초록
본 연구는 지방자치단체 기록연구사의 업무를 명확히 밝히고 IPA를 활용한 직무분석, 고용형태․경력별로 업무에 대해 인지하는 차이와 특성을 규명하여 업무 운영에 효과적인 기초자료를 제시하는 것이 목적이다. 이를 달성하기 위하여 지방자치단체 기록연구사의 업무를 분석하고 설문조사를 실시하였으며, 통계분석과 IPA Matrix 분석을 실시하였다. 분석의 결과를 토대로 도출한 문제점에 대한 개선방안으로 지방기록물 관리기관의 설치, 업무 수행을 위한 예산 확보, 처리과 직원에 대한 교육, 조직 내 타부서와의 협업 및 보조인력 활용, 고용형태별․경력별에 따른 직무 재교육을 달리할 것 등을 제안하였다.
Abstract
The purpose of this study is to clarify the work of a local government records manager, provide job analysis using importance–performance analysis (IPA), and define the differences and characteristics in the perception of the work by employment and career type with the aim of providing basic data on effective business operation. To this end, this study conducted statistics analysis and an IPA matrix after analyzing the work of records managers in the local government and conducting surveys. Based on the analysis results, this study suggests installing a local archives management institution, securing the necessary budget for performing works, training staff, calling for assistant staff and collaborative work between other departments within the organization, and retraining of jobs differently based on the difference in perception of work by employment type and career as solutions.

지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

본 연구의 목적은 기록물 공개관리의 개념과 세부업무에 대해 이해하고, 관련 업무가 어떻게 수행되고 있는지를 업무 담당자 관점에서 살펴봄으로써 기록물 공개관리와 관련한 시야를 넓히고 효율적으로 공개관리 업무를 수행하기 위한 개선방안을 마련하는데 있다. 이를 위해 본 연구에서는 문헌조사, 설문조사, 심층면담을 통해 필요한 데이터를 수집하였다. 데이터 수집을 위해 부산 지방자치단체 중 7개 기관의 기록관리 전문요원을 대상으로 기록관의 기록물 공개관리 현황에 대한 심층면담을 진행하였다. 또한 그 중 4개 기관의 처리과 업무담당자 총 40명을 대상으로 설문조사를 진행하여 처리과의 기록물 공개관리 현황을 조사하였다. 이러한 조사를 통하여, 처리과와 기록관에서 수행 중인 일련의 공개관리 업무의 현황과 그 속에서의 문제점을 밝혀내고, 지방자치단체 내에서의 자구적인 노력과 더불어 국가기록원의 실질적인 업무지원을 제안하였다.
Abstract
This study seeks to grasp the current status of and suggest improvements on records disclosure management. Data were collected through a literature review, surveys, and in-depth interviews with 7 record managers and 40 office staff in local governments. Existing records disclosures were also used as references for the discussion. With this, self-reliance efforts within local governments and active roles in central records management institutions were proposed.

본 연구는 지방자치단체가 수행한 지역 기록화 사업의 제도 및 운영 현황을 파악하고 사업의 지속가능성을 위한 시사점을 제시한 것이다. 정부의 국가균형발전 정책 이슈를 배경으로 지방자치단체의 도시‧문화 관계 부서는 도시‧문화 정책의 일환으로 지역 기록화 사업을 추진하였다. 각 지자체는 경관 조례, 도시역사문화 아카이브 구축 및 운영에 관한 조례를 제정하였고, 도시재생사업을 추진하였다. 이러한 조례 또는 정책에 근거하여 도시경관 기록화, 도시역사문화 아카이브, 도시재생사업 기록화가 수행되었으며, 본 연구는 총 55개 사례를 대상으로 조례 제정 유무, 예산, 기록의 수집, 관리, 활용 항목을 비교‧분석하였다. 연구의 결과 지자체에서 수행하는 지역 기록화 사업의 지속가능성을 위해 중요한 기반은 법령이었으며, 예산의 지속적인 확보를 위해 사업성과 평가, 지역민의 참여 활성화, 디지털 아카이브 구축·활용을 제안하였다. 본 연구는 특정 지역이나 사례가 아닌 지자체 도시·문화 관계 부서에서 도시‧문화 정책의 일환으로 수행한 지역 기록화 사업 전반을 조사‧분석하고, 지속가능성을 위한 보다 객관적이고 일반적인 시사점을 제시했다는 점에서 의의가 있다.
Abstract
This study analyzes the system and operational status of regional documentation programs conducted by local governments and aims to propose considerations for the sustainability of regional documentation programs. With the government’s balanced national development policy, the city or culture departments of local governments promoted regional documentation programs as part of their urban and cultural policies. Each local government enacted landscape ordinances and the ordinances concerning the establishment and operation of urban historical and cultural archives and promoted urban regeneration projects. Based on this, local governments performed urban landscape documentation, urban historical and cultural archives, and urban regeneration project documentation. Consequently, this study compared and analyzed ordinance enactment, budget, acquisition, management, and utilization of records for a total of 55 cases. The study has found that legislation is an essential factor in the sustainability of local governments’ regional documentation programs. In addition, it suggested that regional documentation programs should evaluate the performance of programs, ensure residents’ participation, and create digital archives to secure the budget continuously. This study is significant because it evaluates the overall regional documentation cases of local government city or culture departments as part of the city or culture policy rather than a specific region or case and presents more objective and general considerations for sustainability

