초록
1999년 기록관리법의 제정과 함께 정비된 폐기평가 제도는 처리과에서의 폐기를 금지하고 보존기간 책정제도를 보완해 중요기록물의 유실을 방지할 수 있는 전략적 개념을 지니고 있다. 하지만 실제 기록관에서 수행되는 폐기평가의 현실은 기록관리법에서 의도하는 이러한 취지와는 현실적으로 큰 간극을 지닌다. 이에 본고에서는 기록물 평가제도에 대한 검토를 통해 현행 우리나라 폐기평가 제도의 중요성을 살펴본 다음, 현행 폐기평가 제도의 운영현황과 실제 운영상의 문제점을 고찰하였다. 이어 폐기평가 제도를 모범적으로 운영하고 있다고 판단되는 실제 사례를 기반으로 향후 우리나라 폐기평가 제도의 현실적 적용을 위한 방안을 모색하였다.
Abstract
Destruction appraisal system improved with the enactment of the 1999 Public Records Management Act has the strategic concepts to prevent loss of important records with prohibiting the destruction in creation organization of records. But destruction appraisal carried out in record center realistically has the big difference with destruction appraisal system intended by Public Records Management Act. Therefore this article intends to explore the importance of destruction appraisal system through a review of the record appraisal system, and investigates operation status of destruction appraisal system in record center and operational issues. And it intends to explore scheme for practical application of destruction appraisal system based on actual cases of destruction appraisal which operates as a model.

본고에서는 디지털 시대 기록의 폐기에 대한 사고를 중심으로 기록관리 영역에서 정보관리에 관한 논의가 형성되는 과정과 함께, 기록이 지닌 정보로서의 활용성을 강화시키는 정보관리 기능의 확대 필요성을 고찰하였다. 그동안 기록의 폐기는 대량의 기록 감축을 통해 관리 및 보존에 소요되는 비용을 절감시키는 것을 목적으로 한 물리적인 파기 개념 정도로 인식되어왔다. 하지만 디지털 시대를 맞아 기록의 폐기는 기록관리 영역에서의 정보관리 논의에 대한 단초를 제공함과 더불어, 새로운 디지털 환경에서 정보관리자로서의 기록관리 방향성을 설정하고 역할을 강화시키는 논의의 중심축을 형성한다. 이에 본고에서는 우선 종이 시대의 기록 폐기에 대한 사고를 고찰한 후, 기록관리 영역의 분화를 통해 정보관리에 관한 논의로 전개되는 과정을 분석하였다. 이어 디지털 시대 기록의 폐기를 둘러싼 논쟁을 고찰한 다음, 기록이 지닌 정보로서의 활용성을 강화시키는 정보관리 기능의 확대 필요성을 제시하였다.
Abstract
This study discusses the process of forming discussions on information management in the field of records management and the need to expand information management functions that promote the utilization of records as information, focusing on the thought of records disposal in the digital era. Until now, records disposal has been recognized as a concept of physical destruction aimed at reducing the cost required for management and preservation through the reduction of large numbers of records. However, records disposal provides a starting point for discussions on information management in the field of records management. It forms the central axis for debate to strengthen the role of records management as information managers in the digital era. Therefore, this study examines the thought of records disposal in the paper age, analyzes the division of the function of records management and the process of developing into discussions on information management, and examines the controversy surrounding records disposal in the digital era. Furthermore, this study suggests the need to expand information management functions that promote the utilization of records as information.
