본 연구는 미술 아카이브의 체계적인 관리와 활용에 필요한 전문인력 구축에 관한 실무자 및 연구자 인식과 의견을 기반으로 전문인력 활성화 방안을 제안하는 것을 목적으로 한다. 이를 위해 미술 아카이브 및 정책 관련 실무자와 기록관리 연구자를 중심으로 심층 인터뷰를 진행하였고 질적연구방법론 중 하나인 근거이론방법론을 활용하여 분석을 수행하였다. 그 결과, 57개 개념과 27개 하위범주, 13개 상위범주가 도출되었다. 이를 통해 현장에서 지속적으로 제기되고 있는 미술 아카이브 전문인력에 대한 문제점을 종합적으로 검토할 수 있었으며 영역별 전문가들의 의견을 분석하여 실효성 있는 전문인력 활성화 방안을 모색할 수 있었다. 본 연구는 미술 아카이브 전제조건인 전문인력의 중요성을 사회 전반에 확산시키고 미술관 내 미술 전문 아키비스트가 전문인력으로서 자리매김할 수 있는 계기를 마련하는 기초 연구로서 유의미한 시사점을 제공할 것이다.
Abstract
This study aims to propose strategies for cultivating professionals in the field of art archives, drawing insights from the perceptions and opinions of practitioners and researchers involved in the establishment of professional human resources for the systematic management and utilization of art archives. To achieve this objective, in-depth interviews with practitioners and records management researchers related to art archives and policies were conducted. The grounded theory methodology, a qualitative research approach, was used in the analysis of interviews. The outcome yielded 57 concepts, 27 subtopics, and 13 super-topics. Through this, the study provides a comprehensive review of persistently emerging challenges related to art archive professionals, and by analyzing the opinions of experts in each field, this research presents effective ways to revitalize professional human resources. Ultimately, this study offers valuable implications that underscore the significance of professionals, who are prerequisites in art archives, within society and provide a platform for art archivists in museums to establish themselves as art archive professionals.

기록관에서는 이용자의 요구사항에 대한 이해를 바탕으로 설계된 사용성이 높은 웹 기반 기록정보서비스를 제공할 필요가 있다. 이에 본 연구는 국가기록원 웹사이트 검색서비스의 사용성을 전문가 평가와 다양한 그룹의 이용자 대상 사용성 평가를 통해 분석하였고 이를 기반으로 개선방안을 제시하였다. 연구방법으로 문헌연구, 인터페이스 사용성 전문가 평가 중 하나인 휴리스틱 평가 및 이용자 대상 사용성 평가를 수행하였다. 전문가 평가 결과 정확성 영역에서 심각도가 가장 높았으며 에러대처 영역의 심각도가 가장 낮았다. 이용자 대상 사용성 평가에서는 이용자의 배경요인과 도움말 제공 여부가 사용성에 영향을 준다고 가정하였다. 따라서 기록관리학 전공자, 웹/앱 개발자 및 그러한 배경요인이 없는 일반인 등 총 22명을 대상으로 사용성 평가를 실시하였다. 사용성 평가는 사전 설문조사, 5초테스트, 검색과업 수행 순으로 진행하였다. ISO 9241-11:2018의 사용성 구성요소인 효과성, 효율성, 만족도를 기준으로 분석을 진행한 결과 웹/앱 개발자의 검색 효과성이 가장 높았고 기록관리학 전공자의 경우 기록정보콘텐츠 검색에서만 효과성이 높은 것으로 나타났다. 효율성에 있어 배경요인은 영향을 주지 않는 것으로 나타났으며 검색도구에 익숙해질수록 효율성이 향상되었다. 도움말 제공은 효과성과 만족도에 긍정적인 영향을 주는 것으로 나타났다. 개선방안으로 이용자에게 익숙한 인터페이스와 검색기능의 제공, 도움말 지원의 확대, 일관성 있는 웹 인터페이스 제공을 제안하였다.
Abstract
Archives should provide a web-based archival information service with good usability based on the understanding of users’ needs. Thus, this study analyzed the usability of the National Archives of Korea (NAK) website’s search service through expert and usability evaluations for various users and suggested improvement plans. A literature review, heuristic evaluation, one of the usability expert evaluation methods, and usability evaluation for users were performed. As a result of expert evaluation, the severity rating for the usability problem was highest regarding a match between the system and real world and the lowest in error prevention. In the usability evaluation, it was assumed that the user’s background and whether the website’s help was provided is associated with usability. Usability evaluation was conducted for 22 participants, including those majoring in records management, web/application developers, and people without such backgrounds. Furthermore, a presurvey, a five-second test, and search tasks were conducted in a row. The analysis based on usability components in ISO 9241-11: 2018, i.e., effectiveness, efficiency, and satisfaction, showed that web/application developers had the highest search effectiveness, and those majoring in records management showed high effectiveness only in the search for archival content services. Background factors did not affect efficiency, and the more familiar with the finding aids, the better the efficiency. Moreover, providing the website’s help was found to be positively associated with effectiveness and satisfaction. This study suggests that the NAK website will offer a user-friendly interface and search function, expand help support, and display a consistent web interface.

