초록
코로나바이러스감염증은 인류사회가 경험하지 못한 커다란 충격과 생활양식의 급속한 변화를 만들고 있다. 비대면 사회는 감염병 확산을 예방하기 위한 과정에서 보편화된 사례이다. 코로나바이러스감염증으로 인한 사회적 영향은 광범위하다. 정부의 정책, 개인정보보호, 정보기술 등 다양한 이슈가 사회 전반에 영향을 주고 있다. 동시에 관련 사건과 이슈가 신속하고 빠르게 변하기 때문에 사실 정보를 추적하고 기록하는 것이 어렵다. 코로나-19와 실시간성 정보를 효과적으로 기술하기 위한 방안은 무엇일까? “코로나-19:우리의 기억” 프로젝트는 코로나바이러스감염증에 대한 사회문화적 영향을 가치중립적으로 기록하기 위한 시도이다. 주요 사건과 이슈를 분야별로 수집하고, 중립적인 관점으로 핵심이벤트를 기록하며, 모든 기록을 탐색할 수 있도록 디지털 아카이브로 구축한다. 프로젝트를 통해 수집, 구축한 모든 데이터, 소스코드, 시각화를 포함하는 애플리케이션은 모두 공개하여 새로운 협업을 이끌어내고 있다.
Abstract
In light of SARS-CoV-2’s significant impact, human society has experienced rapid changes in lifestyle that it has not yet experienced before. One way this virus has influenced people’s lives is the emergence of the zero-contact society, an initiative for preventing the spread of infectious diseases. As can be seen, the social impact of COVID-19 is widespread. Various issues, such as those about government policy, personal information protection, and health care, are affecting society as a whole. At the same time, factual information is difficult to track and record because of the rapid and transient nature of related events and issues. As such, a method of effectively describing COVID-19 and real-time information is necessary. The “COVID-19: Our Memory” project is an attempt to record the sociocultural impact of the coronavirus infection. This project collects major events and issues classified into several subjects, records those events from a neutral point of view, and develops a digital archive so that all records are accessible. All the data collected and built through the project, the application, including the source code and visualization, are all published to bring about new opportunities for collaboration.

본 연구에서는 과거의 기억을 모으는 기관의 정책 수립에 도움이 될 수 있는 디지털 큐레이션 프레임워크를 제안하고자 하였다. 이를 위해 문헌 연구를 수행하였고, 선행연구 및 디지털 큐레이션 모형들을 살펴보았으며, 역사전공자에 대한 표적집단면접법(FGI)을 실시하였다. 본 프레임워크는 거시적인 기록정보서비스를 개발할 때 참조할 수 있는 추상적인 모델이며, 다음과 같은 시사점을 가지고 있다. 첫째, 데이터 생명주기를 고려하였으며 단계별 연계 활동을 강조하였다. 둘째, 역사 정보의 속성 상 동일한 내용이 다양한 기관에 의해 노출되어 지는데 그 정보는 국가별로 기관별로 다른 가치를 가지게 된다. 그러므로 정확한 가치 판단을 위해서는 관련 기관의 기능 및 데이터 정리 체계를 설명하는 기반 시스템이 필요하다는 것을 강조하였다. 셋째, 본 프레임워크를 통해 기존 기록정보시스템을 진단할 수가 있었다. 넷째, 기 구축된 콘텐츠를 활용하여 이용자를 고려한 콘텐츠 재활용 방안을 제안해야 한다는 것을 강조하였다. 마지막으로 본 프레임워크를 통해 다양한 시스템을 하나로 모으고, 그 맥락 안에서 다양한 업무 프로세스가 가동하도록 유도하는 것이 중요함을 확인하였다.
Abstract
This study suggested a digital curation framework for supporting the digital policy of institutes that collect memory. As such, it conducted a literature review and an analysis of digital curation models, as well as a focus-group interview of historians and graduate students majoring in historical studies. In this study, digital curation framework refers to an abstract model for supporting policy development and the planning for a high-level view of the archival information service. This implications of this framework are as follows: (1) to emphasize the data life cycle and connection between stages and actions; (2) to make an infra-schema for understanding institutes that create, arrange, or store specific data as the same history contents have to be provided by different institutes and as there are differences in the data’s value; (3) to check the present conditions of information services and their systems; (4) to consider the practical applications of contents that have been collected and stored; and (5) to converge all data in one system through the framework and activate diverse works in the context of the framework.

