초록
이 연구는 새로운 기록관리 패러다임에 맞는 지방기록물관리기관의 역할을 제시하기 위한 것이다. 지방기록물관리기관은 다른 영구기록물관리기관과 다른 고유하면서도 다차원적인 업무영역과 역할을 가지고 있으나 현재 공공기록물관리법에 규정된 지방기록물관리기관의 역할은 중앙 중심적이고 협소하다. 이 연구에서는 서구에서 지난 150여 년간 변천을 거듭해온 보존기록관리의 패러다임을 살펴보고, 새로운 패러다임이 주는 시사점에 근거하며 지방기록관리의 방향을 제시하였다. 아울러 지방기록물관리기관의 역할을 재규정할 수 있도록 공공기록물관리법의 개정 방향을 제안하였다.
Abstract
The purpose of the study is to reformulate the roles of local archives, reflecting the new archival paradigm. Archives management of local authorities is different basically from that of central administration agencies. This paper analyses four stages of archival paradigm shifts in Western archival communities, and finds some implications for roles and responsibilities of local archives and local archivists. Finally, it suggests the directions of local archives management and revision of related articles in Public Records Management Act.

기록물의 출처는 기록관리에 있어 필수적이며 중요한 가치를 지닌다. 현대 공공기록물의 출처가 되는 행정조직은 잦은 개편으로 조직의 구성과 기능이 크게 변화한다. 특히 지방자치단체의 경우 이러한 조직의 변동이 빈번하며 시간이 지남에 따라 변동 가능성은 더 커진다. 공공기록물의 출처이자 생산자인 처리과는 기록물관리의 여러 업무를 담당하고 있지만, 그 자격 범위는 명확하지 않다. 본 연구는 이러한 기록물의 출처를 명확하게 하고 그에 대한 관리를 개선하는 방안을 제시하는 것을 목적으로 한다. 이를 위해 D광역지방자치단체를 대상으로 선정하고 행정조직의 변화가 어떠한 형태와 주기로 발생하고 변동되었는지에 대해 분석하였다. 특히 기록물의 출처로서 처리과가 조직개편에 따라 기능과 조직 구성이 변동된 사례를 분석하였다. 분석을 통해 행정조직과 처리과가 변동됨에 따라 발생할 수 있는 기록물 출처에 대한 문제점들을 파악하였으며 기록물의 출처 및 이력에 대한 관리를 개선하기 위한 방안을 제시하였다.
Abstract
A source of records is critical and highly valuable for records management. The compositions and functions of an administrative organization, which is the source of public records, are changing according to its frequent reorganizations. In particular, changes in local governments are frequent, and the possibility of change increases over time. The processing department is responsible for various records management tasks as the source and producer of records; however, its scope of qualifications is unclear. As such, this study aims to clarify these sources of records and suggest ways to improve their management. For the objective, this study selected D regional local government and analyzed the forms and frequency of its administrative organizational changes. In particular, the processing department’s modified organizational functions and compositions due to reorganizations were also examined. Through the analysis, problems concerning records sources that could arise from changes in the administrative organization and processing department were identified, and improvement plans for records management were suggested.

지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

기록관리혁신이 지방행정기관까지 확산되고 있는 지금, 지방공기업에서 생산되는 기록물도 행정적인 가치와 지방 고유의 성격을 지닌 공공기록물로서 체계적인 관리와 보존이 필요하다는 문제의식에서 부산광역시 산하 지방공기업을 대상으로 기록물 관리 현황을 파악하고자 하였다. 부산광역시 산하 11개의 지방공기업 중에서 공공기록물 관리에 관한 법률에서 기록물 관리를 해야 하는 대상기관으로 지정하고 있는 지방공사와 공단 5개 기업을 대상으로 사례연구를 실시하였고, 문헌연구와 담당자와의 면담 및 전화인터뷰를 실시하여 연구에 필요한 자료를 획득하였다. 그리고 이를 바탕으로 기록물 관리 현황을 파악하고 문제점을 지적하여 개선방안을 도출하고자 하였다. 기록물 관리 현황은 생산접수, 분류정리, 이관폐기, 보존, 활용으로 나누었고 기록관의 설치 및 전문인력의 배치 여부, 그리고 구체적인 계획이 수립되어 있는지를 알아보았다. 지방공기업의 기록물 관리 업무를 개선하기 위하여 기관 내의 인식변화와 지방자치단체 및 국가기록원의 지도와 감독을 제안하였다.
Abstract
The purpose of this study is to examine the present conditions and to raise several points on the records management of the local public enterprise. On the basis of these finding we shall offer remedies to raise the efficiency of records management. Five local public enterprises under the umbrella of Busan Metropolitan City were selected. They supplied a general picture of the actual management status of public records. To improve the task of records management in local public enterprises, certain topics need to be addressed. Local Government should emphasize the importance and necessity of records management to all the staff of the local public enterprises. And the local autonomous entities and National Archives & Records Service should impose a duty on the records management of public enterprises and supervise it regularly.

