기록관리 전문가와 학자들은 행정정보 데이터세트 기록의 관리 필요성과 그 시급성을 역설하여 왔으나 실제 현장에서 데이터세트의 관리는 시행하지 못 하고 있는 실정이다. 데이터세트는 기술 종속적인 특성과 방대한 규모는 물론 시스템별 다양한 운영 환경으로 인해 현행 종이기록 중심의 표준 기록관리 지침과 절차를 적용하기 어렵다. 무엇보다 데이터세트 자체의 고유한 특성을 수용하는 관리체계가 필요하며, 그 관리 방안은 업무 현장에서 적용할 수 있어야 한다. 이 연구는 공공기관에서 실제 운영 중인 행정정보시스템의 데이터세트의 현황을 조사한 분석 결과에 기반하여 데이터세트 관리 방안과 절차를 개발하여 제시하였다.
Abstract
Records management professionals and scholars have emphasized the necessity of managing data set in administrative information systems as records, but it has not been practiced in the actual field. Applying paper-based records management standards and guidelines to data set management proved to be a difficult task because of technology-dependent characteristics, vast scale, and various operating environments. Therefore, the data set requires a management system that can accommodate the inherent characteristics of records and can be practically applied. This study developed and presented data set management methods and procedures based on the analysis of data set in public administrative information systems operating in public institutions.

본 연구에서는 기록관 웹사이트의 검색어 분석 결과를 이용자들에 대한 기록 정보서비스에 효과적으로 활용할 수 있을지 알아보고자 하였다. 특히 검색어 분석을 콘텐츠서비스 등 기록정보서비스 개발의 한 방법론으로 검토해보고자 하였다. 이를 위해 공기록관이자 주제기록관으로서 일반 이용자들의 폭넓은 관심을 끌만한 특징을 가지고 있는 대통령기록관의 검색어 데이터를 수집하여 분석하였다. 대통령기록관의 웹사이트 검색어 분석 결과는 (1) 일반 검색어 분석; (2) 대통령 이름별 분석; (3) 검색어 주제 영역 분석 등 세 가지로 제시되었다. 검색어 분석 결과는 콘텐츠서비스 및 웹사이트 메뉴 설정, 전시, 교육 등 다양한 서비스에 실질적으로 활용될 수 있을 것으로 판단되었다.
Abstract
This study investigated whether search terms analysis of archival Web sites could be utilized effectively for archival information services. The focus was on designing a methodology which brings the search terms analysis and development of archival information services closer, especially for the contents services. The data were collected from the Presidential Archives because it can be characterized as a public archives as well as subject archives. It also tends to draw interests from a broad range of general public. The analysis was conducted with respect to three dimensions: (1) general search terms; (2) names of individual president; (3) subject categories of search terms. The results of search terms analysis have a number of practical implications for developing archival information services including contents services, decision on the menu of the Web sites, exhibition, and education.

본 연구에서는 국가기록원의 기록물 생산기관 변천정보 서비스를 분석하여, 기관 관계 구조 파악 문제 등을 확인하고, RiC-O의 적용을 통한 개선 가능성을 알아보고자 하였다. 개선을 위한 참고 사례로 RiC-O를 기반으로 한 프랑스의 PIAAF 프로젝트 사례를 분석하여, RiC-O를 사용함으로써 기록물과 기록 생산자에 관련된 정보를 통합하고, 데이터 개체 간의 관계를 명확하게 표현할 수 있으며, 링크드 데이터와 같은 새로운 기술과의 연계를 통해 전거레코드의 상호운용성을 확장할 수 있다는 점에서 기록물 생산기관 변천정보 서비스의 개선에 상당히 기여할 수 있음을 확인할 수 있었다. 이러한 분석 결과를 바탕으로 국가기록원 기록물 생산기관 변천정보 서비스가 갖는 문제점을 개선하고 사용자 경험 향상을 위해 RiC-O에 기반한 전거레코드 서비스를 제안하고 프로토타입을 설계 및 구현하였다.
Abstract
This study delves into the National Archives of Korea's service that provides information on changes in records-creating agencies, identifying the problems in an organizational relationship structure and exploring potential enhancements using the RiC-O. Drawing insights from the French PIAAF project, we applied RiC-O to integrate information on records and records creators, elucidating relationships between data entities. Our analysis demonstrated that leveraging RiC-O, coupled with technologies like linked data, amplifies the interoperability of authority records, substantially enhancing the service providing information on changes in records-creating agencies. Based on these findings, we propose an authority record service based on RiC-O, presenting a prototype designed to improve the National Archives of Korea's change information service and enhance user experience.
