지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

본 연구는 대학 내 실험실에서 연구노트의 기록자인 학생들과 관리자인 교수들의 관점에서 연구노트의 중요성과 생산 및 관리의 측면을 조사하고자 하였다. 이를 위해 대학 내 물리, 화학, 생명과학 실험실의 교수 3명과 대학원생 4명을 대상으로 반구조화된 심층 면담을 실시하였다. 교수들은 연구 연속성을 연구노트 작성의 중요한 목적으로 인식한 반면 학생들은 기억으로서의 연구노트의 중요성과 이를 작성하는 과정을 통한 지식과 노하우의 학습을 강조하였다. 학생들은 연구노트가 연구실의 소유임을 분명히 인식하고 있었으며 교수들은 연구노트를 퇴임 시까지 실험실에 보관할 것이라고 언급하였다. 면담 참여자들은 연구노트의 형식적인 측면보다 내용적인 측면에 초점을 맞추고 있었으며 전자연구노트의 도입 필요성은 인식하지 못하고 있었다. 학생들은 정규 실험수업, 실험실 내 교수님과 선배, 견본 연구노트를 통해 연구노트 작성법을 습득하고 있었고 특히 실험실이라는 지식실행공동체 내에서의 학습이 큰 부분을 차지하고 있었다. 이는 연구노트 작성 교육에 있어 실험실의 총책임자인 교수의 역할이 중요하다는 것을 보여준다. 또한 대학 내 연구노트 작성과 관리에 있어 대학기록관의 역할이 보다 강조될 필요성이 있다.
Abstract
This study investigated the perceived significance of laboratory(lab) notebooks and the creation and maintenance of them from the perspectives of graduate students and professors in science fields. Semi-structured interviews of three professors and four graduate students were conducted. The interviewees were from three university laboratories of physics, chemistry and biological science. While professors perceived administrative continuity to be a reason for creating lab notebooks, students valued lab notebooks as a memory, and emphasized learning professional knowledge and skills through the recordkeeping practice. Students understood the ownership of lab notebooks and professors wanted to keep lab notebooks until they retire. Interviewees focused more on the content of lab notebooks rather than the form and the structure. They were also not willing to adopt an electronic lab notebook system. Students learned how to create lab notebooks through a course, their current or former academic advisors, seniors in the lab or well-written sample lab notebooks. In particular, students have learned how to create lab notebooks within their laboratories, which are considered to be communities of practice. In this sense, professors responsible for managing laboratories play an important part in teaching students the recordkeeping practice. University archives should also be more concerned with managing and preserving lab notebooks created from their universities.
