초록
본 연구는 중앙행정부처 기록전문직을 대상으로 직무 영역을 파악하고 중요도-수행도 분석 기법으로 분석하여 그에 따른 직무 중요도와 수행도를 연구하는 데 목적이 있다. 기록전문직의 역할과 정체성 확보를 위하여 직무에 대한 명확한 분석이 필요하다는 인식 아래, 직무영역 및 요소 분석을 실시한 본 연구는 기록전문직의 직무를 기록물관리, 기록관 운영, 기록관리 인프라, 기록정보 서비스의 4개의 책무와 19개의 업무, 78개의 업무요소로 파악하였다. 이를 바탕으로 각각의 중요도와 수행도 빈도를 조사하는 IPA기법을 적용하였다. 분석 결과 법령에서 규정하고 있는 업무 영역인 평가 및 폐기 업무가 중요도와 수행도가 가장 높은 순위를 차지하였으며 서비스관련 업무는 중요성과 수행도가 가장 낮게 분석되었다. 전체적으로 1인 1체제의 기록관에서 모든 기록관리 업무를 수행하기에는 과중한 상태로 파악되었으며 조직 내 직무 재배치를 통한 업무량의 조정이 필요한 것으로 분석되었다.
Abstract
The study aims at understanding records professions' job areas and conducting the Importance Performance Analysis. Under the perception which it is necessary to analyze records professions' job for securing their roles and identity, this study conducts a job analysis and categorizes records professions' job into 4 duties, 19 jobs and 78 job elements. The 4 duties includes records management, records office operation, records management infrastructure, and records information services. Furthermore, it researches jobs' importance and performance using the IPA. Accordign to the analysis, the jobs which rank at top of the importance and performance list are jobs concerning appraisal and disposal. The jobs which ranks at bottom are jobs related to services. In general the current ‘one man records office system' is not appropriate to carry out all the records management business. In this context, it is necessary to lighten records profeesions' workload through the job adjustment in government institutions.

본 연구는 국회기록보존소를 중심으로 하는 국회 기록관리기관의 직제와 직무의 문제점을 파악하고 이에 대한 대안을 제시하는 데 목적을 두었다. 이론적 논의로 국회 기록관리 책임 부서의 직제 연혁을 살폈고, ‘영구기록물관리기준 표준운영절차’를 준거로 삼아 영구기록물관리기관의 직무를 파악하였다. 이를 바탕으로 국회기록보존소의 직제 현황을 분석하고, 국회기록보존소 직원을 대상으로 직무 조사를 실시하였다. 직제 영역의 개선방안으로 국회 영구기록물관리기관의 재지정, 국회 소속기관 설치, 헌정기념관의 통합적 운영을 주요 과제로 논하였고, 이를 반영한 조직 개편안을 제시하였다. 직무영역으로는 관리대상 기록물 범주 확대와 기록관리 전문 인력 강화의 필요성을 살폈으며, 앞서 제시한 직제 개편에 맞는 담당별 업무분장을 제안하였다.
Abstract
The study is aimed at providing alternative strategies for the National Archives Assembly organization and the job. As a theoretical background, it reviewed the history of the National Archives Assembly’s records management organization and analyzed duties of a permanent records management institution based on the “Standard Operating Procedure for Archival Institutions.” Moreover, this study discussed the National Archives Assembly’s current organizational status and surveyed jobs of the National Assembly Archives staff. As a result, for the organization area, it suggested that the National Assembly should reappoint its permanent records management institution, establish records centers, and reassign the management authority on the Memorial Center to the National Archives Assembly. Furthermore, the study provided a reorganization plan. For the job area, it argued a necessity for expanding the job domain and reinforcing professional manpower. In line with this, it provided duties that were customized for the reorganization plan.