소방기록물의 관리 현황과 실태를 분석하기 위해 본 연구는 D광역지방자치단체 본청 산하에 소속된 소방안전본부와 소방안전본부 직속기관인 8개의 소방서를 그 대상으로 2013년부터 2017년까지 5년간 생산된 소방기록물을 생산․보존․처분이라는 기록관리 프로세스 관점에서 분석하였다. 분석결과 기록물 이관 규정과 검수가 제대로 이루어지고 있지 않으며, 행정박물에 대한 인식이 부족한 것으로 나타났다. 또한 기록물평가심의회 이력 관리를 재고할 필요가 있으며 비전자기록물의 물리적 측면에서의 최신화가 필요한 것으로 나타났다. 효과적인 소방기록물 관리를 위해서는 소방기록물 관리 교육이 활성화 되어야하고, 소방기록물의 자체관리를 위한 예산 확보가 필요하며, 보류기간 관리 이력을 위한 메타데이터의 확보가 필요하다.
Abstract
The study aims to investigate the management status of fire services records of local government D in the metropolitan area. To achieve this, the study analyzed the data from 2013 to 2017 based on the production, preservation, and disposition processes of records. The findings are as follows: 1) unkept regulations to transfer the records, 2) a lack of understanding of archival objects, 3) reconsideration of the history management of the records appraisal committee, 4) and an on-site update of records. Therefore, this study suggested the following for an effective fire services records management: 1) training for the fire services records management, 2) proper budgeting for the records management, 3) and secured metadata for the history management of records.

기록물의 출처는 기록관리에 있어 필수적이며 중요한 가치를 지닌다. 현대 공공기록물의 출처가 되는 행정조직은 잦은 개편으로 조직의 구성과 기능이 크게 변화한다. 특히 지방자치단체의 경우 이러한 조직의 변동이 빈번하며 시간이 지남에 따라 변동 가능성은 더 커진다. 공공기록물의 출처이자 생산자인 처리과는 기록물관리의 여러 업무를 담당하고 있지만, 그 자격 범위는 명확하지 않다. 본 연구는 이러한 기록물의 출처를 명확하게 하고 그에 대한 관리를 개선하는 방안을 제시하는 것을 목적으로 한다. 이를 위해 D광역지방자치단체를 대상으로 선정하고 행정조직의 변화가 어떠한 형태와 주기로 발생하고 변동되었는지에 대해 분석하였다. 특히 기록물의 출처로서 처리과가 조직개편에 따라 기능과 조직 구성이 변동된 사례를 분석하였다. 분석을 통해 행정조직과 처리과가 변동됨에 따라 발생할 수 있는 기록물 출처에 대한 문제점들을 파악하였으며 기록물의 출처 및 이력에 대한 관리를 개선하기 위한 방안을 제시하였다.
Abstract
A source of records is critical and highly valuable for records management. The compositions and functions of an administrative organization, which is the source of public records, are changing according to its frequent reorganizations. In particular, changes in local governments are frequent, and the possibility of change increases over time. The processing department is responsible for various records management tasks as the source and producer of records; however, its scope of qualifications is unclear. As such, this study aims to clarify these sources of records and suggest ways to improve their management. For the objective, this study selected D regional local government and analyzed the forms and frequency of its administrative organizational changes. In particular, the processing department’s modified organizational functions and compositions due to reorganizations were also examined. Through the analysis, problems concerning records sources that could arise from changes in the administrative organization and processing department were identified, and improvement plans for records management were suggested.

본 연구는 2010년에서 2019년까지 정부합동감사에서 지적된 처리과 기록물관리 현황을 분석하였다. 15개 지방자치단체 총 43개의 감사결과를 대상으로 정량분석을 통해 처리과 기록관리 업무영역별 문제점을 다각도로 파악하였으며, 연도별 기록관리 지적사항을 분석함으로써 처리과 기록물관리 문제점을 알아보고 시사점을 도출하였다.
Abstract
This study analyzes the current status of records management in the creation organization of records identified in the joint government audit from 2010 to 2019. Various methods for quantitative analysis were conducted on 43 audit results from 15 local governments to identify problems in each area of records management for the creation organization of records. In particular, the problems were identified through an analysis of the problems in records management by year. Furthermore, implications in processing and records management were also derived through the identification of the problems in such areas and the relationships with the officer in charge of records management.

