초록
최근 조사에 의하면 공공기관이 사용하고 있는 전체 행정정보시스템의 수는 18,000여 종이 넘는다. 공공기록물 관리에 관한 법률은 모든 행정정보 데이터세트를 기록이라고 선언하고 있지만, 현행 전자기록관리정책으로 데이터세트 기록을 관리하기는 매우 어려운 실정이다. 이 논문은 데이터세트 기록을 관리하기 위한 정책방향을 제시하기 위한 것이다. 데이터세트 기록의 진본성은 기록의 내용, 구조, 맥락뿐 아니라 외형과 기능을 함께 보존함으로써 확보되며, 데이터세트를 전자객체가 아니라 전자기록으로 관리하기 위해서는 재현성이 전제되어야 함을 강조하였다. 또한 데이터세트 기록의 재현 및 장기보존 전략으로서 에뮬레이션의 가능성을 제시하였다. 이를 토대로 데이터세트 기록의 관리 모형과 정책 방향을 제안하였다.
Abstract
According to a recent survey, over 18,000 government information systems have numerous different functions and characteristics. Although every dataset that is created and maintained in government information systems is declared as a collection of records according to the Public Records Management Act, current electronic records management policies cannot cover dataset records management. This study suggests the policy directions for dataset records management at the national level. It emphasizes the necessity to preserve the appearance and behavior (function) of database systems to ensure the authenticity of dataset records. In addition, this study investigates “emulation” as a representation and long-term preservation methodology for dataset-type records. It also suggests a dataset records model.

본 고에서는 전자인사관시스템 데이터세트의 관리기준표 작성 절차와 방법, 참여 기관의 역할, 관리기준표 영역별 작성 내용 등을 기록관담당자 입장에서 분석하여 관리기준표를 수립해야하는 업무담당자의 이해를 돕고, 기준표 작성 과정 중에 나타난 문제점을 바탕으로 개선방안을 제시하였다. 주요 개선방안으로, 국가적 중요 행정정보 데이터세트에 대해서는 영구기록물관리기관 차원의 별도 선별 정책이 마련되어야 하고 일부가 아닌 전체 데이터세트를 보존하는 방식으로 운영되어야 하겠다. 또 단위기능 설정과 데이터 분석을 위해 단위기능-데이터테이블-비정형데이터 매핑 자료를 필수작성 사항으로 설정할 필요가 있으며 시스템 운영에 큰 영향을 미치는 비정형데이터에 대한 선별, 관리 기준이 추가로 작성되어야 하겠다. 처분지연기간을 설정하는 것은 보존기간의 복잡성을 증가시키는 측면이 있으므로 관련 단위기능의 통합 또는 보존기간 상향 책정 등의 방식으로 운영하는 것이 바람직할 것으로 판단된다.
Abstract
The study seeks to analyze the procedures and methods of preparing the records management reference table of the electronic human resource management system dataset, the roles of participating organizations, and the contents of each management reference table area from the records manager’s perspective to help the person in charge of establishing the management reference table. Improvement plans were suggested based on the problems that appeared during the process of preparing the reference table. As a major improvement plan, a separate selecting policy at the level of the national archives should be designed for the national important dataset records in the government information system, which should be operated such that it preserves the entire dataset rather than a part. It is necessary to set the unit function-data table-unstructured data mapping data as mandatory items, and the selection and management criteria for unstructured data that significantly influence system operation should be additionally prepared. Regarding the setting of the disposition delay period, because there is an aspect of increasing complexity, it is deemed desirable to operate it by integrating related unit functions or setting the retention period longer.

정부기관 및 기업에서는 다양한 데이터세트가 생산된다. 업무활동의 일부로 생산되는 데이터세트는 현재 단순히 정보시스템 내에 저장되어 있고, 기록으로 획득되어 관리되고 있지 못하다. 원 데이터로서 업무활동에서 발생한 데이터세트 기록은, 시급히 기록관리 영역으로 편입되어 관리되지 않는다면, 오래지 않아 사장될 것이다. 데이터세트는 정부 정책 및 법제도 형성에 있어 기본 데이터로 활용 가능할 뿐 아니라 정책결정과정을 보여주는 증거로서 데이터세트 기록의 관리와 보존은 반드시 필요하다. 따라서 본 연구는 기록으로서의 데이터세트 관리 필요성을 지적하고 해외의 사례를 분석하여 데이터세트 기록관리의 기초 자료를 제공하고자 하였다.
Abstract
The purpose of the study is to propose the necessity of management and long-term preservation of dataset as records. Although government and corporate bodies produce various dataset in the regular course of the business, dataset have been stored and managed in the information system. Dataset as records should be captured into the record management system and managed in the overall system. They can provide a evidence of the decision-making process of the government and fundamental information of the process. If agents do not perform the right management, dataset records will disappear in the future.
