초록
대통령기록관은 다양한 형태로 기록정보서비스를 제공하고 있다. 본 연구에서는 DigiQUAL을 활용하여 대통령기록관의 웹 기록정보서비스를 평가했다. 평가 방법은 이용자 설문조사를 실시했으며, 평가 영역은 기록 및 정보검색, 기록물 활용 서비스, 확장 서비스로 나누었다. 본 연구는 설문을 분석하기 위해서 기술 통계와 신뢰도 검정을 실시했다. 그 결과, 전반적인 만족도가 낮았다. 이러한 설문 결과를 바탕으로 대통령기록관 웹 기록정보서비스 개선 방안을 제시했다.
Abstract
The Presidential Archive of Korea provides archival information services in various forms. This study evaluated web-archival information services provided in The Presidential Archive of Korea using DigQUAL. To perform the study, this study conducted a descriptive statistic and confidence tests. The evaluation method was accomplished user survey. And the evaluation territory was classified with archives and information search, archives use service, expansion service. As a result, a general satisfaction was low, and this study suggested improvement method for web archival service in the Presidential Archive of Korea.

본 연구는 일상생활에서 끊임없이 생산․유통되는 디지털 개인기록의 관리, 특히 보존을 위한 교육프로그램을 개발하기 위한 것이다. 이를 위해 해외에서 개인을 대상으로 제공되고 있는 디지털 개인기록 보존교육프로그램 및 지침을 분석하여 교육프로그램의 필수요소를 도출하고, 디지털 개인기록 생산자들과의 설문․면담을 통해 요소를 검증하였다. 이를 토대로 P대학 학부생을 대상으로 실시할 수 있는 교육프로그램의 내용을 설계하고 교육프로그램 지도안을 구성하였다. 지도안은 인식제고, 생산, 관리, 보존을 위한 기록 선별, 보존폴더 생성, 보존용 사본생성, 보존용 사본의 관리의 총 7개로 구성될 것이며, 교육 진행흐름에 맞춰 교육자와 피교육자의 성취목표를 제시하였다.
Abstract
This study was carried out to develop the educational program which can be used in the university library or archives to their students under an aspect that each individual should preserve own personal archives themselves. Based on precedent studies and foreign cases, a survey study on preservation of digital personal archives for the university students was carried out. The educational program of preservation reflected conditions of the undergraduates attending Pusan national university. The educational program is dealt with a total of seven contents including awareness-raising, creation methods, managements methods, selection of archives, construction of preservation folder, construction of preservation copy, and the management of preservation copy.

본 연구는 국가기록원 나라기록넷띠 서포터즈 활동 현황을 분석하여 서포터즈 활동을 통한 국가기록원 홍보라는 궁극적 목적을 달성할 수 있도록 나라기록넷띠 운영 및 활동 전반에 대한 제언을 하는데 그 목적이 있다. 연구목적 달성을 위해 국가기록원 홈페이지, 나라기록넷띠 네이버 공식 카페 등을 통해 2016년부터 2020년까지의 최근 5년간의 서포터즈 활동 및 운영에 대한 자료를 수집하였으며 미국 NARA의 시민 아카비스트 대시보드와 호주 NAA의 하이브 프로그램을 살펴보았다. 이를 통해, 나라기록넷띠의 온⋅오프라인 활동과 국가기록원의 서포터즈 운영에 있어서의 문제점을 파악하고 다음과 같은 개선방안을 제시하였다: 1) 서포터즈가 게시하는 글의 차별성을 담보할 방안에 대한 고려가 필요하다. 2) 적절한 태그의 활용과 태그를 다양하게 지정하도록 할 필요가 있다. 3) 관리자에 의한 그리고 서포터즈 상호간의 적극적 피드백이 필요하다. 4) 창의적인 홍보물 창작을 독려할 방안이 필요하다. 5) 오리엔테이션 등의 교육 프로그램 운영이 필요하다. 6) 세분화되고 명확한 기준에 의한 평가를 통한 인센티브 제공이 필요하다. 7) 서포터즈에 대한 인지도를 높이기 위한 홍보가 필요하다. 8) 국가기록원 홈페이지를 통한 홍보가 필요하다.
Abstract
The purpose of this study is to make suggestions on the activities and operations of the National Archives of Korea’s (NAK) Nara Archives Netti supporters, whose ultimate objective is to promote NAK. Data were collected about supporters’ online and off-line activities through the NAK website and supporters’ official Naver Cafe entries from 2016 to 2020. Furthermore, the cases of the U.S. National Archives and Records Administration’s (NARA) Citizen Archivist Dashboard and the National Archives of Australia’s (NAA) Hive were also studied. Based on the results, suggestions on the necessary changes or additions to the online/off-line activities of operations by NAK were made as follows: 1) ensuring the differentiation of posts, 2) using appropriate tags and selecting various ones, 3) giving active feedback from managers and other supporters, 4) encouraging creative promotional materials, 5) operating educational programs, 6) giving incentives based on detailed and clear criteria, 7) promoting to raise awareness of supporters, and 8) promoting through the NAK website. By adopting the above suggestions made by this study, the promotional purpose of NAK’s supporters will be achieved.