그동안 공기업의 기록물관리는 국가기록원 직접관리기관 공기업과 특별시⋅광역시 소재 지방공기업을 중심으로 연구가 수행되었고, 기초 지방자치단체 산하에 있는 지방공사⋅공단의 기록물관리는 지금까지 사실상 사각지대에 놓여 있었다. 이에 본 연구에서는 경기지역 일반 시⋅군 단위에 소재한 시설관리공단을 대상으로 기록물관리 현황을 살펴봄으로써 향후 이를 개선 및 발전시키는데 참고할 수 있는 기초자료를 마련하고자 하였다. 경기지역에 소재한 시설관리공단 중 기록물관리 담당자가 있는 8개 기관을 대상으로 설문조사, 전화인터뷰를 진행하여 기관의 기록물관리 현황을 살펴본 결과, 시설관리공단의 기록물관리는 어려운 여건 속에 많은 개선점을 남겨두고 있는 것으로 확인되었다.
Abstract
The record management of public enterprises under basic local governments has been in a blind spot while many studies have been mainly conducted on public enterprises directly managed by the National Archive of Korea and local public enterprises located in metropolitan cities. Hence, this study aims to examine the current status of Facilities Management Corporations’ records management in local cities and counties of the Gyeonggi area, and to suggest improvement measures with some basic data as a reference. After conducting a survey and telephone interviews with eight record management officers from Facilities Management Corporations, the results of this study found that record management of them was in hard conditions with many improvements needed.

본 연구의 목적은 기록물 공개관리의 개념과 세부업무에 대해 이해하고, 관련 업무가 어떻게 수행되고 있는지를 업무 담당자 관점에서 살펴봄으로써 기록물 공개관리와 관련한 시야를 넓히고 효율적으로 공개관리 업무를 수행하기 위한 개선방안을 마련하는데 있다. 이를 위해 본 연구에서는 문헌조사, 설문조사, 심층면담을 통해 필요한 데이터를 수집하였다. 데이터 수집을 위해 부산 지방자치단체 중 7개 기관의 기록관리 전문요원을 대상으로 기록관의 기록물 공개관리 현황에 대한 심층면담을 진행하였다. 또한 그 중 4개 기관의 처리과 업무담당자 총 40명을 대상으로 설문조사를 진행하여 처리과의 기록물 공개관리 현황을 조사하였다. 이러한 조사를 통하여, 처리과와 기록관에서 수행 중인 일련의 공개관리 업무의 현황과 그 속에서의 문제점을 밝혀내고, 지방자치단체 내에서의 자구적인 노력과 더불어 국가기록원의 실질적인 업무지원을 제안하였다.
Abstract
This study seeks to grasp the current status of and suggest improvements on records disclosure management. Data were collected through a literature review, surveys, and in-depth interviews with 7 record managers and 40 office staff in local governments. Existing records disclosures were also used as references for the discussion. With this, self-reliance efforts within local governments and active roles in central records management institutions were proposed.

우리나라는 1999년에 공공기관의 기록물관리에 관한 법률을 제정하여 기록의 생산과 등록을 의무화 하였다. 이후 2006년 법령의 개정을 통하여 「공공기관의 기록물관리에 관한 법률」이 「공공기록물 관리에 관한 법률」로 전부 개정되어 기능 및 역할에 대한 내용 또한 많은 것이 바뀌었다. 이 법에 따르면 지방기록물관리기관 의무 설치대상 기관은 17개의 광역자치단체이지만 2018년 현재 서울특별시와 경상남도를 제외하고는 지방기록물관리기관의 설립을 추진하고 있는 곳은 없다. 이에 대구광역시를 대상으로 이관 의무기관 14곳의 보존기간 30년 이상 기록물과 기록관의 기록관리 현황을 분석함으로써 대구광역시 지방기록물관리기관의 설립 방안을 제안하고자 한다.
Abstract
In the 1990s, the Korean government enacted the Act on the Management of Records in Public Institutions to produce and register records. Since then, through the revision of the act in 2006, it was wholly amended into the “Public Records Management Act,” which presented significant changes with regard to the functions and roles from the former act. According to the new act, there are 17 metropolitan governments subject to the legal obligation of a local archive installation, but most of them are not planning for the establishment of local archives except Seoul and Gyeongsangnam-do in 2018. Therefore, this study surveyed 12 among the 14 record centers, which are the institutes that Daegu local archive will have managed, The current status of records management was analyzed, and records more than 30 years in the institutes were investigated.

