행정정보공표제도를 통하여 공공기관의 정보에 대한 접근성과 이용성을 보장받을 수 있고, 정부와 국민간의 원활한 소통의 장을 마련할 수 있으며, 궁극적으로 국민에 대한 국정 참여를 유도하여 굿 거버넌스를 실현 시킬 수 있다. 하지만 행정정보공표제도의 시행에 있어 대국민적 홍보 부족으로 이러한 제도가 있는지 조차 인식하지 못한 국민이 많고, 제도에 시행에 있어 다각적인 부분에서 미흡한 점이 많다. 그리고 행정정보공표제도의 시행에 있어서 행정기관들의 행정정보공표 기준은 수립하였으나 기준에 포함되는 항목에 있어서 표준화가 이루어 지지 않아 매우 혼잡한 모습을 보이고 있다. 본 논문은 이러한 문제의식에 근거하여 행정정보공표 기준을 분석하고 행정정보공표제도의 개선방향을 제안하였다.
Abstract
Publication Information Dissemination Guidance(P.I.D.G.), in which a public organization opens it's information to the public in advance of requests, could be an appropriate medium to support the good governance. In other words, good governance could be established by adopting P.I.D.G. to guarantee the accessibility and usability of information to a public organization, to arrange an opportunity for conversation with the people, and eventually promote the participation of people in administration. However, the P.I.D.G. is not well-known among people due to lack of nation-wide advertisement, and a number of multi-laterally found flaws in the system operation, suggesting an urgent need of improvement. Disorders are found in the operation of P.I.D.G. due to un-standardized categories among the standards of Publication Information Dissemination, set by administrative organizations. The purpose of this paper is to analyze the P.I.D.G. and suggest the ways to improve it based on the criteria indicated above.
초록
정보공개가 활발히 일어나면서 기록관리의 허점이 드러나기 시작했다. 국가의 중요문서가 폐기되어 사라지거나 ‘비밀’이라는 명분으로 공개되지 않는 등 기록 관리 전반에 걸쳐 많은 문제가 지적된 것이다. 비밀기록은 궁극적으로 비밀을 해제하여, 공개하고, 활용함으로써 기록이 지닌 특성과 가치를 구현해야 한다. 그러나 사적으로 충분한 가치가 있는 기록들임에도 단지 보존기간이 만료되었다는 이유만으로 무원칙적이고 형식적으로 폐기작업이 진행되고 있다. 이 연구는 이러한 상황에 대한 인식에서 우리나라의 비밀기록에 관련한 전반적인 제도와 현황을 논의의 대상으로 삼아 이에 대해 해석하고 조사한 것이다. 특히 비밀기록이 많이 생산되는 특수자료관의 현황을 중점적으로 살펴보고, 비밀기록과 관련된 문제점과 개선방안을 제시하였다.
Abstract
As information disclosure is actively requested, loopholes of the government's Records Management System have exposed. Important documents of government have been disposed, lost, and closed to the public by the reason that they are ‘classified.’ This study starts from the recognition of these problems. Researches on classified records are necessary to reveal the historical truth. The purpose of this study is to examine the organization of Records Management System and the management of classified documents of the government institutions. Through the analysis of actual condition of classified records management, it is found that the classified records management is poorly implemented in Korea. This study especially deals with the classified records management system in special records management institutions such as legislative, judiciary, and military agencies. Though this study deals with a specific part of government, it may contribute to improvement of classified records management in government as a whole.
