초록
본 연구는 국내의 대통령기록물을 관리하는 통합 대통령기록관과 민간 대통령 기념재단의 현황 및 서비스를 비교․분석하기 위한 기초연구로써, 통합 대통령기록관과 민간 대통령 기념 재단의 특징 분석 및 시사점 도출을 목적으로 한다. 이를 위하여 통합 대통령기록관과 민간 대통령 기념재단을 대상으로 소장 기록물, 온․오프라인 서비스, 법․제도적 현황을 조사하였다. 이를 바탕으로 통합 대통령기록관과 민간 대통령 기념재단이 지닌 특징과 차이점을 분석하였다. 본 연구는 통합 대통령기록관과 민간 대통령 기념재단의 특징을 비교․분석하고자 시도했다는 점과 두 기관이 협력 관계로 발전하기 위한 기초연구를 도모했다는 점에서 의의가 있다.
Abstract
This study is a basic study for the comparison and analysis of the current status and service of the Unified Presidential Archives and the civilian memorial hall, which manages the country’s presidential records. For this purpose, the Presidential Archives and individual private memorial halls were surveyed on the current status of records, online and off-line services, and legal and institutional records. Based on this, the study analyzed the characteristics and differences of the Unified Presidential Archives and individual private memorial halls. This study is meaningful in that it attempted to compare and analyze the characteristics of the Unified Presidential Archives and individual private memorial halls and that the two agencies sought basic research to develop cooperative relations.
초록
지방분권의 흐름에 맞춰 새 시대의 기록관리를 위해 기록 분권을 통한 기록관리 현장에서부터의 내재적 발전을 준비해야 할 시점이다. 중앙집중화되고 있는 기록관리체제를 극복하기 위해서는 더 많은 아카이브가 설립되어 자율적이고 분권적인 기록관리를 실현해야 한다. 본격적인 전자기록관리 환경으로의 변화에 따라 물리적인 이관을 전제로 한 처리과-기록관-영구기록물관리기관의 3단계 체제는 이관비용 및 업무효율 측면에서 그 적절성과 효율성이 재검토되어야 한다. 이에 따라 기록관은 기관 단위의 연속체적 기록관리 수행과 자율적인 기록관리업무 수행을 위해 기관 아카이브로의 기능을 수행해야 한다. 본 연구는 기록관리의 분권화와 정보거버넌스 지향의 차원에서 기록관이 기관의 아카이브로써 기능을 확장하도록 하는 가능성과 시사점을 몇 가지 사례를 통해 살펴보았다. 또 이를 수행하기 위한 방법으로 기록관리기관 유형을 다각화하고 현용-준현용-비현용 기록관리를 통합적으로 수행하는 기록관의 기능이 어떻게 설계되어야 하는지 도출하였다. 각급 기관은 기관의 상황과 여건에 맞게 기록관을 설립하고 각 기록관 차원에서 정보거버넌스를 지향해야 하며 각급 기록관은 수평적인 네트워크를 구축하여 기록정보관리의 거버넌스를 수행하도록 해야 한다.
Abstract
It is time to prepare for the imminent development from the field of records management through decentralization to the records management of the new age in accordance with the flow of decentralization. To overcome a centralized record management system, more archives should be established to realize autonomous and decentralized records management. In accordance with the shift to a full-scale electronic record management environment, the appropriateness and effectiveness of the three-phase system of processing–archival–permanent record management based on physical transfer should be reviewed in terms of transfer cost and work efficiency. The archives should function as institutional archives to carry out the continuous volume record management and the autonomous record management at the institution level. This study examined the possibilities and implications of the archives to expand their functions as archives of institutions for the decentralization of record management and information governance orientation. In addition, the study diversified the types of records management institutions as a way to accomplish this and determined a way to design the functions of archives that integrate the current-end-end-end records management. At each level, institutions should set up archives based on their circumstances and aim at information governance at the level of each archive. Moreover, each archive level should establish a horizontal network to govern record information management.