경상남도기록원은 지방에서 최초로 건립된 영구기록물관리기관이다. 2007년 ｢공공기록물 관리에 관한 법률｣에 의해 지방기록물관리기관이 설립 의무화 되어 17개 시도 모두 건립을 위한 최초계획을 작성한 후, 약 10년이 지나서야 경남에서 그 첫발을 내딛게 되었다. 물론 처음계획(신축)과 달리 리모델링 건물로 인해 서고면적, 건축비 등 많은 부분이 축소되었지만 건립은 성공적이었다. 기록과 그것의 관리 불모지, 경남에서 첫발을 내딛은 경상남도기록원은 2014년부터 2019년 현재까지 기록관리의 발전과 기록문화의 확산이라는 목표로 끊임없이 정진하고 있다. 그러나 ‘처음’이라는 것은 생소하고 많은 과제를 안고 있다. 선언적인 법률의 실질적 구현과 도민과 함께하는 기록문화 확산의 실현 등 그동안 생각하지 못한 여러 일들을 수행하고 결과를 도출해야 한다. 때문에 ‘처음’은 영광이라기보다 책임감이 더 필요한 단어인지 모른다. 지금 경상남도기록원에서 수행하고 있는 여러 가지 업무들과 그것의 결과물에 책임감을 갖고 가려고 한다. 시간이 흘러 경상남도기록원을 생각할 때 ‘최초’만이 아닌 기록문화 확산의 선도자, 책임자로서 기억되도록 매일을 기록하겠다.
Abstract
Gyeongsangnam-do Archives is the first permanent record management organization built in the province. In 2007, the Local Archives Management Agency was obliged to establish under the “Public Archives Management Act,” and it was not until about 10 years after that the first plan was made for the construction of all 17 attempts. Unlike the initial plan, many parts of the building were reduced because of the building remodeling; nonetheless, the construction was successful. The Gyeongsangnam-do Archives, which first came to the fore in Gyeongnam, is constantly committed to the development of records management and the spread of recording culture from 2014 to 2019. However, the first time was unfamiliar and difficult because of many challenges. Furthermore, it is necessary to carry out various tasks that have been set aside such as the actual implementation of declarative laws and realization of the spread of the recording culture with citizens. Therefore, the first trial may require more responsibility than glory. As the researcher, I will manage various tasks and results of the work done at Gyeongsangnam-do Archives, as well as record every day to be recognized as a leader and director of spreading the recording culture.

소방기록물의 관리 현황과 실태를 분석하기 위해 본 연구는 D광역지방자치단체 본청 산하에 소속된 소방안전본부와 소방안전본부 직속기관인 8개의 소방서를 그 대상으로 2013년부터 2017년까지 5년간 생산된 소방기록물을 생산․보존․처분이라는 기록관리 프로세스 관점에서 분석하였다. 분석결과 기록물 이관 규정과 검수가 제대로 이루어지고 있지 않으며, 행정박물에 대한 인식이 부족한 것으로 나타났다. 또한 기록물평가심의회 이력 관리를 재고할 필요가 있으며 비전자기록물의 물리적 측면에서의 최신화가 필요한 것으로 나타났다. 효과적인 소방기록물 관리를 위해서는 소방기록물 관리 교육이 활성화 되어야하고, 소방기록물의 자체관리를 위한 예산 확보가 필요하며, 보류기간 관리 이력을 위한 메타데이터의 확보가 필요하다.
Abstract
The study aims to investigate the management status of fire services records of local government D in the metropolitan area. To achieve this, the study analyzed the data from 2013 to 2017 based on the production, preservation, and disposition processes of records. The findings are as follows: 1) unkept regulations to transfer the records, 2) a lack of understanding of archival objects, 3) reconsideration of the history management of the records appraisal committee, 4) and an on-site update of records. Therefore, this study suggested the following for an effective fire services records management: 1) training for the fire services records management, 2) proper budgeting for the records management, 3) and secured metadata for the history management of records.

본 연구는 한국 근현대 기록관리 제도사의 결락을 메우기 위하여 USAMGIK와 당시 생산된 기록 등 문헌검토를 진행하였다. 이를 통해 미군정기 행정체계를 확인하였고 행정체계 속에서 나타나는 기록관리 조직과 업무를 검토하였다. 미군정기 기록관리 조직과 업무는 행정체계의 이원화와 인적 구성의 동일성으로 인하여, 조선총독부와 미 육군의 기록관리체계가 혼용된 형태로 나타났다. 그럼에도 불구하고 지방행정조직과 의회 기록관리체계가 정비되기도 하였으며, 군정기구와 민정기구, 중앙행정기구와 지방행정기구, 의회의 경우 개별적 기록을 관리하는 방식이 나타났다. 한편 미군정기에는 미 육군의 기록관리 방식이 도입되어 국한문과 영문을 혼용하여 공문서를 생산하기도 하였다. 이와 더불어 한글 전용화가 요구되면서 공문서 작성방식 변화에 대한 주장이 이어지기도 하였다. 역사기록관리체계 또한 이 시기 시작되어 국사관을 설립하는 등의 노력으로 나타났다.
Abstract
This study reviewed the US military government’s record management system to fill the gaps in Korea’s record management history. The US military government’s record management system adopted the concept of “mixed use” between the Japanese Government- General of Korea and the US Army because of the dualized administration and constituency of human resources. In addition, the US Army’s record management method was introduced during the US military administration to manage historical records and produce official documents that mix Chinese and English letters.
