초록
본 연구는 중앙행정기관의 정보공개제도 운영의 문제점을 파악하여 보다 효과적인 정보공개제도를 운영하기 위한 개선 방안을 제시하는 것이 목적이다. 이를 위해 문헌조사에 의한 이론적 연구와 기관별 정보공개제도 운영 현황, 설문조사에 의한 실증적 연구를 병행하여 문제점을 도출하였다. 도출한 문제점에 대한 개선방안으로는 정보공개 전담 부서 설치 및 업무 증가에 따른 인력 배치 등의 제도 개선, 통일성 있고 표준화된 사전정보공개제도 운영 지침의 필요성, 원문정보공개제도 교육 횟수의 확대 등이 있다.
Abstract
This study aims to present the reorganization plan for the effective operation of the Information Disclosure System by researching on problems with regard to the system’s actual operation. For that purpose, this study has examined issues by conducting an investigation regarding a survey by personnel in charge of the system as well as the status of the Information Disclosure System in central administrative agencies. By examining the issues presented, a number of problems were identified for which this study suggests plans for solutions. The solutions proposed in this study are as follows: a) all agencies must establish a department dedicated to information disclosure and improve their system to meet any increase in the amount of work by flexibly allocating human resources according to the workload, b) a uniform and standardized operation guide must be created, c) education programs with regard to the original Information Disclosure System should be expanded, and d) so on.

기록연구사들이 기록관리업무를 효율적으로 수행하기 위해서는 직무가 조직화되고, 직무환경에서는 동기가 부여되며 근무여건은 실제의 업무와 관련된 시스템을 갖추도록 하여야 한다. 기초자치단체 기록관 소속 기록연구사의 직무특성 및 직무환경을 조사하여 지방기록연구사의 업무 운영에 관한 문제점을 파악하고, 기록연구사들이 업무를 보다 효율적으로 수행할 수 있도록 하는 개선방안을 제시하고자 문헌조사를 통하여 기초자치단체의 개념, 기초자치단체 기록관 소속 기록연구사의 배치 현황 및 업무, 서울특별시 자치구청 소속 기록관의 현황과 업무에 대하여 조사하였다. 기록연구사들을 대상으로 직무특성요인, 직무환경요인, 근무여건 등의 항목으로 설문조사를 실시하였다. 조사 결과를 분석하여 도출한 문제점에 대한 개선방안으로는 기관장 및 상사와 동료의 기록관리에 대한 인식 개선, 교육에 대한 기관 차원의 지원, 기록관리업무를 담당할 인력충원 혹은 기록연구사가 담당하고 있는 업무분담의 필요성, 중앙기록물관리기관의 업무환경에 맞는 행정적 지원 등이 있다.
Abstract
This study was aimed at investigating the job characteristics and job environment of records managers who are in archives of autonomous districts, find out the problems with the management of duties for local records managers, and deduce the improvement methods that could help records managers more efficiently perform their duties. Through literature review, the study investigated the concept of basic autonomous districts, the allocated summary and duties of records managers through with basic autonomous districts, and the present conditions and duties of the archives through autonomous Gu offices that were in study. Based on the theories of job characteristics and job environment factors, the study drew up a survey that encompasses the present demographic summary, job characteristics, job environment, and working conditions.
초록
이 글은 지난 12년 간의 기록관리의 역사에 대한 국내 연구 동향을 분석하여 그간의 연구동향과 앞으로의 연구 방향을 제시하려는 목적으로 수행되었다. 이 연구에서는 기록관리분야의 「한국기록관리학회지」와 「기록학연구」 2종과 기록관리 관련분야 6종의 학술지에 실린 31편의 논문을 선정하였다. 정량적 분석에서는 31편의 논문목록을 작성하고, 분야별․연도별 논문현황을 살펴보았으며, 연구자별 현황에서는 연구당 저자수, 논문편수별 연구자, 연구자의 소속기관 및 소속기관의 유형을 밝혔다. 내용분석에서는 먼저 기록관리의 역사는 일반사, 국내 역사, 국외 역사의 세 분야로 나누고, 각 분야를 세분하여 국내 역사는 삼국시대 -백제-, 고려시대, 조선시대, 일제강점기, 대한민국정부수립 이후, 공공기록관리법 제정 이후의 시대별로 나누었으며, 국외 역사는 아시아, 북미, 유럽, 러시아의 지역별로 나누어 살펴보았다. 향후 기록관리의 역사 분야의 미래 발전을 위해 이론과 실무의 새로운 연구 방향을 위해 몇 가지 제안을 하였다.
Abstract
This study aims at reviewing the research trends of records and archives management history published during the past 12 years, analyzing issues, and suggesting future tasks in related research areas. It starts with categorizing research areas of records and archives management history in archival sciences. All 31 articles have been selected from the 2 journals on archival science and 6 journals on related research areas. In quantitative measurement, the paper draws up 31 kinds of article bibliographies and looks at the current status of subject areas by year and author. In content analysis, selected articles are categorized into 3 subject areas, that is, general history, domestic history, and foreign history. For each subject area, research trends of the historical and regional studies are analyzed. This study concludes with emphasis on a new research direction between practice and points out that academic theory should be required for the future development in records and archives management history.
