초록
본 연구는 지방자치단체 기록연구사의 업무를 명확히 밝히고 IPA를 활용한 직무분석, 고용형태․경력별로 업무에 대해 인지하는 차이와 특성을 규명하여 업무 운영에 효과적인 기초자료를 제시하는 것이 목적이다. 이를 달성하기 위하여 지방자치단체 기록연구사의 업무를 분석하고 설문조사를 실시하였으며, 통계분석과 IPA Matrix 분석을 실시하였다. 분석의 결과를 토대로 도출한 문제점에 대한 개선방안으로 지방기록물 관리기관의 설치, 업무 수행을 위한 예산 확보, 처리과 직원에 대한 교육, 조직 내 타부서와의 협업 및 보조인력 활용, 고용형태별․경력별에 따른 직무 재교육을 달리할 것 등을 제안하였다.
Abstract
The purpose of this study is to clarify the work of a local government records manager, provide job analysis using importance–performance analysis (IPA), and define the differences and characteristics in the perception of the work by employment and career type with the aim of providing basic data on effective business operation. To this end, this study conducted statistics analysis and an IPA matrix after analyzing the work of records managers in the local government and conducting surveys. Based on the analysis results, this study suggests installing a local archives management institution, securing the necessary budget for performing works, training staff, calling for assistant staff and collaborative work between other departments within the organization, and retraining of jobs differently based on the difference in perception of work by employment type and career as solutions.
초록
기록연구사들이 기록관리업무를 효율적으로 수행하기 위해서는 직무가 조직화되고, 직무환경에서는 동기가 부여되며 근무여건은 실제의 업무와 관련된 시스템을 갖추도록 하여야 한다. 기초자치단체 기록관 소속 기록연구사의 직무특성 및 직무환경을 조사하여 지방기록연구사의 업무 운영에 관한 문제점을 파악하고, 기록연구사들이 업무를 보다 효율적으로 수행할 수 있도록 하는 개선방안을 제시하고자 문헌조사를 통하여 기초자치단체의 개념, 기초자치단체 기록관 소속 기록연구사의 배치 현황 및 업무, 서울특별시 자치구청 소속 기록관의 현황과 업무에 대하여 조사하였다. 기록연구사들을 대상으로 직무특성요인, 직무환경요인, 근무여건 등의 항목으로 설문조사를 실시하였다. 조사 결과를 분석하여 도출한 문제점에 대한 개선방안으로는 기관장 및 상사와 동료의 기록관리에 대한 인식 개선, 교육에 대한 기관 차원의 지원, 기록관리업무를 담당할 인력충원 혹은 기록연구사가 담당하고 있는 업무분담의 필요성, 중앙기록물관리기관의 업무환경에 맞는 행정적 지원 등이 있다.
Abstract
This study was aimed at investigating the job characteristics and job environment of records managers who are in archives of autonomous districts, find out the problems with the management of duties for local records managers, and deduce the improvement methods that could help records managers more efficiently perform their duties. Through literature review, the study investigated the concept of basic autonomous districts, the allocated summary and duties of records managers through with basic autonomous districts, and the present conditions and duties of the archives through autonomous Gu offices that were in study. Based on the theories of job characteristics and job environment factors, the study drew up a survey that encompasses the present demographic summary, job characteristics, job environment, and working conditions.
