초록
이 연구는 교육청 소속 기록연구사들의 직무를 분석하여, 그 중요도, 난이도, 수행 빈도를 분석하고 이를 바탕으로 교육청 기록관리 업무 환경과 문제점을 파악하여 개선 방안을 마련하기 위한 것이다. 문헌조사와 운영규정 분석을 통해서 교육청 기록관리 업무를 5개 업무영역 24개 업무요소로 도출하였으며, 업무영역별, 업무요소별 중요도, 난이도, 수행 빈도를 파악하기 위하여 교육청 소속 기록연구사를 대상으로 설문을 실시하였다. 조사 결과를 IPA기법을 활용하여 중요도와 수행 빈도, 중요도와 난이도를 교차하여 분석하였고, 이를 통하여 교육청 소속 기록연구사의 업무 환경에서의 문제점을 진단하고 개선방안을 제시하였다.
Abstract
The purpose of this study is to prepare a plan for the improvement of the tasks of record managers in offices of education by understanding the details of their work; analyzing the importance, difficulty, and performance frequency of their tasks; and investigating their working environment and the problems of record management in offices of education. For this purpose, through a literature review and an analysis of related conditions, this study drew out 5 task domains and 24 detailed record management tasks in offices of education. To investigate the level of importance, difficulty, and performance frequency of the drawn-out task domains and task factors, this study conducted a questionnaire survey on record managers working in offices of education and analyzed the survey results using the IPA technique by crossing the level of importance, difficulty, and performance frequency. Based on the survey results, to improve the tasks of record managers in offices of education, and strengthen their task competency, a plan for improvement was suggested.

본 연구는 기록물관리전문요원의 직무 만족과 조직몰입도 향상을 위한 교육프로그램 개발을 목적으로 국가기록원에서 실시하는 기록물관리전문요원을 위한 교육프로그램이 실제 전문요원의 직무 만족 및 조직 몰입에 미치는 영향에 대해 알아보기 위해 현직의 기록물관리전문요원을 대상으로 설문 조사를 실시하였다. 분석 결과와 기록물관리전문요원의 요구사항을 바탕으로 기록 관리에 관한 지식이나 기술의 충족과 더불어 직무 만족 및 조직 몰입을 향상시킬 수 있는 교육 프로그램을 제안하였다. 본 연구에서 제안한 국가기록원의 교육프로그램은 기록물관리전문요원의 직무 만족 및 조직 몰입을 향상시키면서 기록물관리전문요원에게 요구되는 전문 분야에 대해 보다 확장된 전문성을 획득할 수 있고, 변화하는 환경에 능동적으로 대처할 수 있는 역량을 강화할 수 있는 이점이 있다.
Abstract
This study conducted a survey targeting incumbent records managers and archivists to examine the effect of the training program executed by the National Archives of Korea on the job satisfaction and organizational commitment of actual record managers. Based on the results, this study proposed a training program that could improve job satisfaction and organizational commitment, based on the analysis results and the requirements of record managers and archivists, while fulfilling the knowledge and technology demand for records management. The training program of the National Archives of Korea proposed by this study has the following advantages. Records managers and archivists can acquire more professional skills that their field require them while feeling satisfied with their duty and becoming more immersed with their organization. In addition, they can also actively enhance their ability to cope with the variable environment.