본 연구는 국내 기록관 중 대통령 기록관에서 제공하는 교육서비스를 해외 기록관과 비교․분석하여 문제점을 발견하였다. 이를 해결하기 위해 유비쿼터스 환경의 기술을 접목하여 대통령기록물활용 교육서비스 모형을 개발했다. 유비쿼터스 기술이 필요한 이유는 기관의 협업을 유기적으로 이루기 위함이며, 이를 정보활용능력을 위해 개발된 BIG 6 모형을 변형해(BIG 8 모형) 적용하였다. 유비쿼터스 기술이 기록관의 교육서비스에 미치는 기대 효과는 교육적 측면, 콘텐츠 개발 측면, 서비스 개발 측면으로 나누어 살펴보았다.
Abstract
This study proposes the formation of education service models using presidential archives based on ubiquitous technology. To accomplish these, this study analyzed various education programs of presidential archives in Korea and other countries. The reason behind the use of ubiquitous technology is to allow interinstitution cooperation and create synergy effects. With this, this technology is grafted onto the modified BIG6 Model, which is developed for information literacy. This study can be useful and valuable in the aspects of education, contents development, and service development.

일본군 ‘위안부’에 대한 기록은 민간 기관에서 개별적으로 관리하고 있다. 일부 기록은 디지털 아카이브로 구축되어 온라인으로 접근할 수 있다. 그러나, 디지털 아카이브의 기록은 기관에 따라 메타데이터의 구성과 표현 방식이 다르다. 한편, 기록 사이의 관계를 정의할 수 있는 체계가 미흡하기 때문에, 현재 구축된 일본군 ‘위안부’ 기록은 서로 연결되지 않고 파편적인 형식으로 남아있다. 본 연구는 일본군 ‘위안부’ 디지털 기록을 연계하기 위한 지식 모델을 제안하고, 분산화된 디지털 아카이브의 기록을 통합하여 일본군 ‘위안부’ 지식그래프를 구축한다. 일본군 ‘위안부’ 디지털 아카이브의 메타데이터를 분석하여 공통 요소를 도출하고, 표준 어휘를 적용하여 디지털 기록의 다양한 개체와 개체 사이의 관계를 의미적으로 표현한다. 특히, 흩어져 있는 기록을 연계하고 검색하기 위해 수집한 데이터의 정제가 이루어지고, 외부 데이터를 활용하여 기록의 맥락 정보를 강화하고 있다. 구축된 지식그래프의 검증은 분산된 기록의 탐색 여부를 측정하는 질의를 통해 수행된다. 검증 결과, 지식그래프는 흩어져 있는 기록을 연계하여 검색할 수 있고, 외부데이터로부터의 강화로 기록의 맥락 정보를 풍부하게 제공하며, 의미 기반의 검색을 통해 사용자의 의도에 맞춘 정확한 검색이 가능하다.
Abstract
Records on Japanese “Comfort Women” have been individually managed by private sectors or institutions, and some are provided as digital archives on the Internet. However, records of digital archives differ in the composition and representation of metadata by individual institutions. Meanwhile, there is a lack of a consistent structure to describe the relationships between and among these records, leading to their fragmentation and disconnectedness. This paper proposes a knowledge model for interlinking the digital archival resources and builds a knowledge graph by integrating the records from distributed digital archives. It derives common elements by analyzing metadata from the diverse digital archives and expresses them in standard vocabularies to semantically describe multiple entities and relationships of the digital archival resources. In particular, the study includes the refinement of collected data to search and thread dispersed records and the enrichment of external data to provide significant contextual information of records. An evaluation of the knowledge graph is performed via a query measuring the (dis)connectivity between the distributed records. As a result, the knowledge graph is capable of interlinking and retrieving fragmented records, providing substantial contextual information on the records with external data enrichment, and searching accurately to match the user’s intentions through semantic-based queries.