지방공사⋅공단은 ｢공공기록물 관리에 관한 법률｣과 ｢지방공기업법｣에서 규정하는 공공기관이자 지방공기업이다. 지방공사⋅공단의 사업은 지방자치단체의 업무 일부를 위탁 받아 공공시설 및 공공시설물 관리 등을 담당하고 있기 때문에 무엇보다 책임 있는 행정 운영이 중요하다. 이러한 지방공사⋅공단의 특성과 함께 조직운영에 있어서 윤리경영과 지식경영의 중요성이 대두되고 있기 때문에 조직 활동의 정당성과 공정성을 확보하기 위한 수단으로서 체계적이고 전문적인 기록관리가 수행되어야 한다. 본 연구는 전국의 지방공사⋅공단을 대상으로 하여 기록관리 업무현황과 더불어 기록관리 업무발전 가능성에 대한 인식도를 파악하여 개선방안을 제안하는 것을 목적으로 하였다. 문헌연구와 함께 전국 지방공사⋅공단 중 50개 기관의 기록관리 담당자로부터 받은 설문조사 응답을 분석하였으며, 응답자 중 18명을 대상으로 인터뷰를 실시하였다. 분석결과를 바탕으로 국가기록원의 기록관리 업무지원 역할강화, 지방공사⋅공단 차원의 기록관리 업무개선, 유사기관 간 협력체 구성 및 활성화를 개선방안으로 제안하였다.
Abstract
Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

본 연구는 국내 대통령기록관의 소장기록물을 학술적 목적으로 활용하는 이용자들을 위한 서비스를 조사하고 이에 대한 이용자들의 인식을 조사하는 것을 목적으로 하였다. 이를 위해 미국의 13개 대통령기록관 웹사이트에서 제공하고 있는 검색, 열람 및 연구지원 서비스의 내용을 분석하였다. 이와 함께 우리나라 대통령기록관 웹사이트에서 제공하는 검색, 열람 및 연구지원 서비스의 내용을 분석하였으며 대통령기록관 직원 3명을 대상으로 한 전화면담 내용을 국내 현황조사에 추가하였다. 또한 대통령기록물을 연구논문 작성에 활용해 본 적이 있는 이용자 3명을 대상으로 전화 면담을 실시하였다. 조사 결과 국내 대통령기록관 검색서비스에 있어 통합 검색과 주제어를 통한 접근 및 연관된 기록물에 대한 검색이 필요하다고 인식되고 있었다. 대통령기록물 열람에 있어 다양한 온라인 콘텐츠의 제공과 함께 정보공개청구의 틀 안에서만 운영되는 열람서비스가 이용자의 요구에 부합하는 기록정보서비스로 변화되어야 함을 제시하였다. 이와 관련하여 이용자의 관심 연구주제와 연관된 기록물을 제시하고 중요한 기록물을 선별하여 제공하는 등 대통령기록관을 중심으로 보다 전문화된 서비스를 제공할 것을 제안하였다.
Abstract
This study aims to investigate services of presidential archives in Korea for users who utilize holdings of the archives for scholarly purposes, as well as to examine users’ perception of the services. For these purposes, the study analyzed the content of 13 U.S. presidential libraries’ Web sites in terms of their research services. In addition, it examined the content of a Korean presidential archives’ Web site regarding its research services. Telephone interviews of three staff members of the presidential archives were conducted to better understand the services. With this, three users who have written research papers by using presidential records were interviewed by telephone. It was found that federated search services, access by subjects, and related records of search results were considered necessary by users. A variety of digitized records should be provided online and the services needed should be changed from mere processing of FOIA requests to archival reference services to meet users’ needs. Congruently, the presidential archives should provide specialized services to offer records relevant to users’ research interests and to provide the compilation of selected records crucial for research.
