초록
공공기록물법 제정 20년이 넘었으나, 기록 외의 업무 등으로 기록관리 전문인력이 기록물관리에 몰입하기 어려운 현실이다. 기록관리 非 전문인력이 주류인 조직, 특히 개별 행위보다 부서장 중심 행위에 대한 몰입을 강조하는 육군에선, 기록물관리에 대한 몰입 및 전문성 발휘가 더 어려울 수 있다. 이에 따라, 본 연구는 육군 기록관리 전문인력의 전문직몰입과 조직몰입 간의 관계를 파악하고, 전문직성이 전문직과 조직에 대한 이중몰입에 미치는 영향을 알아보고자 하였다. 육군의 공식 승인을 받아 야전에서 기록물관리 임무 수행 중인 135명 중 104명(77.0%)으로부터 응답을 회수하여, 요인분석, 상관관계분석, 다중회귀분석 등을 실시하였으며, 평행모델을 접근법으로 채택하였다. 분석결과, 1) 전문직몰입과 조직몰입은 상호 보완적 관계로 이중몰입이 가능하며, 2) 자율성의 전문직성 강화가 오히려 조직몰입 향상에 기여한다. 3) 전문직성 중 소명의식이 높을수록 전문직몰입은 높아지지만 조직몰입은 낮아졌으며, 가치관에 의한 갈등은 전문직몰입과 조직몰입 모두를 떨어뜨리는 이중몰입의 공통결정요인으로 도출되었다. 본 연구를 통해 非 전문인력이 주류인 조직에서의 기록관리 전문인력이 갖는 전문직성의 의미를 고찰하고, 몰입 향상 방안을 도출할 수 있을 것이다.
Abstract
This study aims to identify the relationship between commitment to the profession and commitment to the organization, and the effect of professional development on the dual commitments to the organization and the profession. After establishing concepts through a literature review, the study designed a questionnaire survey in which 104 out of 135 (77.0%) record management field officials responded. This study provides a firm basis for urging the army to change its perception toward record management professionals’ specialty and their commitment to the profession. Furthermore, this change will ultimately lead to a higher commitment to the organization.
초록
본 연구는 기록전문직 교육의 개선을 위한 정책 대안을 논하는 데 목적이 있다. 이론 연구로서, Greenwood, Goode 등의 고전적 전문직 이론을 정리하고, 우리나라의 기록전문직이 Perk가 주장한 전문직의 6가지 기준을 형식적으로 충족하고 있음을 확인하였다. 하지만 전문성이란 어느 시점에 완성되는 것이 아니라, 지속적으로 추구해야 할 지향이라는 관점에서, 기록전문직의 전문성 획득의 출발점이라 할 수 있는 기록전문가 교육 및 양성제도와 이를 뒷받침하는 법제도를 분석하였다. 이에 더해, 전문직은 스스로 권위를 지키기 위해 교육과 훈련에 대한 자신의 기준을 정하고, 전문직 공동체의 규범을 가져야 한다는 맥락에서 기록전문직 주도의 인증제도를 실시하고 있는 영국 ARA와 미국 ACA의 사례를 분석하였다. 결론에 갈음하여, 인증제도를 중심으로 하는 기록전문직 교육제도 개선 방안을 제시하였다.
Abstract
This study aims to discuss policy alternatives for improving the curriculum of archival studies. As a theoretical study, it organized classical professional theories such as Greenwood and Good and confirmed that the archival professionals met all six criteria for professional occupations claimed by Perk. However, from the perspective that professionalism is not completed at any point in time, but is a constant pursuit, education and training of archival professionals, and the legal system that supports it, were analyzed. In addition, the case of the British ARA and the US ACA, which are implementing a professional certification system, was analyzed in the context that professionals should set their own standards for education and training to protect their authority and have norms for professional communities. In conclusion, policy alternatives centered on the academic training guidelines and the certification system were presented.
