침의 개선 방안을 제안하였다.
Abstract
The thesaurus can control the headings in a classification scheme and can serve as an index of the classification scheme itself. In records management, the thesaurus controls functional terms and expands the access point of search to complement the functional classification scheme. In recent years, ISO 25964, the international standard for thesaurus construction, has been revised because of changes in the information environment and the development of thesaurus construction and utilization systems. Part 1 of ISO 15489, the international standard for overall records management, was also amended in 2016. In addition, the Integrated Public Sector Vocabulary (IPSV) in the UK, EuroVoc in Europe, and Functions of New Zealand (FONZ) in New Zealand have been effectively building and linking thesauri to reflect recent trends. In this study, we propose a thesaurus construction guideline for systematic record management in terms of related standards and cases, and suggest an improvement plan for the thesaurus construction guideline in Korea.