최근 각국은 정부 데이터 개방을 위한 데이터 플랫폼을 구축하고, 행정정보데이터세트 등 다양한 데이터를 민간에서 웹을 통해 자유롭게 활용하도록 하고 있다. 이 연구는 전 세계적으로 가장 많이 활용되는 대표적인 오픈 데이터 플랫폼인 소크라타와 CKAN의 기능을 분석하고, 각국의 활용 사례를 살펴보았다. 그리고 서울시의 데이터세트 서비스 현황을 사례로 검토하여, 오픈 데이터 플랫폼을 적용한 지방자치단체의 데이터세트 관리 및 서비스 방안을 개념적으로 제시하였다. 이를 통해 기록으로서의 데이터세트 서비스 제공을 위한 지방자치단체의 장기적인 보존과 관리체제 방안을 제도적 측면과 데이터의 생산 및 관리 측면, 서비스 측면 및 플랫폼의 선택 등 다양한 측면에서 제시하였다.
Abstract
Recently many countries have established data platforms to disclose government-owned data that include administrative data-sets and provide free access to the public via Web. This research analyzes the “Socrata" and “CKAN", the most popular representative open data platforms in the world, and reviews functions and their practical cases in operation in several cities of various nations. It also examines the current status of the data-set services in the City of Seoul to provide conceptual bases for management and service of the local governments’ data-sets using open data platform. Then it suggests measures that ensure the long-term preservation and management of data-sets as archives for services, which includes the aspects of preparing systems, creating and managing data, providing services, and selecting platforms.

우리나라의 공공기관은 ‘공공기록물 관리에 관한 법률’에 따라 생산의무기록물을 생산하고, 매년 국가기록원에 생산 현황 통계를 제출하고 있다. 그런데 지방자치단체에서 실제 생산하는 의무기록물 현황과 기록원에 제출한 현황 통계에 차이가 있다. 이를 바탕으로 생산의무기록물의 생산관리 제도에 대한 문제점을 찾아서 그 개선안을 제시하였다. 문제점은 생산의무기록물에 해당되는 범위가 모호하며, 업무 담당자의 이해도 부족하다. 그리고 특정 업무 중심의 기록물만 생산되고 있는 실정이다. 개선안으로는 지방자치단체의 생산의무기록물 대상을 분명히 정하며, 업무 담당자는 이에 대한 이해를 해야하고, 자치단체의 생산의무기록물의 생산과 관리에 대한 조례를 제정한다.
Abstract
Korea’s public institutions produce mandatory production records under the “Public Records Management Act” and submit statistics on production status to the National Archives of Korea every year. However, there is a difference between the actual status of compulsory records produced by local governments and the status statistics submitted to the Archives. Based on this, an improvement plan was proposed after identifying problems with the production management system of the production obligation records. In particular, the scope of the production obligation records is ambiguous, and the person in charge lacks an understanding of the specific scope. In addition, only certain work-oriented records are being produced. As such, the improvement plan shall clearly determine the target of the local government’s production obligation records, and the person in charge of the affairs shall understand it and implement an ordinance on the production and management of the local government’s production obligation records.

기록연구사들이 기록관리업무를 효율적으로 수행하기 위해서는 직무가 조직화되고, 직무환경에서는 동기가 부여되며 근무여건은 실제의 업무와 관련된 시스템을 갖추도록 하여야 한다. 기초자치단체 기록관 소속 기록연구사의 직무특성 및 직무환경을 조사하여 지방기록연구사의 업무 운영에 관한 문제점을 파악하고, 기록연구사들이 업무를 보다 효율적으로 수행할 수 있도록 하는 개선방안을 제시하고자 문헌조사를 통하여 기초자치단체의 개념, 기초자치단체 기록관 소속 기록연구사의 배치 현황 및 업무, 서울특별시 자치구청 소속 기록관의 현황과 업무에 대하여 조사하였다. 기록연구사들을 대상으로 직무특성요인, 직무환경요인, 근무여건 등의 항목으로 설문조사를 실시하였다. 조사 결과를 분석하여 도출한 문제점에 대한 개선방안으로는 기관장 및 상사와 동료의 기록관리에 대한 인식 개선, 교육에 대한 기관 차원의 지원, 기록관리업무를 담당할 인력충원 혹은 기록연구사가 담당하고 있는 업무분담의 필요성, 중앙기록물관리기관의 업무환경에 맞는 행정적 지원 등이 있다.
Abstract
This study was aimed at investigating the job characteristics and job environment of records managers who are in archives of autonomous districts, find out the problems with the management of duties for local records managers, and deduce the improvement methods that could help records managers more efficiently perform their duties. Through literature review, the study investigated the concept of basic autonomous districts, the allocated summary and duties of records managers through with basic autonomous districts, and the present conditions and duties of the archives through autonomous Gu offices that were in study. Based on the theories of job characteristics and job environment factors, the study drew up a survey that encompasses the present demographic summary, job characteristics, job environment, and working conditions.