교회기록물은 종교적 의미와 역사 문화적 가치, 교회의 효율적 운영을 위해 잘 관리되어야 한다. 그러나 교회 기록의 가치와 기록관 역할에 대한 인식 부족으로 기록관리 업무에 대한 이해와 협조, 예산과 인력 지원 등을 받기가 어려운 환경이다. 이러한 현실을 감안하여 본 연구는 개신교 기록관의 서비스 사례 조사와 새문안교회 기록관의 현황 분석, 이용자 설문조사 결과를 바탕으로 새문안교회를 중심으로 한 개신교 기록관 운영 활성화 방안을 환경, 서비스, 역할 측면에서 제시하였다. 교회기록관의 교육, 전시, 출판, 홍보 등의 서비스는 기록관의 역할과 필요성을 재조명하고 모기관인 교회에서 필수적 기관으로 자리매김하도록 할 것이다.
Abstract
For the efficient management of church documentary for religious reasons, including their historical and cultural values, the church archives should be excellently managed. However, the lack of understanding and consideration of the church records and archives makes it very difficult to have an actual grasp of its status and practical supports, such as budget and personnel, for records management. In this study, literature reviews and current status of domestic Protestant church archives, user survey of Saemoonan Presbyterian church and interviews of church archives records officer were carried out. Based on the results of the study, three parts of the proposed plan of the Saemoonan Presbyterian Archives were suggested. Education, exhibition, publication, and promotion of the church’s archival services will help redirect the roles and values of the archives, which will make it an essential part of the church.

본 연구는 기록이 생산되어 보존기록관까지 도달하는 과정에서 평가라는 중요한 기록관리업무가 어떻게 유기적으로 수행되는 지를 탐구한다. 이러한 통시적인 관점에서 미국 뉴욕주기록관의 기록관리 및 평가시스템을 하나의 사례로 살펴보고자 한다. 미국의 기록 환경은 아키비스트와 레코드매니저의 역할과 전문성을 구분하는 점에서 한국의 사례와는 다르다. 이런 환경에서도 뉴욕주기록관은 생산기관의 기록관리 과정의 평가업무를 적극 지원한다. 본 연구는 미국 뉴욕주의 사례를 통하여 아키비스트의 기록물 평가가 보존기록물의 이관과 수집 시점에 시작한다는 소극적인 관점에서 벗어나, 기록물 생애주기의 시작점에서부터 아키비스트가 가지는 책임과 역할이 있다는 점을 강조한다.
Abstract
Appraisal occurs multiple times in the process of records and archival management. This includes the consideration of the value of records during creation, developing records retention schedule for records creating organizations, and archival appraisal for archival repositories to build their collections. This study attempts to understand the function of appraisal from a holistic perspective from records creation to archival preservation. In doing so, it investigates the case of New York State Archives and understands some of notable approaches how archivists cooperate with records creators and records managers to preserve New York’s historical records. Learning from the case of New York State Archives, this study intends to emphasize the roles and responsibilities that archivists can play in appraisal in various steps.

대통령기록물은 당시의 사회성과 국정 운영에 대한 설명책임을 지니고 있는 기록물로써 대통령기록관에서는 이를 보존․관리하며 서비스 하고 있다. 그러나 대통령기록관에서 제공하는 검색시스템과 온라인콘텐츠는 이용자가 이용하는데 불편함이 있다. 보다 나은 기록정보서비스의 확장을 위해 노무현대통령 재임기간에 생산된 기록물을 이용하여 LOD(Linked Open Data)를 통해 이용자들이 편리하게 이용할 수 있는 기록정보서비스를 제공하려 한다. 구체적인 방안은 3단계로 나누었으며, 1단계는 구축방법 설정, 2단계는 온톨로지 설계, 3단계는 RDF변환 및 타 기관과의 연계방안이다. 이를 통하여 대통령기록관의 기록정보 서비스 확장방안을 제시하였다.
Abstract
The Presidential Archives preserve and manage the president's records and archives, which accounts for the social and governmental operations during the president's term of office. However, search systems and online contents provided by the Presidential Archives are difficult to use. This study proposed an LOD-based archival information service for the comfort of users. The proposed service has a better extension of archival information service contents from President Roh's term. The provision of details is divided into three steps: first step sets up the establishment methods, second step creates ontological design, and third step converts it to RDF and connects to other institutions. Through the process, this study suggests an extension of archival information service in the Presidential Archives.

경기도사이버도서관은 경기도 지역의 문화자원 기록을 광범위하게 수집, 디지털화하여 누구나 접근하여 활용할 수 있도록 지역 디지털 아카이브인 ‘경기도메모리’를 구축하여 운영하고 있다. 2014년부터 도서관의 디지털 정보서비스를 확장하면서 ‘경기도메모리’를 시작하였으며 도내 각종 문화기관들과 협력을 기반으로 자료를 수집하고 디지털 아카이브를 구축하였다. 경기도 안에서 생산하거나 경기도를 다루고 있는 기록을 보존하는 저장소이자, 연구자와 시민들과 함께 공유하는 플랫폼으로 자리매김하길 기대한다.
Abstract
“Gyeonggi-do Memory,” established and operated by Gyeonggi-do Cyber Library, is a local digital archive aiming to broaden the access to Gyeonggi-do’s cultural resource records. Since 2014, the library has been expanding its digital information service, starting with the said archive. Through cooperation with various cultural institutions in the province, it builds the digital archive by collecting numerous records. In particular, the archive is expected to establish itself as a repository that stores records of production or dealing in Gyeonggi-do and a platform to share with researchers and citizens.