김대중도서관은 아시아 최초의 대통령도서관으로 25만여 점의 사료를 소장하고 있는 민간대통령기록관이다. 주로 김대중 전직 대통령의 생애, 근현대사, 민주화 등에 관련한 기록물을 수집하고 있으며 이를 관리하고 활용하여 사료사업, 전시사업, 연구사업 등을 진행하고 있다. 국내 민간대통령기록관은 기념재단이 주체가 되어 운영하고 있는 경우가 대부분이지만 김대중도서관은 고등교육기관이 운영하고 있다는 특이점이 있다. 이에 따라 기록물을 기반으로 하여 역사, 민주주의에 대한 교육적 역할을 수행하며 연구자에게 자유로운 연구 공간을 제공하고 기록물을 통한 연구를 지원할 수 있도록 하는 목표를 가지고 있다. 본 고에서는 교육기관의 부속기관이며 민간대통령기록관인 김대중도서관의 대표적인 기록정보서비스에 대한 사례를 소개하고 앞으로 대통령기록관의 과제를 제시하고자 한다.
Abstract
The Kim Dae-jung Library is Asia's first presidential library and is a private presidential archive with over 250,000 historical materials. It mainly collects records related to the life of former President Kim Dae-jung, modern and contemporary history, and democratization, While most of the private presidential archives in Korea are operated by memorial foundations, the Kim Dae-jung Library is unique in that a higher education institution operates it. Accordingly, it aims to take an educational role in history and democracy based on records, providing free research space for researchers, and supporting research through records. This report introduces examples of the Kim Dae-jung Library’s representative archival information service, an affiliated institution of educational institutions and private presidential archives, and presents the future tasks of the presidential archives.

체코공화국 국립도서관은 1992년 유네스코의 제안을 받아들여, 소장품에서 가장 귀중한 자료들을 보여주기 위하여, 파일롯 CD-ROM 발행을 준비하기 시작했다. 1993년 4월에 발행된 이 CD는 세계 기록 문화유산 프로그램에 대한 대중적 관심을 불러일으키려는 목적을 갖는 일련의 유사한 유네스코 프로젝트들 가운데 하나였다. 1993년부터 1995년 사이에, 두 가지의 중세 문서를 전부 보여주는 두 개의 간행물들이 출간되었다. 이들은 모든 이미지 문서화와 원본문서의 다양한 특성에 대한 과학적 기술을 제공하였다. 체코 국립도서관의 디지털화센터는 Czech AIP Beroun Company와 협력하여 고문서와 고인쇄본을 전문적으로 처리하고 있다. 현재, 체코 국립도서관은 십여 개의 체코 및 여러 외국 기관들과 협력하고 있다. 두 개의 간행물은 디지털 도서관을 통해 이용할 수 있다.
Abstract
The beginning of digitization activities in the National Library of the Czech Republic are interconnected with the first periods of existence of the UNESCO Memory of the World programme. It was in 1992 when the library accepted the UNESCO proposal to prepare a pilot CD-ROM publication for the programme showing the most precious items from its collections. In 1993 - 1995, the publication was followed by two another titles, which presented two medieval manuscripts in their entirety, providing both all the image documentation and scientific description of various features of the original documents. The digitization centre specialized in processing of old manuscripts and old printed books in co-operation with the Czech AIP Beroun Company. Nowadays, these two national programmes in which dozens of Czech and also several foreign institutions take part - are represented on their access side by two digital libraries: Manuscriptorium and Kramerius.
